Boeing mulls which tanker to offer U.S. Air Force

WASHINGTON, Sept 25 (Reuters) - Boeing Co (BA.N) said it is studying new draft bidding rules to decide which of its planes to pit against a rival Northrop Grumman Corp (NOC.N)-EADS EADS.PA aircraft in a U.S. Air Force $35 billion tanker competition.
Boeing said it has not yet decided whether to stick with its modified 767 tanker, which lost a previous canceled competition, or a larger 777-based tanker.

U.S. durable goods orders seen up in August

WASHINGTON (Reuters) - New orders for long lasting U.S. manufactured goods probably rose for a second straight month in August as stronger demand for automobiles offset a drop in commercial aircraft orders, according to a Reuters survey.

The poll of 75 economists forecast new orders rose 0.5 percent month-on-month after surging 5.1 percent in July. Industry data show the world's No. 2 plane maker, Boeing Co, (NYSE:BA - News) took fewer orders for commercial aircraft than in July.
The impact of the decline on overall new orders was seen cushioned by strong demand for motor vehicles, with auto dealers moving to beef up depleted stocks following the government's popular "cash for clunkers" program.
That scheme gave drivers a discount to trade-in their old fuel guzzling automobiles for new, economic vehicles. It ended in August.
Excluding transportation, new orders are expected to have increased 1.0 percent month-on-month in August after rising 1.1 percent in July. Such an outcome would reinforce views the U.S. economy was recovering from its worst recession in 70 years.
The recession started in December 2007.
"Business equipment investment is kicking into gear and should be a positive contributor to growth in the third quarter of 2009," wrote economists at IHS Global Insight in a note.

"A wide variety of indicators show that the manufacturing rebound that began in July continued into August and September. "The rebound in durable goods orders is likely to continue in August. Admittedly, Boeing took 32 orders for new commercial aircraft last month, less than the 44 orders received in July. Excluding transportation, orders may increase by around 0.8 percent. That would be the fourth monthly gain in core orders in a row and would suggest that the industry is enjoying a rebound in demand associated with the pick-up in world trade and the lower dollar."

Defense Acquisition University Connects Locations and Leaders With Polycom Telepresence

Working with Polycom partner Apptis Technology Solutions, DAU is installing Polycom� RealPresence(TM) Experience (RPX(TM)) immersive telepresence suites in 10 locations throughout the United States. Polycom telepresence is already helping DAU extend the reach of its Senior Service College Fellowship (SSCF) program launched in 2006 to prepare the DOD's more experienced Defense Acquisition Workforce personnel for advancement.
DAU is deploying the Polycom telepresence systems to better leverage resources by transforming its remote teaching network, which previously relied on legacy video teleconferencing (VTC) systems plagued with inferior video quality, frequently dropped connections and long lag times. "Critical thinking is a big part of this program, so continuity is vital," said David Newberry, who heads DAU's SSCF program. "Without it, you lose the quality of learning that you need."

Pentagon launches 3rd try to buy refueling planes

WASHINGTON (Reuters) - The U.S. Defense Department said Thursday it was relaunching a competition for a multibillion-dollar fleet of mid-air refueling planes after two botched tries to award the deal.
Boeing Co (NYSE:BA - News) is vying for the contract against a transatlantic team made up of Northrop Grumman (NYSE:NOC - News) and Airbus parent EADS (Paris:EAD.PA - News). The contract is projected to be worth $35 billion for an initial 179 tanker aircraft, the first of three planned acquisition stages that could cost $100 billion over time.
A notice on the Pentagon's website said Deputy Defense Secretary William Lynn would brief reporters on a draft solicitation at 4 p.m. on Thursday along with Ashton Carter, the Pentagon's chief arms buyer, and Air Force Secretary Michael Donley.
U.S. lawmakers also were expected to be briefed on the draft "request for proposal," which will be made public on Friday on FedBizOpps.gov, a clearinghouse for federal contracting opportunities greater than $25,000, a Pentagon official said.
The proposed terms of the competition are being closely watched by U.S. lawmakers to see how they may change from the last round.
The deal has pitted Boeing's political backers, chiefly from Washington state and Kansas where the company would do much of its tanker work, against lawmakers and others from Alabama, where the Northrop-EADS team would do final assembly of its planes.
Politicians have been sparring over the impact of a confidential, interim World Trade Organization ruling earlier this month in a long-running dispute between plane-building archrivals Boeing and Airbus.
"This is a battle to the death," said Scott Hamilton, a defense industry analyst with Leeham Securities. "For Boeing, the strategic implications also involve (the threat of) allowing Airbus to get a production foothold on U.S. territory."
The first U.S. attempt to award a tanker contract collapsed in 2004 amid a conflict-of-interest scandal that sent a former top Air Force weapons buyer and Boeing's former chief financial officer to prison. That involved a $20 billion-plus plan to lease and buy modified Boeing 767 aircraft as flying gas stations.
Northrop Grumman and EADS then teamed to win in February 2008 with a plane based on an Airbus A330. The Pentagon canceled that deal in September after government auditors found the Air Force had failed to follow its own rules in evaluating the rival bids. The Air Force then was sidelined while the Pentagon took over planning for the third effort to acquire the planes, which are to start replacing the military's aging KC-135 tankers.
Defense Secretary Robert Gates announced last week that he was putting the Air Force back in charge of the competition, although his office would keep a "robust oversight role."
In giving the Air Force control again, he said the United States "cannot afford the kind of letdowns and parochial squabbles and corporate food fights that have bedeviled this effort over the last number of years."

