Source: DTN News / AP
(NSI News Source Info) WASHINGTON - April 7, 2010: Secretary of State Hillary Rodham Clinton says the U.S. will continue to try to seek common ground with Russia on missile defense despite the Kremlin's fear that such systems are aimed at crippling its nuclear arsenal. She told a Pentagon briefing she understands reservations being voiced by Moscow about a new nuclear arms reduction treaty to be signed later this week.
Russia unsuccessfully sought to include limits on missile defenses during months of negotiations on the new arms treaty and on Tuesday said it reserves the right to withdraw from the pact if it deems U.S. missile defense systems in Europe as a threat.
Clinton said that position is "no surprise."

DTN News: China Cyber-Espionage Eyes Indian Defense

Defense News: DTN News: China Cyber-Espionage Eyes Indian Defense
Source: DTN News / Int'l Media
(NSI News Source Info) NEW DELHI, India - April 7, 2010: Sensitive security information linked to India's missile and armament systems may have been compromised by Chinese hackers believed to have broken into top secret files of the Indian Defense Ministry. The allegation stems from a report published by a group of U.S. and Canadian computer security researchers who monitored a spying operation, observing the trails of the hackers as they pilfered classified and restricted documents from India's Defense Ministry.
Among the systems believed to have been hacked is the Shakti, the newly introduced artillery combat and control system of the Indian army, and the Iron Dome, the country's mobile missile defense system, local media reported.
According to the report, researchers based at the Munk School of Global Affairs at the University of Toronto managed to provide a detailed account of the spying operation called Shadow Network, documenting not only what material had been hacked but accessing confidential documents, also, about India's relations in West Africa, Russia and the Middle East.
While the identity and designs of the intruders have yet to be determined, the researchers traced the spy operation to computer servers in Chengdu, western China.
The findings of the report have sparked concern within the ranks of the government in India, which said earlier this week that it was investigating the allegations.
"This is a serious issue and we are looking into it," Sitansu Kar, a spokesman for the ministry, was quoted as saying in Business Week report.
The allegations follow a move by Google Inc. to redirect users of its Chinese Web site to Hong Kong "to avoid the nation's censorship laws after the U.S. company said it had detected cyberattacks from mainland on human-rights activists," Business Week reported.
At the time, the case underscored mounting concerns over the growing trend of cyber espionage. Ahead of the report's publication, India stopped short of acknowledging that government networks had been attacked by China, saying that "no one attempt had been successful."
Chinese officials have since then rebuffed any allegation of involvement.
"The Chinese government considers hacking a cancer to the whole of society," said Ye Lao, a state official in Western China.
The Dalai Lama's office was also part of the research.
"From what we are seeing, the people attacking our computers have a very systematic approach to reading our private communications," said Tenzin Takhla, the exiled Tibetan leader's secretary.
"What the experts have told us is that they these are coming out of China, and that makes sense."

