(NSI News Source Info) TORONTO, Canada - April 13, 2012: British Prime Minister David Cameron said Friday that he would support suspending the European Union's economic sanctions on Myanmar, which are to be reviewed by the end of the month.

Cameron spoke after meetings with the country's reform-minded president, Thein Sein, and opposition leader Aung San Suu Kyi, a longtime political prisoner who was recently elected to parliament in Myanmar, a former British colony.

However, Cameron specified that he did not want to see an arms embargo on Myanmar be lifted as part of any easing of sanctions. The embargo, along with economic and political sanctions, was imposed during the repressive rule of the country's previous military government.

"We know there is still much, much more needed to be done, as the president himself has acknowledged, that there are more changes that need to be made," Cameron said at a news conference after meeting with Suu Kyi. "The right thing for the world to do is to encourage the change and to believe in the possibility of peaceful progress towards democracy."

By talking of suspending rather than lifting sanctions, Cameron was making clear the move would be a provisional one that could easily be withdrawn, if judged necessary.

Western nations have held out the prospect of easing sanctions if Thein Sein, a former general who retains close ties to the military, continues the political liberalization he began after taking office a year ago. Foreign investors as well as Myanmar entrepreneurs expect a business boom when restrictions are lifted.

Cameron, speaking with Suu Kyi by his side, told reporters that he had met with Thein Sein and concluded "there are prospects of change in Burma, and I think it is right for the rest of the world to respond to those changes. It is right to suspend the sanctions there are against Burma." He added that the suspension would "obviously" not include ending the arms embargo. Burma is the former name for Myanmar.

Thein Sein's reforms are seen as being mainly driven by a desire for sanctions to be lifted, with those imposing them gradually easing restrictions in return for more reforms, which so far have included the freeing of many political prisoners and reconciliation with Suu Kyi's pro-democracy movement.

If the EU, which is scheduled to take up the issue on April 23, suspends sanctions, it will put pressure on the United States to do likewise, for competitive business reasons. Both the EU and the U.S. restrict investment and trade with Myanmar, along with a slew of more targeted measures aimed at Myanmar military figures involved with repression, and their families and business cronies.

Suu Kyi — who attended Oxford and whose late husband was British — endorsed Cameron's approach.

"I support the idea of suspension rather than the lifting of sanctions because this would be an acknowledgment of the role of the president and other reformers," she said. "This suspension would have taken place because of steps taken by the president and other reformers and it would also make it quite clear to those who are against reform that should they try to obstruct the way of the reformers, then sanctions could come back."

While the international community has applauded political liberalization in Myanmar, it remains concerned about conflict with ethnic rebel groups, who have long been seeking greater autonomy from the central government. The government has been negotiating cease-fires with many, but remains embroiled in a bitter, fitful struggle with the Kachin minority in the country's far north.

As long as such fighting continues, there is no chance the arms embargo will be lifted. However, the failure to do so will affect Myanmar very little, as it had gotten around the embargo for years by buying military items from other suppliers, including China, North Korea and Eastern European nations.

Cameron held talks with Thein Sein soon after arriving in Myanmar's capital, Naypyitaw, and later met separately with Suu Kyi at her home in Yangon during his one-day visit.

His visit is the first in memory by a British prime minister, and it may actually be the first by a serving British head of government since Myanmar obtained its independence from Britain in 1948, when it was called Burma.

Suu Kyi was under house arrest during most of the past two decades under military rule. But as part of her rapprochement with the government, her National League for Democracy party took part in April 1 by-elections to win 43 of the 44 parliamentary seats it contested.

She will head the opposition bloc in parliament when it convenes on April 23, though Suu Kyi's party has suggested that it may delay taking its seats because it finds the wording of the oath of office contrary to its principles. The oath talks of protecting the constitution, which has clauses the NLD considers undemocratic.

Cameron invited Suu Kyi to come to the United Kingdom in June to see her "beloved Oxford" and said that it would be a sign of progress if she were able to leave her country and then return to carry out her duties as a lawmaker. When she was at odds with the former ruling junta, she declined to leave for fear she would be barred from returning.