Saab denies asking Brazil for more time on bid

STOCKHOLM, Sept 22 (Reuters) - Swedish defense and aerospace firm Saab (SAABb.ST) on Tuesday denied requesting an extended deadline from Brazil's air force in the tender for the country's next-generation fighter jets. The Brazilian air force, which said on Monday that Saab had asked for more time, changed its tune on Tuesday, saying the request had come from all the bidders.
The other two finalists in the bidding process are France's Dassault Aviation (AVMD.PA) and U.S. aircraft manufacturer Boeing Co (BA.N).
Saab's top executive, Ake Svensson, told a press conference that the company had not requested a delay. He said Saab could have handed in the tender on Monday, when it received notice that the bidding process would be extended by two weeks.
The new deadline is Oct. 2.
The Brazilian air force said in a statement on Monday that Saab had asked for more time to present improved bids. [ID:nN21282585] But on Tuesday the air force said in a statement on its Web site that the extension had been requested by all "the competing companies."
An air force spokesman told Reuters he could not explain the correction.
Brazil is seeking a generous technology transfer offer and local assembly as part of a contract to buy 36 jet fighters. The deal could eventually rise to more than 100 aircraft.
Latin America's largest country has signed a strategic defense alliance with France, and the government has expressed preference for Dassault's Rafale plane.
But since the visit of French President Nicolas Sarkozy in early September, Swedish and U.S. officials have tried to sway decision-makers in Brazil. Saab's entry is the Gripen, and Boeing's is the F/A-18 Super Hornet.
Brazil's president, Luiz Inacio Lula da Silva, said the air force would analyze the proposals from a technological standpoint. But he said the final decision was his and would be based on political and strategic considerations.

Saab Wins Upgrade Contract for the SK60 Training Aircraft

STOCKHOLM, Sweden--(BUSINESS WIRE)--Regulatory News: The defence and security company Saab (STO:SAABB) has received an order valued at MSEK 130 from FMV (the Swedish Defence Materiel Administration) for the development and upgrade of the Armed Forces SK60 training aircraft. "This is an important order for Saab that will secure additional jobs, both in terms of workshop and engineering resources. The upgrade involves the modernisation of the SK60 aircraft, making them more competitive for many more years to come," says Lars-Erik Wige, business unit manager, Saab Aerotech.
The order includes the installation of a new GPS, audible altitude and primary warning signals for the pilot plus the replacement of certain instruments. The result is a new aircraft cabin layout in which, for example, the altitude and speed go from being displayed in metres and kilometers to providing the pilot with information in feet and knots, just as in today's Gripen system. The upgrade will be fully completed by the end of 2011.
The contract follows the Swedish Armed Forces' plans to modernise the SK60 training platform in order to secure its use until 2017.
In December 2008, Saab and FMV signed a contract whereby Saab, as the main supplier, was given the responsibility for handling the operation, maintenance, and readiness of all SK60 aircraft. Through this commitment, Saab ensures that the system is airworthy and is available for the Swedish Air Force Wings in accordance with the Armed Forces' requirements.

The project demonstrated for the first time the ability to bring together solutions from multiple vendors into iris recognition programs such as the DHS’ US-VISIT program to use iris recognition to identify non-US citizens entering and leaving the country. By demonstrating a system that incorporated iris detection and identification solutions from three leading vendors, Unisys has proven the ability of multiple biometrics such as fingerprints and iris scans to help achieve the goals of US-VISIT.
Unisys developed the integrated platform under a task order, funded by DHS and awarded under the Defense Information Systems Agency’s Encore I contract, to create a platform allowing customers to use biometric solutions from multiple vendors without being restricted to a particular method of iris identification.
Previously, organizations had to select a particular iris detection system for use across an entire organization. Now with the development of the integrated platform, they are able to incorporate various vendor iris detection solutions to better match their organization’s specific needs, while managing the data on a single platform. This new capability gives the government and other clients greater flexibility in order to customize their use of the various iris verification solutions.

The demonstration incorporated iris detection and identification solutions from three leaders in the field: LG Iris, AOptix, and Global Rainmakers Inc.
The LG Iris IrisAccess iCAM4000 was used for the enrollment of the test subjects’ iris data into the system. The LG Iris iCAM H100 handheld prototype device was also used to demonstrate potential mobile applications to capture iris and face image data from non-fixed locations.
The AOptix InSight sensor demonstrated iris identification from a distance of two to three meters. Conventional iris recognition systems have required the subject to accurately place their eyes in a very small capture zone. With the InSight system, the subject stands in a large capture zone, and the sensor does all the work of locating the subject’s eyes for iris biometric imaging.
Global Rainmakers, Inc. HBOX presented the ability to identify individuals in continuous motion. HBOX performs on-the-fly recognition of individuals moving at speeds of up to 1.5 meters per second.
