CONTRACTS

MISSILE DEFENSE AGENCY

The Missile Defense Agency (MDA) is announcing the award of a sole-source cost-plus-award-fee modification to Raytheon Missile Systems Co., Tucson, Ariz., under the HQ0276-10-C-0005 contract, P00015. The total value of this option exercise is $9,805,492, increasing the total contract value from $276,712,593 to $286,518,085. This modification will exercise option CLIN 0008, “Future Upgrades and Engineering Support,” to provide engineering services necessary to effectively execute technical analysis for the Aegis BMD 5.1/SM-3 Block IIA program. The work will be performed in Tucson, Ariz. The performance period is through Sept. 30, 2016. Fiscal 2011 research, development, test, and evaluation funds will be used to incrementally fund this initial effort. Contract funds will not expire at the end of the current fiscal year. This is not a foreign military sales acquisition. The MDA, Dahlgren, Va., is the contracting activity.

NAVY

American Electronic Warfare Association, Inc.*, California, Md. (N00421-11-C-1051); J.F. Taylor, Inc.*, Lexington Park, Md. (N00421-11-C-1052); Coherent Technical Services, Inc.*, Lexington Park, Md. (N00421-11-C-1053); Dayton T. Brown, Inc.*, Bohemia, N.Y. (N00421-11-C-1054); and Strata-G Solutions, Inc.*, Huntsville, Ala. (N00421-11-C-1055), are each being awarded cost-plus-fixed-fee, firm-fixed-price, indefinite-delivery/indefinite-quantity multiple award contracts to perform research and development, integration, analysis, assessment, and test and evaluation services in support of the Aircraft Prototype Facility. Each contractor will be awarded $10,000 at the time of award. The aggregate not-to-exceed amount for these multiple award contracts is $219,875,168, and the companies will have the opportunity to bid on each individual task order. Work will be performed at the Naval Air Warfare Center Aircraft Division, Patuxent River, Md. (90 percent), and at individual contractor facilities at various locations throughout the United States (10 percent). Work performed under these contracts is expected to be completed in August 2016. Contract funds in the amount of $10,000 will expire at the end of the current fiscal year. These contracts were solicited via a multiple award electronic request for proposals as a 100 percent small business set-aside; and five offers were received. The Naval Air Systems Command Aircraft Division, Patuxent River, Md., is the contracting activity.

Northrop Grumman Corp., San Diego, Calif., is being awarded a $35,595,116 modification to a previously awarded cost-plus-fixed-fee contract (N00019-10-C-0018) to exercise an option for operations and maintenance services in support of U.S. Navy Global Hawk Maritime Demonstration. Work will be performed in Patuxent River, Md. (75 percent), and outside the United States (25 percent), and is expected to be completed in September 2012. Contract funds in the amount of $35,595,116 will expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

Energetics Technology Center, Inc., Waldorf, Md., is being awarded a $23,332,073 firm-fixed-price research and development for work in support of energetics concepts development for enhanced blast weapon technology demonstrations sponsored by the Office of Naval Research and Defense Threat Reduction Agency. This requirement is for advanced research in the following specific research areas of analysis and technical investigation projects for traumatic brain injury, energetic informatics, energetic systems engineering, autonomous systems, and energetic materials. Work will be performed in La Plata, Md., and is expected to be completed by August 2016. Contract funds in the amount of $220,000 expire at the end of the current fiscal year. This contract was competitively procured via a broad agency announcement, with eight offers submitted. The Naval Surface Warfare Center, Indian Head, Md., is the contracting activity (N00174-11-C-0036).

Great Mills Construction Co.*, Great Mills, Md., is being awarded a maximum $18,000,000 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for new paving construction services consisting of new paving, paving repair and replacement of various types of pavement within the Naval Facilities Engineering Command (NAVFAC) Washington area of responsibility (AOR). No task orders are being issued at this time. Work will be performed at various locations in the NAVFAC Washington AOR including Virginia, Maryland, and the District of Columbia. Contract funds in the amount of $5,000 will expire at the end of the current fiscal year. The term of the contract is not to exceed 36 months, with an expected completion date of July 2014. This contract was competitively procured via the Navy Electronic Commerce Online website, with nine proposals received. The Naval Facilities Engineering Command, Washington, Washington, D.C., is the contracting activity (N40080-11-D-0308).

DRS ICAS, L.L.C., Horsham, Pa., is being awarded an $8,322,206 indefinite-delivery/indefinite quantity, firm-fixed-price contract for equipment, engineering and technical support services in support of the data link systems, communication systems, and cryptographic systems. This contract includes options, which, if exercised, would bring the cumulative value of this contract to an estimated $44,000,000. Work will be performed in Charleston, S.C. (50 percent), and Horsham, Pa. (50 percent), and is expected to be completed by August 2012. If all options are exercised, work could continue until August 2016. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured because it is a sole-source acquisition. Space and Naval Warfare Systems Center Atlantic, Charleston, S.C., is the contracting activity (N65236-11-D-3240).