Suu Kyi replied that "two years ago I would have said 'thank you' for the invitation, 'but sorry.' But now I am able to say 'perhaps,' and that's great progress."

(NSI News Source Info) TORONTO, Canada - April 13, 2012: North Korea has acknowledged a multi-stage rocket it launched early Friday failed to reach orbit.

An announcer on North Korean television - interrupting programming four hours after the launch, which was not broadcast - says the Kwangmyongsong-3 earth observation satellite did not succeed in reaching orbit and scientific experts are investigating the cause of the failure.

Officials in Seoul, Tokyo and Washington say North Korea's rocket indeed blasted off from the launch pad but failed to get very far.

U.S. military officials called it a Taepo Dong-2 missile. They say it was tracked by satellite on a southern trajectory where the first stage fell into the Yellow Sea. The North American Aerospace Defense Command says the other two stages failed to continue in flight and never posed a threat.

South Korean army major general Shin Won-sik, speaking to reporters at the defense ministry, says the missile began tumbling back to Earth at an altitude of 151 kilometers, separating into about 20 pieces and harmlessly falling into the Yellow Sea 100 to 150 kilometers offshore.

The general says the launch clearly violates UN resolutions 1718 and 1874 and was a test-firing of a long-rang missile disguised as a satellite launch. He adds this is a grave provocation and a serious military threat to international society and the Republic of Korea.

Japan's defense forces, along with the South Korean and U.S. militaries in the region, had deployed anti-missile batteries on land and at sea to possibly shoot down the object if it flew over Japanese or South Korean territories.

Authorities in Japan's southern Okinawan islands, which are close to the intended flight path, activated public address loudspeakers soon after the launch.

Citizens were advised that there was nothing to worry about from the North Korean missile launch.

Japanese newspaper vendors handed out copies of extra editions to relieved commuters at train stations.

The incident prompted emergency security meetings both in Seoul and in Tokyo.

The U.N. Security Council is to add an agenda item about North Korea to its already scheduled Friday session.

The Group of Eight nations  - composed of the United States, Russia, Japan, Germany, the France, the United Kingdom, Italy and Canada - are calling for the United Nations to make an appropriate response to Pyongyang's action.

South Korea's foreign minister, Kim Sung-hwan, strongly condemns the North going ahead with the launch.

Kim says it is truly regrettable that North Korea spends huge financial resources on developing nuclear weapons and missiles while its citizens are experiencing such hardships.

Japan is echoing similar sentiments, adding it is considering additional financial sanctions on North Korea.

This marks North Korea's third failed attempt at a claimed satellite launch.

There is growing speculation in the intelligence community that North Korea will soon conduct a third nuclear test. Such underground explosions of nuclear devices followed its two previous attempted launches of multi-stage missiles.

(NSI News Source Info) TORONTO, Canada - April 11, 2012: Boeing (NYSE: BA) will bring the 787 Dreamliner to seven more cities on the sixth leg of the Dream Tour later this month and continuing into May. Stops include cities in the U.K., Norway, Italy and the U.S.

"The Dream Tour has provided us with a great platform to show customers, partners, government officials and other stakeholders just what the team has achieved with the 787," said Larry Loftis, vice president and general manager of the 787 program. "It's an honor to showcase this airplane as we bring it around the world."

The airplane will depart from Seattle on April 21. The dates listed below are landing dates for each city or airport. Customers, employees, partners, government officials and other stakeholders will be invited to attend tour events at each location. There are no general public tour opportunities.

The Dream Tour airplane, ZA003, is outfitted with the 787's special cabin features including a welcoming entryway, dramatically larger dimmable windows, bigger bins and dynamic LED lighting. The airplane is configured with a luxurious business-class cabin, an overhead crew rest compartment and an economy class section.

Dates and locations for additional tour stops will be announced approximately one month in advance. At many of the stops, local media will have the opportunity to participate in tours of the airplane and discussions with Boeing executives and pilots.

