Raytheon Delivers First Ground Soldier System Prototypes

MCKINNEY, Texas, Oct. 2, 2009 /PRNewswire/ -- Raytheon Company (NYSE: RTN - News) delivered 10 Ground Soldier System (GSS) Increment 1 prototypes Sept. 16, 2009, supporting a significant program milestone in the rapid development of a wearable computer that links the dismounted warfighter to the netted battlefield.

Papua New Guinea orders 2 Bombardier planes

* Order worth $60 million

TORONTO, Oct 2 (Reuters) - Bombardier Inc (BBDb.TO) said on Friday that Air Niugini, the national airline of Papua New Guinea, placed a firm order for two Q400 NextGen high-speed turboprop airliners, worth about $60 million.
The airline also took an option for an additional Q400 NextGen airliner, which would increase the value of the order to about $92 million if the option is exercised.
"Air Niugini has been a respected customer since the early 1980s when the airline acquired three 50-seat de Havilland Dash 7 aircraft," Gary R. Scott, president of Bombardier Commercial Aircraft, said in a statement.
The company said it has now recorded firm orders for 363 Q400 and Q400 NextGen aircraft and that, as of July 31, 257 had been delivered to customers.
Bombardier shares were down 7 Canadian cents, or 1.4 percent, at C$4.81 on the Toronto Stock Exchange early in session. Prior to the announcement of the order, the shares were down about 2.5 percent.

MDFPs Deploy to Turkey and Greece; Defenshield President Returns to Iraq

INCIRLIK, Turkey, Oct. 2 /PRNewswire/ -- U.S. Air Base at Incirlik Turkey has issued an order for 14 Defenshield Mobile Defensive Fighting Positions (MDFPs) to be used at entry control points throughout the base. Units will be fitted with Bridgeport accessories to allow the MDFPs to be used in conjoined pairs, providing greater protection and visibility for checkpoint and overwatch personnel. Delivery is expected in November.

Meetings were held in June with Raid Fahmi Jahid - Minister of Science and Technology, Fawzi Hariri - Minister of Industry and Minerals, and Dr. Sami Al-Araji - Chairman of the Iraqi National Investment Commission to discuss the feasibility of establishing assembly facilities in Iraq for Defenshield product lines. TORONTO, ONTARIO--(Marketwire - 10/02/09) - Bombardier Aerospace announced today that Air Niugini, the national airline of Papua New Guinea, has placed a firm order for two Q400 NextGen high-speed turboprop airliners. The airline has also taken an option for an additional Q400 NextGen airliner.
Based on the list price for the Q400 NextGen aircraft, the contract is valued at approximately $60 million US which could increase to $92 million US if the option is exercised.

The order is the first to be placed under the terms of Rapiscan’s recently awarded, $173M Indefinite Delivery, Indefinite Quantity (IDIQ) contract from the U.S. Transportation Security Administration for Advanced Imaging Technology (AIT) solutions.
The Secure 1000 Single Pose uses advanced backscatter technology and proprietary image processing software to rapidly detect potential threats that may be concealed on passengers at aviation checkpoints. Raytheon Awarded $73 Million U.S. Army Contract for Excalibur Ia-2 Rounds

Excalibur Ia-2 is the next generation of precision-guided projectiles for U.S. Army and Marine Corps artillery. Using GPS precision guidance technology, Excalibur rounds provide warfighters with an accurate first-round, fire-for-effect capability in urban settings.

TOKYO, Oct 2 (Reuters) - A Mitsubishi Heavy Industries (7011.T) unit said on Friday that it had won an order for up to 100 regional jets from a U.S. airline, breathing life into Japan's nascent aircraft industry.
Trans States Holdings (TSH), America's second-biggest independent regional carrier, placed an order for up to 100 jets with Mitsubishi Aircraft, becoming its second customer following All Nippon Airways (ANA) (9202.T) and its first client overseas.
TSH said fuel efficiency and other economic advantages over rivals led the company to choose Mitsubishi's jets.
Mitsubishi said it would deliver the first jet to TSH in 2014. The remaining 99 planes will be delivered in the five to six years after the initial delivery.
The order provides a tailwind for Mitsubishi Heavy, which is chasing Canada's Bombardier Inc (BBDb.TO) and Brazil's Embraer (EMBR3.SA) in its $2 billion project to build Japan's first passenger jet.
It aims to sell 1,000 of its jets over the next 20 to 30 years, but has so far only won one order from ANA for up to 25 of its 70- to 90- seat planes, which analysts have estimated to be priced at 3 billion yen to 4 billion yen ($33 million - $45 million) each.
TSH comprises Trans States Airlines, which operates as US Airways Express for US Airways (LCC.N) and GoJet Airlines, which operates as United Express for United Airlines (UAUA.O).
Trans State Airlines has a 48-plane fleet of 50-seat Embraer ERJ145 jets. GoJet's 15-plane fleet consists of 66-seat Bombardier CRJ700 planes. Together, they run 350 flights a day between 50 cities.
Mitsubishi Heavy said last month that it would delay delivery of its first passenger jet by three months to the first quarter of calendar 2014 as it switches to aluminium wings instead of carbon fibre for better fuel efficiency.

