France says arms sale to Pakistan held up

Defense News: PARIS (Reuters) - France's plan to sell 1.2 billion euro ($1.6 billion) worth of military equipment for Pakistan's JF-17 combat aircraft has been held up, a source at President Nicolas Sarkozy's office said on Friday.

Newspaper Le Monde had reported earlier that France decided to suspend the sale of electronics and missiles -- the first section of a 6 billion euro contract -- under pressure from India and uncertainty over Pakistan's finances.

"It's a deal that's not ready from the Pakistani side," the source said, without giving further details. "For now, the state of the dossier doesn't allow us to carry on with it."

A consortium made up of French company ATE, arms group Thales and missile manufacturer MBDA was supposed to produce the equipment, Le Monde said. Thales declined to comment.

France was also worried over insufficient protection of its technology, with Pakistan pushing to assemble the equipment on its soil, the paper said.

In February, MBDA said it planned to upgrade India's Mirage 2000 fighters and was looking to expand in India.

Le Monde said talks over that upgrade also played a role in the decision.

Defense News: BEIJING, April 1 (Reuters) - Chinese President Hu Jintao will attend a summit on nuclear security in Washington this month, the Chinese Foreign Ministry said on Thursday, adding to signs that tensions between the two nations are ebbing.

China had been coy for weeks about whether Hu would go to the multi-nation meeting hosted by President Barack Obama.

It will open days before the U.S. Treasury is due to release a report on whether China is "manipulating" its currency exchange rate to boost its exports.

A finding that it is distorting the yuan would anger Beijing and embarrass Hu, especially if it occurs days after photos of him shaking hands with Obama.

Hu's attendance at the summit therefore suggests China sees that as unlikely, at least soon after the summit, an analyst said.

The release of the semi-annual report, due this time on April 15, has sometimes been postponed in the past.

"I doubt the U.S. will name China a currency manipulator. That would make China very uncomfortable. President Hu wouldn't go if he thought that was likely," said Wang Zhimin, an international relations expert at the University of International Business and Economics in Beijing.

Chinese Foreign Ministry spokesman Qin Gang said Hu would attend the April 12-13 summit, but declined to say if there would be a bilateral meeting between the two presidents.

The relationship between Beijing and Washington has been dogged in recent months by disputes spanning China's currency and Internet controls, U.S. arms sales to the self-ruled island of Taiwan, and Obama's meeting with exiled Tibetan spiritual leader the Dalai Lama.

But both sides have recently signalled they are keen to improve one of the world's most important relationships between the world's largest and third largest economies.

"The China-U.S. relationship...is an important bilateral relationship, and I hope it can follow the path of long-term, healthy, stable and comprehensive development," Qin told a regular news conference, after announcing Hu's visit.

CHINA'S HELP NEEDED ON IRAN

Domestic U.S. political pressure has been building on the Obama administration to label China a "currency manipulator".

But if it does so, the slap would come just as ties are improving, and at a time when Washington is seeking help on diplomatic issues such as a drive to impose new sanctions on Iran over its disputed nuclear programme. [ID:nTOE63002M]

"The United States has to consider that it also needs cooperation on issues like Iran," said Wang.

The meeting itself carries almost no risk of creating new strains as it focuses not on reducing nuclear weapon stockpiles worldwide, but on the less controversial issue of "securing" nuclear material to prevent it falling into the wrong hands.

Beijing also appears intent on damping public ire towards the United States, despite anger on Tibet and Taiwan, which most mainland residents say are indisputably part of China.

On Thursday, an often nationalist state-owned newspaper, the Global Times, said Hu should attend the summit, arguing that it was important for a country of China's stature to be present.

After the nuclear meeting, Hu is scheduled to attend a summit of Brazil, Russia, India and China in Brasilia. He will then travel to Venezuela, a long-term ally and supplier of crude oil, and Chile, an important source of minerals. (Additional reporting by Lucy Hornby; Editing by Ron Popeski)

Defense News: LONDON (Project Finance International) - The Metrix consortium planning the Defence Training Review (DTR) project being procured under the private finance initiative (PFI) is set approach potential pathfinder banks shortly for a £1.4bn long term loan financing. Metrix - made up of QinetiQ (QQ.L), Sodexo (EXHO.PA), Raytheon (RTN.N) and EDS - won the deal back in 2007 and has been negotiating the scope of the project and its increasing costs ever since. The loan will finance construction of the extensive new accommodation facilities at St Anthan in south Wales. The risk on the training performance aspect of the scheme will be taken by Metrix directly. Given the size of the financing, the use of bond finance will be examined too. The selected pathfinders will work with Metrix on finalising the financing package.

DTR will centralise the Armed Forces training programme with around 20,000 students visiting the St Anthan site ever year. It will be one of the largest single construction projects in Wales. Under the MoD timetable, a final investment decision on the scheme will be taken in the summer. A £29m early works construction contract has already been let and it is hoped the entire deal can sign in November.

This week the National Audit Office (NAO) issued a critical report on the MoD's Future Strategic Tanker Aircraft (FSTA) PFI deal which was financed via a £2bn loan in early 2008. The NAO said it could not conclude the deal represented value for money as other procurement options were not fully explored. However it added the department did well to close the financing of the scheme in difficult market conditions. EADS is the lead sponsor on the FSTA scheme.

Boeing blasts EADS effort to extend tanker deadline


Defense News: CHICAGO (Reuters) - Boeing Co (NYSE:BA - News) said on Thursday that it was "deeply disappointed" that top rival EADS (Paris:EAD.PA - News) was trying to win more time to prepare a bid for the Pentagon's multibillion-dollar refueling aircraft contract.