Defense News: DTN News: Boeing NewGen Tanker Win Would Benefit Florida
Source: DTN News / Boeing
(NSI News Source Info) TALLAHASSEE, Fla., - April 6, 2010: The Boeing Company [NYSE: BA] today announced that the state of Florida will benefit from an estimated 1,900 total jobs with 14 suppliers and generate an estimated $95 million annual economic impact if the Boeing NewGen Tanker is selected as the U.S. Air Force's next tanker aircraft. The NewGen Tanker is a widebody, multi-mission aircraft based on the proven Boeing 767 commercial airplane and updated with the latest and most advanced technology. Capable of fulfilling the Air Force's needs for transport of fuel, cargo, passengers and patients, the combat-ready NewGen Tanker is being offered as a replacement for 179 KC-135 aircraft. Boeing is writing a proposal to meet or exceed the 372 mandatory requirements described in the service's final KC-X Request for Proposal released on Feb. 24. The Air Force is expected to award a contract later this year.
"During these challenging economic times, the citizens of Florida value any opportunity to work in high-tech jobs," said Mark Wilson, president of the Florida Chamber of Commerce. "Our state is proud to be part of Boeing's NewGen Tanker team and looks forward to the NewGen's selection as the next air refueling aircraft for America."
Florida manufacturers ready to produce critical components on the NewGen Tanker include:
*Vought Aircraft, Stuart -- doors, wing center sections, aft wheel well bulkheads, crown and side fittings
*Goodrich Lighting Systems, Oldsmar -- interior lighting products
*Pall Aeropower, New Port Richey -- filtration products
*Parker Fluid Systems, Naples -- propulsion, hydraulic and fuel components
Radiant Power Corp., Sarasota -- electrical components and batteries.
"With unemployment rates across the state topping 12 percent, awarding the U.S. Air Force Tanker contract to Boeing will ensure that hundreds of hardworking, skilled Floridians have well-paying, meaningful jobs," said Frank Ortis, mayor of Pembroke Pines, Fla., and president of the Florida State Council of Machinists and the Broward County AFL-CIO.
The NewGen Tanker will be made with a low-risk approach to manufacturing that relies on existing Boeing facilities in Washington state and Kansas as well as U.S. suppliers throughout the nation, with decades of experience delivering dependable military tanker and derivative aircraft. Nationwide, the NewGen Tanker program will support approximately 50,000 total U.S. jobs with Boeing and more than 800 suppliers in more than 40 states.
The Boeing NewGen Tanker will also be more cost-effective to own and operate than a larger, heavier tanker. It will save American taxpayers more than $10 billion in fuel costs over its 40-year service life because it burns 24 percent less fuel than the competitor's airplane.
Boeing has been designing, building, modifying and supporting tankers for decades. These include the KC-135 that will be replaced in the KC-X competition, and the KC-10 fleet. The company also has delivered four KC-767Js to the Japan Air Self-Defense Force and is on contract to deliver four KC-767s to the Italian Air Force. Three of the four Italian tankers are in flight test, with the fourth airplane in production.

Boeing Completes First 787 Dreamliner Maintenance Training Class

Defense News: EVERETT, Wash., April 6 /PRNewswire-FirstCall/ -- Boeing(NYSE:BA - News) today announced that it has completed the first maintenance training class for the 787 Dreamliner. The class consisted of 10 mechanics from 787 launch customer ANA (All Nippon Airways) and two regulators from the Japan Civil Aviation Bureau (JCAB).

The mechanics, who completed the training last week, are the first of 150 ANA mechanics to be trained by Boeing over the next seven months. They spent more than 30 days learning how to maintain the world's most advanced commercial jetliner, including 20 days of theoretical training, two days of engine runs and taxi testing, five days of practical training and five days of troubleshooting exercises. To conclude the training, students conducted component identification exams on production airplanes, as well as troubleshooting exams in the full flight simulator.

To support the all-new 787, Boeing Training & Flight Services, a division of Commercial Aviation Services,Boeing Commercial Airplanes, has developed an all-digital, Internet-based teaching system for maintenance training, along with training tools that connect real-time to a virtual airplane and airplane systems.

"Getting our mechanics trained and prepared is essential to being ready to take delivery of the airplane later this year," said Michihide Kono, vice president of Engineering and Maintenance for ANA. "This is an important milestone for our ANA team and we are delighted to see the continued progress on the program."

The curriculum is designed to focus on performance-based training that incorporates real-world simulated maintenance scenarios for a more immersive training experience.

"The use of personal tablet computers, interactive computer-based training, three-dimensional images and desktop simulation makes it possible to deliver training more efficiently," said Sherry Carbary, vice president of Boeing Training & Flight Services, Commercial Aviation Services, Boeing Commercial Airplanes. "Our team is committed to providing our customers with the resources and tools they need to be successful."

The 787 comes with digital tools and databases that replace volumes of printed materials. The graphic and textual database has point-and-click features for more details, allowing mechanics to navigate through documents quickly to get the information they need to do their jobs.

"This milestone is another important step along the way to being service-ready," said Mike Fleming, director of 787 Services and Support, Boeing Commercial Airplanes. "Our goal is to make entry into service a seamless experience for our customers."

Fifty-seven customers around the world have ordered 866 787s since the program was launched in April 2004, making the Dreamliner the fastest-selling new commercial jetliner in history. Delivery of the first 787 is planned for the fourth quarter of 2010.