How UK Conservatives would tackle key issues

LONDON, Oct 2 (Reuters) - Britain's opposition Conservatives would face a series of thorny issues if they beat the ruling Labour Party in a national election due by next June.
They include:
PUBLIC FINANCES
If elected, the centre-right Conservatives would inherit what leader David Cameron calls a "catastrophic" budget deficit. Public borrowing is forecast to reach a record 175 billion pounds ($279 billion) this year, more than 12 percent of Britain's economic output.
The Conservatives have taken the lead in calling for spending cuts to cut the deficit, warning that if markets lose faith in Britain's commitment to cut public spending, it could have "truly devastating" consequences.
However, they have given few details on specific cuts.
George Osborne, the Conservatives' finance spokesman, said in June his party would protect health and international development spending. Cameron has said he would save money by scrapping a planned national identity card scheme.
The Conservatives would cut the salaries of government ministers and look at changing the system that allows wealthier families to receive tax credits.
The Conservatives -- traditionally committed to cutting taxes -- say they would keep Labour's planned 50 percent income tax rate for higher earners, at least initially. However, Cameron told The Spectator magazine the tax could go "at an early stage" if it turns out to raise no extra revenue.
A Conservative government would face tough decisions on defence spending when troops are fighting in Afghanistan. That could leave ministers focusing on big-ticket items such as planned replacements to the Trident nuclear weapons system, Eurofighter Typhoon warplanes, two new aircraft carriers or the Airbus A400M (EAD.DE) military transporter project.
THE ECONOMY
A Conservative government would face the problem of high unemployment even if the economy had begun growing.
The number of Britons out of work rose by 210,000 to 2.47 million in the three months to July, taking the jobless rate to 7.9 percent, the highest since November 1996.
Policymakers have warned unemployment will continue to rise even as the economy emerges from recession. Some expect the jobless total to hit three million next year.
A Conservative government would also face the problem of finding new engines of growth since the financial services sector has been badly hit by the credit crisis.
FINANCIAL REGULATION
The Conservatives say the financial crisis exposed the failure of a system of regulation introduced by Labour.
They say the Financial Services Authority regulator should be abolished and the Bank of England put in full charge of supervising financial institutions.
AFGHANISTAN
Britain has 9,000 troops fighting in Afghanistan. Heavy recent losses among British troops have led to questioning of the mission in Britain. Polls show a majority of Britons want the troops brought home.
The Conservative position on the war is little different to that of the Labour government.
Conservative defence spokesman Liam Fox said in September that his party wanted Britain to play a long-term role in the war. He said the Conservatives would consider sending more troops to Afghanistan but only to train Afghan forces.
EUROPE
The Conservatives have promised a British referendum on the European Union's Lisbon treaty if they take power and the treaty is not in force across the entire EU.
If Irish voters approve the treaty on Friday, as expected, only Poland and the Czech Republic would still have to ratify.
The treaty has already been ratified by the British parliament, but the Conservatives say they would reverse that decision if British voters rejected it in a referendum.
If the treaty is already in effect across Europe, Cameron says "we would not let matters rest there". He has refused to be more specific.

Boeing mulls which tanker to offer U.S. Air Force

WASHINGTON, Sept 25 (Reuters) - Boeing Co (BA.N) said it is studying new draft bidding rules to decide which of its planes to pit against a rival Northrop Grumman Corp (NOC.N)-EADS EADS.PA aircraft in a U.S. Air Force $35 billion tanker competition.
Boeing said it has not yet decided whether to stick with its modified 767 tanker, which lost a previous canceled competition, or a larger 777-based tanker.

U.S. durable goods orders seen up in August

WASHINGTON (Reuters) - New orders for long lasting U.S. manufactured goods probably rose for a second straight month in August as stronger demand for automobiles offset a drop in commercial aircraft orders, according to a Reuters survey.

