The objective of this acquisition is to provide an on-orbit asset that will deliver altimetry data to the Navy’s central data processing ground site. It will have a capability to measure mesoscale ocean topography with at least a three centimeters precision for a mean mission duration of at least six years. This contract includes options which, if exercised, would bring the cumulative value of this contract to an estimated $499,625,341. Work will be performed in Boulder, Colo. (46 percent); France (43 percent); Clifton, N.J. (8 percent); and Golden, Colo. (3 percent). Work is expected be completed by November 2010; with options exercised, the work will continue until 2019. MISSILE DEFENSE AGENCY
~New Mexico State University Physical Science Laboratory (NMSU PSL), Las Cruces, N.M., is being awarded a sole-source cost-plus-fixed-fee contract (HQ0147-10-D-0051) for $6,775,921. Under this contract, NMSU PSL will provide sustainment efforts to maintain, test, and certify Lance missile equipment for use during launch operations; maintain, test, and certify as operational the mobile telemetry van to support launch operations; provide launch services for all Lance target missile system launch operations; and build, test, install, integrate, and monitor telemetry packages required during specified target missile launch operations. (NSI News Source Info) NAVAL AIR STATION PATUXENT RIVER, MD - April 14, 2010: The first P-8A Poseidon test aircraft arrived at Pax River, April 10. The aircraft, recently assigned to Air Test and Evaluation Squadron (VX-20), arrived after a six hour, 55 min flight from Boeing’s Seattle facilities. VX-20’s Government Flight Test Director, Cmdr. Jim Reining, along with VX-1’s Operational Test Director, Cmdr. John Verniest, and Boeing’s P-8A chief pilot, Chris Dobb, delivered the aircraft referred to as T1.
T1 began formal Navy flight testing at the Boeing facility in October 2009. The Integrated Test Team (ITT) spent the past six months executing ground and flight tests while maximizing the expertise of Boeing P-8A engineers and technicians.
“It was an exciting moment to watch the first P-8A Poseidon touch down at Pax River today,” said Capt. Mike Moran, Maritime Patrol and Reconnaissance Aircraft program manager (PMA-290).
“The maritime patrol and reconnaissance platform is in great demand throughout the world and this flight put us one step closer to delivering Poseidon to the Fleet. I cannot be more proud of our team as they work to ensure this aircraft will meet our warfighters’ requirements.” Moran said that the program continues to meet all performance criteria and is on track for initial operational capability in 2013.
“The ITT, along with all Boeing’s Seattle production and maintenance team has worked very hard to get the aircraft to Pax River to complete the planned test program,” said Reining. “The ITT is grateful for the strong support from PMA-290 and Boeing management and is excited to get to work testing at Pax River.”
The Poseidon ITT, comprised of Navy test squadrons (VX-20 and VX-1), and Boeing, will utilize T1 to evaluate the P-8A’s airworthiness and expand its flight envelope.
The program’s other two flight test aircraft, T2 and T3, will transfer to Pax River later this year. These aircraft will focus on extensive mission systems and weapons system testing, ensuring the P-8A’s ability to carry out the anti-submarine warfare, anti-surface warfare and intelligence, surveillance and reconnaissance operations.
The Poseidon will replace the P-3C Orion as the Navy’s premier maritime patrol and reconnaissance aircraft. Its advanced mission systems, software and communications technology will allow the Fleet to carry out the same missions as the Orion, but with greater situational awareness that will enhance mission success.
The USN expects the P-8A to achieve initial operational capability during 2013, with the type to replace its Lockheed Martin P-3C Orions. The service will eventually field 117 Poseidons, while Boeing has already secured its first export deal for the type, with eight P-8Is under contract for the Indian navy.

Lockheed Martin Announces Partnership To Outfit Fort Meade Transition Unit

Soldier and Family Assistance Center Will Provide Resources for Transitioning Warfighters

Defense News: FORT GEORGE G. MEADE, Md., April 14 /PRNewswire/ -- Lockheed Martin (NYSE:LMT - News) today announced a partnership with the Fort Meade Alliance and the USO of Metropolitan Washington to outfit the Fort Meade Soldier and Family Assistance Center, which breaks ground April 19.

The Assistance Center will be a resource for transitioning wounded warriors and their families and will offer guidance, resources and support services. The Lockheed Martin donation will help provide essential furnishings and equipment for the 4,500-square-foot center, which will include meeting and computer rooms, training space, media and recreation rooms, kitchen, children's activity center and playground.