The company also said the World Trade Organization's recent ruling that EADS benefited from illegal subsidies on its commercial aircraft programs requires Boeing to "review all of our options for going forward while we wait for a final determination on a deadline extension."

A Boeing spokesman declined to elaborate on the company's options.

The Pentagon said on Wednesday that it would extend the deadline for bids on its tanker contract by 60 days if Europe's EADS formally pledges to bid against Boeing.

EADS has said it would consider the 60-day extension, but also said it had told U.S. officials it needed a 90-day extension to the May 10 deadline to prepare a bid.

"We are deeply disappointed with EADS-Airbus efforts to further delay this vital war-fighting program and tilt the U.S. procurement process in its favor," Boeing said in a statement.

"EADS-Airbus has been fully engaged in the competition for four years and was always expected to provide the vast majority of its team's work content," the company said.

The Pentagon's announcement of a 60-day extension came a day after President Barack Obama vowed to run a fair and open competition for the new aerial tankers.

Boeing backers in Congress have complained that the Pentagon was bending the rules to placate Europe in the contest that could be worth as much as $50 billion.

EADS is deciding whether to bid alone after its U.S. partner, Northrop Grumman (NYSE:NOC - News), pulled out of the race.

"Boeing remains fully prepared to submit a competitive proposal by the May 10 deadline originally set by the Air Force," the company said.

Embraer creates new division, eyes Boeing, Airbus


Defense News: SAO PAULO, April 1 (Reuters) - Brazil's Embraer (EMBR3.SA) (ERJ.N) said on Thursday it had created a new division for commercial aviation, adding to speculation that it is considering building larger planes that would put it in direct competition with Boeing (BA.N) and Airbus (EAD.PA).

The division, called New Programs for Commercial Aviation, will be headed be Mauro Kern, whose previous job title was Executive Vice President for the Commercial Aviation Market. That division will now be run Paulo Cesar Silva, the company said in a statement.

The revamp of Embraer's organizational structure comes as speculation mounts that the Brazilian manufacturer may look to build larger planes than the small and mid-sized jets that helped make its name.

Embraer Chief Executive Frederico Curado has said the company will eventually have to decide whether to build bigger models or remain focused on the 50- to 120-seat niche, where its main rival is Canada's Bombardier (BBDb.TO).

But Curado has stressed that the company will make that leap only if it can come up with technological advances that justify such a large investment.

If it does, it would begin competing with U.S.-based Boeing and Europe's Airbus, the world's two biggest airplane makers. Curado's predecessor as CEO, Mauricio Botelho, was wary of moving into the segment of large airliners and liked to refer to Boeing and Airbus as the "big dogs."

(NSI News Source Info) BANGALORE, India - April 2, 2010: HAL on March 29 made the first flight of its light combat helicopter (LCH) prototype, conducting hover tests for around 15 minutes at Bangalore, India. At the controls were group captain Unni Pillai and group captain Hari Nair. Ground runs began in early February.
The LCH, a two-seat attack helicopter based on elements of the HAL Dhruv utility helicopter, is powered by two HAL/Turbomeca Shakti turboshafts, each rated at 1,200 shp. It has a tandem stepped cockpit and crashworthy undercarriage with a stalky tailwheel.
Defense is to be provided by a Saab Avitronics EW suite. In the nose is a sensor turret that is integrated with a helmet-mounted sight system, with a Nexter THL-20 turret mounting a 20-mm M621 cannon. Stub wings provide carriage for weapons, including a range of light bomb and rocket options. The principal weapon, however, will be the Helina helicopter-launched variant of the DRDO’s Nag anti-tank weapon. The helicopter will be able to carry as many as eight of these IIR-guided missiles. MBDA’s air-to-air missile is also slated for LCH. Elements of the LCH’s weapons suite are the same as those of the armed version of the Dhruv, and are already under test on that vehicle.
Development of the LCH began in 2006, and the helicopter was originally due to fly in March 2009, but there have been snags and weight issues. The latter are particularly serious as the LCH is intended to operate with full payload in the Himalayas. HAL has outlined an iterative weight-reduction program over the first three technology demonstration aircraft to bring the LCH down to an acceptable weight level.
HAL hopes to achieve IOC for the type in December 2011, with full induction being achieved in 2012/13. Current plans envision the Indian Air Force receiving 65, and the Indian Army 114.

(NSI News Source Info) ORLANDO, FL, - April 2, 2010: Lockheed Martin [NYSE: LMT] has successfully completed a wide-ranging series of tests on the multi-mode seeker for its Joint Air-to-Ground Missile (JAGM) system. JAGM will provide a precision, adverse weather, low-collateral-damage weapon to rotary- and fixed-wing pilots, as well as the unmanned aerial system community.
Currently in the technology development phase, JAGM’s tri-mode seeker includes imaging infrared, semi-active laser and millimeter wave radar sensors for precision-strike targeting.
“We’ve successfully demonstrated all of the sensor modes simultaneously and are very pleased with what we’re seeing,” said Rick Edwards, vice president for Tactical Missiles and Combat Maneuver Systems at Lockheed Martin. “Having fully functional seeker hardware this early in the program allows us to validate our software integration and test procedures. Lockheed Martin has built several tri-mode seekers for tower, captive flight and missile flight testing. Upcoming captive-carry testing will verify performance in a flight environment. Program officials also recently held Kaizen events, or Structured Improvement Activity (SIA), at Lockheed Martin’s seeker and electronics production facilities in Ocala, FL, and Troy, AL.