The poll of 75 economists forecast new orders rose 0.5 percent month-on-month after surging 5.1 percent in July. Industry data show the world's No. 2 plane maker, Boeing Co, (NYSE:BA - News) took fewer orders for commercial aircraft than in July.
The impact of the decline on overall new orders was seen cushioned by strong demand for motor vehicles, with auto dealers moving to beef up depleted stocks following the government's popular "cash for clunkers" program.
That scheme gave drivers a discount to trade-in their old fuel guzzling automobiles for new, economic vehicles. It ended in August.
Excluding transportation, new orders are expected to have increased 1.0 percent month-on-month in August after rising 1.1 percent in July. Such an outcome would reinforce views the U.S. economy was recovering from its worst recession in 70 years.
The recession started in December 2007.
"Business equipment investment is kicking into gear and should be a positive contributor to growth in the third quarter of 2009," wrote economists at IHS Global Insight in a note.

Forecast: New orders +1.0 percent
ex-transport +1.5 percent
"A wide variety of indicators show that the manufacturing rebound that began in July continued into August and September. "The rebound in durable goods orders is likely to continue in August. Admittedly, Boeing took 32 orders for new commercial aircraft last month, less than the 44 orders received in July. Excluding transportation, orders may increase by around 0.8 percent. That would be the fourth monthly gain in core orders in a row and would suggest that the industry is enjoying a rebound in demand associated with the pick-up in world trade and the lower dollar."

"Although automotive production drove the factory sector out of recession, increasing activity is evident throughout the sector. Working with Polycom partner Apptis Technology Solutions, DAU is installing Polycom� RealPresence(TM) Experience (RPX(TM)) immersive telepresence suites in 10 locations throughout the United States. Polycom telepresence is already helping DAU extend the reach of its Senior Service College Fellowship (SSCF) program launched in 2006 to prepare the DOD's more experienced Defense Acquisition Workforce personnel for advancement.
DAU is deploying the Polycom telepresence systems to better leverage resources by transforming its remote teaching network, which previously relied on legacy video teleconferencing (VTC) systems plagued with inferior video quality, frequently dropped connections and long lag times. "Critical thinking is a big part of this program, so continuity is vital," said David Newberry, who heads DAU's SSCF program. "Without it, you lose the quality of learning that you need."
After an extensive evaluation of competing telepresence solutions, DAU chose Polycom based on three key criteria: a highly immersive and effective distance learning environment featuring high-definition (HD) video, audio and content; a competitive price; and an open architecture for easy future expansion.

Pentagon launches 3rd try to buy refueling planes

WASHINGTON (Reuters) - The U.S. Defense Department said Thursday it was relaunching a competition for a multibillion-dollar fleet of mid-air refueling planes after two botched tries to award the deal.
Boeing Co (NYSE:BA - News) is vying for the contract against a transatlantic team made up of Northrop Grumman (NYSE:NOC - News) and Airbus parent EADS (Paris:EAD.PA - News). The contract is projected to be worth $35 billion for an initial 179 tanker aircraft, the first of three planned acquisition stages that could cost $100 billion over time.
A notice on the Pentagon's website said Deputy Defense Secretary William Lynn would brief reporters on a draft solicitation at 4 p.m. on Thursday along with Ashton Carter, the Pentagon's chief arms buyer, and Air Force Secretary Michael Donley.
U.S. lawmakers also were expected to be briefed on the draft "request for proposal," which will be made public on Friday on FedBizOpps.gov, a clearinghouse for federal contracting opportunities greater than $25,000, a Pentagon official said.
The proposed terms of the competition are being closely watched by U.S. lawmakers to see how they may change from the last round.
The deal has pitted Boeing's political backers, chiefly from Washington state and Kansas where the company would do much of its tanker work, against lawmakers and others from Alabama, where the Northrop-EADS team would do final assembly of its planes.
Politicians have been sparring over the impact of a confidential, interim World Trade Organization ruling earlier this month in a long-running dispute between plane-building archrivals Boeing and Airbus.
"This is a battle to the death," said Scott Hamilton, a defense industry analyst with Leeham Securities. "For Boeing, the strategic implications also involve (the threat of) allowing Airbus to get a production foothold on U.S. territory."
The first U.S. attempt to award a tanker contract collapsed in 2004 amid a conflict-of-interest scandal that sent a former top Air Force weapons buyer and Boeing's former chief financial officer to prison. That involved a $20 billion-plus plan to lease and buy modified Boeing 767 aircraft as flying gas stations.
Northrop Grumman and EADS then teamed to win in February 2008 with a plane based on an Airbus A330. The Pentagon canceled that deal in September after government auditors found the Air Force had failed to follow its own rules in evaluating the rival bids. The Air Force then was sidelined while the Pentagon took over planning for the third effort to acquire the planes, which are to start replacing the military's aging KC-135 tankers.
Defense Secretary Robert Gates announced last week that he was putting the Air Force back in charge of the competition, although his office would keep a "robust oversight role."
In giving the Air Force control again, he said the United States "cannot afford the kind of letdowns and parochial squabbles and corporate food fights that have bedeviled this effort over the last number of years."