"We are honored to be a part of this worthy venture to improve the quality of life for troops and their families in the Fort Meade community," said Deon Viergutz, Lockheed Martin's Director of Cyber Solutions, and a member of the Board of Directors for the Fort Meade Alliance. These additional features are designed to improve situational awareness by helping manage the massive quantity of video and other data that military and government agencies receive every day.

FAME is a collaborative platform that provides video, audio and metadata coding, video analytics and archive capabilities within a unified digital asset management solution. Using the FAME architecture, Harris has developed additional features to provide intelligence analysts and warfighters with better access to higher-resolution full-motion video, motion imagery and visual imagery.

Also new is the Harris Media Collaborator, which provides both traditional broadcast and military customers with advanced telestration and tracking capability, as well as access to additional information-bearing graphics to the entire motion imagery process. In addition, Harris has integrated a Flash reporting tool into the FAME architecture, which automates the fusion of video, rich graphics and metadata into a Flash video for dissemination to end users.

Other enhancements include an enterprise-enabled FAME solution, which has been implemented using virtualization technologies. This greatly reduces the hardware footprint, simplifies deployment and reduces support and maintenance overhead — resulting in significantly lower, overall life cycle costs.

Harris also has developed a geospatial-enabled multiviewer to work with the FAME platform. Government Accountability Office Releases Review of Rare Earths in Weapon Systems to Congress

Defense News: WASHINGTON--(BUSINESS WIRE)--The United States Magnet Materials Association (“USMMA”), a coalition of companies representing domestic high performance magnet producers and suppliers, today acknowledged a report by the Government Accountability Office (“GAO”) that confirms its warning of the impending rare earths crisis, especially as it relates to homeland security and the national defense.

The report, a performance audit to Congress released on April 14^th, confirms:

• That while rare earth deposits are geographically diverse, the United States relies on Chinese sources for finished rare earth materials;
• That while the United States once dominated all stages of the rare earth supply chain, most current processing is performed in China, giving it dominance in worldwide supply and pricing;
• The rebuilding of a competitive domestic supply chain could take up to 15 years and will require significant capital investment and new technology development;
• The Department of Defense is currently evaluating the dependence of multiple defense systems and components on rare earth materials provided by lower tier foreign suppliers;
• These defense systems and components will continue to rely on these foreign sources based on their life cycles and lack of effective substitutes; and
• In anticipation of these identified supply risks, some defense contractors and government agencies have begun taking initial steps to limit this dependence on unreliable foreign suppliers or to expand the existing supplier base.

USMMA continues to advocate that the United States is today totally dependent on foreign sources for rare earth materials, elements essential to numerous renewable energy and defense systems including wind turbines, hybrid-electric batteries, computer hard drives and precision-guided munitions. China provides over 97% of the world’s rare earth raw materials and dominates the world’s rare earth refining, alloying and manufacturing.

Currently, there is one United States rare earth mine and processing facility (which is not mining), a major United States Geological Survey-validated deposit of rare earths in Idaho, two small alloying facilities and one significant rare earth magnet producer, making the nation’s supply-chain for critical renewable energy and defense systems nearly non-existent and leaving the United States dangerously vulnerable to potentially unreliable foreign nations.

USMMA believes that urgent and collective action is needed by the federal government in order to head off the impending rare earth crisis. It is estimated that Chinese domestic consumption of rare earth materials will outpace Chinese domestic supply between 2012-2015. With a 3-5 year timeline to reestablish a domestic rare-earth supply-chain, the United States is already in a “silent crisis.” It is unclear whether rare earth material will be available outside China in the coming years.

Colorado Congressman Mike Coffman recently introduced the Rare Earth Supply-Chain Technology and Resource Transformation (RESTART) Act of 2010, H.R. 4866, to reestablish competitive domestic rare earths mineral production, processing, refining, purification, and metals production industries to support the growth of green job technology and manufacturing as well as the nation’s defense industry.

The legislation, endorsed by USMMA, would create a “whole-of-government” approach involving the U.S. Departments of Commerce, Energy, State, and Defense, Office of the U.S. Trade Representative, and Office of Science and Technology Policy within the Executive Office of the President. Coffman’s RESTART Act builds upon several elements of USMMA’s platform for resolving the Rare Earth Elements (REE) supply crisis, a serious threat to the United States’ economic and national security.

USMMA was founded in 2006 by magnet manufacturers Thomas & Skinner, Inc. of Indianapolis, Indiana; Hoosier Magnetics of Ogdensburg, New York; and Electron Energy Corporation of Landisville, Pennsylvania, to advocate on behalf of the specialty metals clause found at 10 U.S.C. 2533b. U.S. Rare Earths, Inc. joined in 2009 to expand the group’s focus to support the reintroduction of a competitive rare earth supply chain in the United States.