ARMY

Medico Industries, Inc., Wilkes Barre, Pa. (W15QKN-11-D-0208), and Modern Industries, Inc., Erie, Pa. (W15QKN-11-D-0209), were awarded a $105,674,415 firm-fixed-price indefinite-delivery/indefinite-quantity multiple-award-task-order contract between two contractors. The award will provide for the facilities, personnel, and equipment for the manufacture of various high-explosive projectiles. Work location will be determined with each task order, with an estimated completion date of Aug. 17, 2020. Five bids were solicited, with five bids received. The U.S. Army Contracting Command, Picatinny Arsenal, N.J., is the contracting activity.

IEC - All Star, L.L.C., Grandview, Mo., was awarded a $100,000,000 firm-fixed-price contract. The award will provide for the construction services for a broad range of military renovation, repair and maintenance projects in support of the Directorate of Public Works, U.S. Army Garrison, Fort Irwin, Calif. Work will be performed in Fort Irwin, Calif., with an estimated completion date of Aug. 17, 2012. The bid was solicited through the Internet, with 20 bids received. NMA Architects Planners Leed Consultants, Carrollton, Texas (W9127S-11-D-6008); Altus Architectural Studios, Inc., Omaha, Neb. (W9127S-11-D-6006); and KAL Architects, Inc., Irvine, Calif. (W9127S-11-D-6004), were awarded a $75,000,000 multiple-award-task-order contract between three contractors. The award will provide for the planning services and design support in support of the Air Force Medical Services Design-Build Program. (NSI News Source Info) DAEGU AIR BASE, Republic of Korea - August 23, 2011: Boeing [NYSE: BA] on Aug. 20 delivered three F-15K Slam Eagle aircraft to the Republic of Korea Air Force (ROKAF) at Daegu Air Base.

The aircraft left the Boeing St. Louis facility on Aug. 16 and made stops in Palmdale, Calif., Hickam Air Force Base, Hawaii, and Anderson Air Force Base, Guam, before arriving in Korea.

"We are pleased to receive the latest three F-15K Slam Eagles, F-15K 51, 52 and 53, from Boeing,” said Lt. Col. Tae Uk Kim, Commander of the 110th Squadron, 11th Fighter Wing, ROKAF. “The F-15K is one of our most important assets in defense of the peninsula. We are satisfied with the continued on-schedule, quality deliveries of our F-15K Slam Eagles from Boeing.”

Boeing delivered the first six of 21 F-15Ks it is producing under the Next Fighter II contract in 2010, followed by two in April and two more in May. The remaining eight aircraft will be delivered through April 2012.

“Boeing has a demonstrated record of on-time, on-cost deliveries to the ROKAF,” said Roger Besancenez, Boeing F-15 Program vice president. “We’re proud of that record, and equally proud of Boeing’s relationship with Korean industry, which includes major work sharing and partnerships on both commercial and defense products. Our long-term cooperative relationship enables Boeing and Korean industry to ensure the ROKAF continues to fly a superior multi-role aircraft in defense of Korea.”

Six of the new F-15K Slam Eagles are scheduled to participate in an advanced aerial combat training exercise at Nellis Air Force Base, Nev., in late January.

The F-15K is an advanced variant of the combat-proven F-15E. Equipped with the latest technological upgrades, it is extremely capable, survivable and maintainable. The aircraft’s service life is planned through 2040, with technology insertions and upgrades throughout its life cycle. Boeing completed delivery of 40 Next Fighter I F-15K aircraft to the ROKAF in October 2008.

(NSI News Source Info) TORONTO, Canada - August 22, 2011: Saif al-Islam, the son of Muammar Gaddafi who was reported captured by Libyan opposition forces on Sunday, has made a defiant public appearance in Tripoli.

Television footage showed Saif, considered the most influential and politically active of Gaddafi's children, pumping his fists in the air, smiling, waving and shaking hands with supporters. At one point, he was pictured holding his arms aloft with each hand making the "V" for victory sign.

"I am here to refute the lies," Saif, 39, said on Monday in reference to reports of his arrest. He later visited the Rixos Hotel, where many members of the foreign media have been based since the conflict started, to speak to foreign journalists.

"We broke the back of the rebels. It was a trap. We gave them a hard time, so we are winning," he said.

Gaddafi's son told journalists that Tripoli, which has been a battleground for the past 24 hours, remained in government hands.

Asked whether his father was safe, Saif said: "Of course."