(NSI News Source Info) TORONTO, Canada - April 10, 2012: Four days ago I wrote, in respect of the Falkland Islands but with relevance to all British interests in the wider sense:

'The most effective deterrent of all, the true guardian of the Islands‘ security, is British clarity of vision, rational national defence policies, and consistently unambiguous and fudge-free ministerial communication. Those are issues this blog will examine during the next few months.'

Our theme for this, Rational Defence First, is linked to Effects-Based Financing (EBF) and to unwavering insistence on Integrity as the principal virtue of our national leaders. That integrity must include the willingness to admit incapacity, to acknowledge failure, and to surrender office to others better qualified in knowledge, experience and skill.

So where, amid what defence analysts recognise as a truly appalling political, economic and military situation, should we begin? If we are to concentrate on what has happened and will happen under the present coalition government (treating the dreadful years of Mr Brown’s stewardship, about which we can do little now, as merely the platform for future disasters we can still avert), then the obvious place to begin is this government’s Strategic Defence and Security Review, the SDSR (or, as it is known among defence analysts, the Suicidal Disarmament and Surrender Retreat).      

Fair-minded readers may ask whether the selection of such a defenceless target can be justifed? Perhaps it seems like bullying, but effectively the target has been chosen for us by the government’s own insistence that the SDSR will not be amended (even while ministers surreptitiously seek to do just that as the true horror of their position, and of the nation’s military weakness, sinks into the government’s addled corporate brain). 

Despite its condemnation by a host of defence experts, highly qualified by experience, especially by members of the United Kingdom National Defence Association (UKNDA), whose criticisms are countered solely by personal smears (but while the MoD employs a battalion of PR spin doctors they may as well be used, no?), and despite the mounting evidence of the SDSR’s irrelevance, the government refuses to budge from its obtuse stance.

Again it may be asked if such criticism is not rather too harsh, for were the authors of the SDSR themselves not highly qualified experts who knew exactly what they were doing? Well, yes, they did know, but they were not composing the rational strategic review expected from their deliberations and they did not produce one. They were responding to what the Treasury dictated, not to strategic requirements, and the result was a slash-and-burn campaign plan that is incrementally destroying the UK’s ability to protect its sovereign interests.

As independent analysts everywhere accused the government of fantasy, a serious charge when the nation’s defences are in question, again we must ask if the charge is too harsh. To this the analysts reply that the hub of the SDSR’s thinking is the acquisition at some time in the future of two aircraft carriers equipped, at some further time in the future, with squadrons of the F-35B or F-35C Joint Strike Fighters. Future issues of this blog will deal extensively with the practicality of this plan, especially in respect of its cost (which is already, we are told, out of control, and far beyond our ability to pay), but for today I shall restrict the criticisms to those in a formal paper I have had on file for a year.

The basis of the paper’s argument was ‘the conflict between the SDSR’s representation of the F-35 JSF as “the world’s most advanced multi-role combat jet” and (when paired with the Typhoon) “two of the world’s most capable combat aircraft”, a claim for which the MoD can produce no valid evidence ...’ and the paper charged: ‘The SDSR claim was untrue and destroyed its credibility.’ 

The paragraph of the SDSR relevant to this stated:

“Our fast jet fleet will be made up of two modern and highly capable multi-role combat aircraft, the Typhoon and Joint Strike Fighter. This combination will provide the flexibility and strike power to deal with a variety of new and existing threats, while also radically improving cost-effectiveness and efficiency.” 

The Typhoon was described two decades ago by a very senior RAF officer as “the aircraft that will bankrupt the Air Force,” and it has been reported that when quoted to an American audience it drew a snort of derision: “We have an airplane that will bankrupt the whole ******* country.”  The full JSF programme began life modestly, so when it was predicted that its cost would rise to near one trillion dollars there were questions to answer. First there was denial, and then admission that this might possibly be correct, then that it was but it might be higher, then that it would be $1.3 trillion, then $1.45 trillion, and now there are rumours it will be $1.5 trillion (or $1,500 billion, or $1,500,000,000,000 if that is easier for the MoD, which has problems with figures, to comprehend). 

