Sysco Seattle, Kent, Washington, has been awarded a maximum $15,419,558 fixed-price with economic-price-adjustment, indefinite-quantity contract for the prime vendor food distribution support to customers in the Alaska area.  This contract was a sole source contract.  This is an eight-month extension of previous contracts SPM300-08-D-3160, SPM300-13-D-3641 and SPM300-14-D-3738.  Location of performance is Alaska with an Oct. 24, 2015 performance completion date.  Using services are Army, Navy and Air Force.  Type of appropriation is fiscal year 2015 defense working capital funds.  The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE300-15-D-3147).
Avfuel Corp.,* Ann Arbor, Michigan, has been awarded a maximum $8,746,310 fixed-price with economic-price-adjustment, into-plane-requirement contract for jet fuel.  This contract was a sole-source contract.  This is a four-year base contract with no option periods.  Location of performance is Michigan and New Mexico, with a March 31, 2019 performance completion date.  Using services are Army, Navy, Air Force, Marine Corps and federal civilian agencies.  Type of appropriation is fiscal year 2015 defense working capital funds.  The contracting activity is the Defense Logistics Agency Energy, Fort Belvoir, Virginia (SP0600-15-D-0071).
AIR FORCE
Boeing Aerospace Operations, Oklahoma City, Oklahoma, has been awarded a $67,338,521 modification (P00211) to previously awarded contract FA8106-07-C-0001 for design and development of an E-4B low frequency transmit system. The total cumulative face value of the contract, including the referenced modification, is $433,292,284. Contractor will provide engineering services to finalize development and deliver a prototype aircraft kit. Work will be performed at Oklahoma City, Oklahoma, and is expected to be complete by Sept. 30, 2016. Fiscal year 2014 research, development, test and evaluation funds in the amount of $819,098 are being obligated at the time of award. Air Force Life Cycle Management Center, Tinker Air Force Base, Oklahoma, is the contracting activity.
Rolls-Royce Corp., Indianapolis, Indiana, has been awarded a $40,000,000 indefinite-delivery/ indefinite-quantity contract on Jan. 30, 2015 for the T56 component improvement program. The engine component improvement program establishes a prioritized list of projects each calendar year to include developing engineering changes to the engines, developing organizational, intermediate and depot level repairs as needed and designing modifications. Work will be performed at Indianapolis, Indiana, and is expected to be complete by Jan. 31, 2022. This contract involves foreign military sales. This award is the result of a sole-source acquisition. Fiscal year 2015 research, development, test and evaluation funds in the amount of $1,344,000 are being obligated at the time of award. Air Force Life Cycle Management Center, Propulsion Section, Tinker Air Force Base, Oklahoma, is the contracting activity (FA8124-15-D-0001).
Lockheed Martin Corp., Marietta, Georgia, has been awarded a $28,419,498 undefinitized contract action (P00375) to previously awarded contract FA8625-11-C-6597 for procurement of MC-130J Increment 3 Low Rate Initial Production Kits. Contractor will produce and deliver 11 Increment 3 Retrofit Kits, trial kit installation of one Kit onto a MC-130J aircraft, time compliance technical orders supplements and technical publications, courseware training, spares provisioning data, onsite interim contractor support and reach-back interim contractor support. Work will be performed at Marietta, Georgia, and is expected to be complete by July 23, 2018.  . Fiscal year 2014, 2015 and 2016 aircraft procurement funds in the amount of $12,504,579 are being obligated at the time of award. Air Force Life Cycle Management Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity.
The Aerospace Corp., El Segundo, California, has been awarded a $12,600,000 cost-plus-fixed-fee modification (P00019) to previously awarded contract FA8802-l4-C-0001 for additional funding under the fee for need in accordance with special contract requirement H0l7. Contractor will provide Systems Integration and Test effort in accordance with the contract statement of work. Work will be performed at El Segundo, California, and is expected to be complete by Sept. 30, 2015. No additional funds are being obligated at the time of award. The Space and Missile Systems Center, Los Angeles Air Force Base, California, is the contracting activity.
NAVY
Bell Helicopter Textron Inc., Fort Worth, Texas, is being awarded a $50,095,510 three year firm-fixed-price, indefinite-delivery/indefinite-quantity contract for the repair of four weapons replaceable assemblies in support of the H-1 Legacy helicopter, including the right hand and left hand stub wings, gearboxes and main rotor blades.   Work will be performed in Hurst, Texas, and work will be completed by February 2019.  Fiscal 2015 Navy working capital funds in the amount of $4,330,615 will be obligated at the time of award and will not expire before the end of the current fiscal year.  One company was solicited for this sole source contract in accordance with 10 U.S.C. 2304 (c)(1).  Naval Supply Systems Command, Weapons Systems Support, Philadelphia, Pennsylvania, is contracting activity (N00383-15-D-004N).
ARMY
Kallidus Technologies Inc.,* Lowell, Massachusetts, was awarded a $7,487,000 firm-fixed-price contract with options for hanger construction at Westover Air Force Reserve Base, Massachusetts, with an estimated completion date of March 20, 2016.  Bids were solicited via the Internet with eight received.  Fiscal 2015 operations and maintenance (Army) funds in the amount of $7,487,000 are being obligated at the time of the award.  Army Corps of Engineers, Louisville, Kentucky, is the contracting activity (W912QR-15-C-0006).