He said he did not care about an arrest warrant issued by the International Criminal Court in The Hague seeking him and his father for alleged crimes against humanity.

Earlier, armed pro-Gaddafi security men guarding the hotel took a small group of journalists to Gaddafi's Bab al-Azizyah compound, where they had a meeting with Saif.

They returned to the hotel accompanied by Saif, who then spoke to journalists in the lobby before taking others of them back to the compound a short distance away for a brief visit.

Luis Moreno-Ocampo, the ICC prosecutor, had earlier said the 39-year-old had been arrested and was in detention.

But the ICC said on Tuesday that it had never received official confirmation of Saif's capture from the opposition National Transitional Council (NTC).

"Different answers were given. That was a little ambiguous," said ICC official Fadi el-Abdallah.

Waheed Burshan, an NTC member told Al Jazeera: "We had confirmation Saif al-Islam was arrested, but we have no idea how he escaped."

Meanwhile, rebel forces said they had arrested Saadi Gaddafi, the beleaguered Libyan leader's third son. The claim was made even as the location of other relatives and senior officials remained unknown.

Eldest son 'escapes'

Gaddafi's eldest son, Mohammad, who was also detained by rebels on Sunday night is reported to have escaped.

In an interview with Al Jazeera after he surrendered, Mohammad expressed his "sadness" at the fighting in Libya. The interview was interrupted by gunfire.

"What's happening in Libya is very upsetting. The killing between brothers, between Muslims, is something that saddens me," he said.

Mohammad was the chairman of Libya's main state-run telecommunications firm, but his role in his father's government was reportedly minimal, far smaller than Saif al-Islam's.

Muammar Gaddafi has not appeared in public for several months, although he issued a brief audio recording on Sunday night to call on Libya's tribes to march on the capital.

"How can you allow Tripoli to be burned?" he asked.

Three other Gaddafi sons - Hannibal, Mutasim and Khamis - have not been located. Hannibal had little role in politics, but Khamis headed a feared army unit that took a leading role in suppressing protests. Mutasim was an army officer and a security adviser to his father.

The Al-Arabiya news network reported on Monday that Khamis was travelling to central Tripoli with soldiers loyal to him, although there has been no confirmation of his whereabouts.

Abdullah al-Senussi, Gaddafi's longtime intelligence chief and brother-in-law, also seems to have eluded the rebels.

He was last seen at the Rixos Hotel on Sunday, when he told foreign journalists that "Western intelligence" was "working alongside al-Qaeda to destroy Libya".

Senussi was the third Libyan official charged by the ICC in June. The court accused him of carrying out a campaign of murder, mass arrest and torture.

(NSI News Source Info) TORONTO, Canada / RIDLEY TOWNSHIP, Pa., - August 23, 2011: Boeing [NYSE: BA] has received a $1.64 billion (£1 billion) contract from the UK Ministry of Defence (MOD) to provide 14 new CH-47 Chinook helicopters and associated support for the first five years to the Royal Air Force (RAF).

The new-build CH-47 Mark (Mk)-6 Chinooks are part of the MOD's Strategic Helicopter Vision to modernize its helicopter force structure, and will expand the RAF fleet to 60 Chinooks.

"From the Falkland Islands to Iraq and Afghanistan, the RAF has operated Chinooks magnificently for many years in the most demanding environments," said UK Secretary of State for Defence Liam Fox. "These additional helicopters will significantly enhance our existing heavy-lift helicopter capability. This fleet will support our frontline troops in current and future operations for decades to come."

Chief of the Air Staff, Air Chief Marshal Sir Stephen Dalton echoed Fox, saying, "Chinook is an exceptionally capable helicopter that, in the hands of the very skillful RAF crews, has proved itself time and again in many operational theaters across the globe and is the backbone of the Royal Air Force's helicopter fleet."

The new aircraft will be produced at Boeing’s recently renovated Ridley Township facility near Philadelphia and are scheduled for delivery from 2013 through 2015.

The CH-47 Mk-6 Chinook has a new, machined monolithic airframe with UK-specific avionics, forward-looking infrared radar, a rescue hoist, aircraft defensive systems, and interoperable communication and navigation equipment. The new helicopters will be compatible with the existing UK Chinook fleet.

"The performance of the Chinook in Afghanistan and Iraq, and in humanitarian efforts around the world, demonstrates its unique ability to meet the diverse mission requirements of the RAF," said Leanne Caret, Boeing vice president, H-47 Programs. "We are dedicated to continuing to deliver the advanced capabilities that the UK demands."

The RAF has operated Chinooks for more than 30 years in every major NATO engagement and on virtually every continent. The RAF established innovative procedures to operate its Chinooks in conjunction with other aircraft while performing troop transport, air assault, and medical evacuation missions.