The paper continues with a reference to a recent letter from the MoD pleading that 'the JSF programme is in the early development stage' and thus implicitly accepting the validity of the original criticism of the SDSR’s promotion of the JSF as a superior aircraft in its category, and also of the MoD’s subsequent claims that it is most 'cost-effective'. 

Such claims may easily mislead the public. No aircraft in the inchoate development stage of the JSF – nine years behind schedule and with three million lines of code yet to be written (another six years at the current rate of progress) – can be portrayed as one of the world’s best, nor may it be validly described as 'cost-effective' when neither its costs nor its effectiveness are known or are capable of calculation.

We shall have much to discuss on this fantasy in future issues of the blog, principally on the grounds that, first, the carriers, if they are ever ready to put to sea ten years or more from now, will be too vulnerable to risk in war, and second, that the JSF design is not what the UK wants or can afford.

So the SDSR should be scrapped immediately, plans for any more cuts should be stopped immediately, and a new review commissioned for production within a realistic timescale. The SDSR, as the government must understand, has no credibility and has been shown, in its distortion of the truth about the immense financial commitments the MoD is making on our behalf, that it lacks the integrity essential for government communications in a democracy.

Having started with the SDSR, several of the coming posts must be used to provide the information the MoD has forgotten to give the public. None of it is secret. All will be taken from material in the public domain, much of it in America. Owing to the crucial role of the carriers-JSF programme in the SDSR's plans, most of it will be concentrated on these two immensely expensive items - whose real costs, the MoD has admitted, have been grossly underestimated by the department's ‘conspiracy of optimism’ and hidden by processes described in Parliament as ‘dysfunctional and incompetent’.

(NSI News Source Info) TORONTO, Canada - April 10, 2012: The Chinese military has added sea-based unmanned aircraft to its rapidly growing arsenal, with the first of those aircraft already deployed. 

The People's Liberation Navy (PLN) has begun fielding unmanned surveillance aircraft aboard its fleet of warships, according to recent news reports. 

Foreign intelligence agencies have already confirmed the existence of one Chinese-built maritime aerial drone aboard PLN ships, United Press International reported Monday. 

Other state media reports coming from Beijing claim other versions of unmanned intelligence aircraft are already under construction. 

Chinese military leaders allegedly requested information from Iran on the highly-secretive RQ-170 Sentinal drone Tehran captured from U.S. forces last December. 
Military or intelligence agencies in Beijing have also been attempting to breach Defense Department networks, in an attempt to gain more information on U.S. unmanned aircraft operations. 

That information from Iran and the Pentagon may have informed China's work on this latest- sea-worthy drone. 

Iran is also attempting to build its own fleet of aerial drones, based on what it learned from the so-called "Beast of Kandahar" aircraft, into a new surveillance aircraft of their own. 

But it's unlikely that Iranian or Chinese engineers can incorporate any of the technology from the stealthy American drone. It will likely take months, or even years, before Iran can take anything its learned from the Sentinel drone and work it into a functioning weapons system.

The new Chinese drones will likely be used to track American and foreign warships and submarines traveling in the Pacific. 

News of their existence comes as the United States prepares to shift its focus from the Middle East to Asia. 

This strategic shift, announced by President Obama in February, was driven mainly by a need to check Chinese and North Korean aggression in the region. 

Interest in unmanned technology has increased dramatically among foreign countries in recent years. Autonomous drones, operated by the Pentagon and CIA, have played a key role in ongoing U.S.-led counterterrorism operations around the world. 

Currently, U.S. defense firms lead the world in development of unmanned intelligence aircraft. But Beijing claims its new sea-worthy drone is the first step in breaking into that market.

(NSI News Source Info) TORONTO, Canada - April 10, 2012: North Korea is set to complete the assembly of its latest rocket by installing the satellite payload later Tuesday, a senior space official said.

"We are expecting to complete assembly by today," Ryu Kum-Chol, deputy director of the space development department at the communist state's Committee for Space Technology, told foreign journalists in Pyongyang.

Ryu also insisted that debris from the launch, which is scheduled between April 12 and 16 to mark the 100th anniversary of the birth of North Korea's founding leader, posed no danger to countries in the region.

"We've chosen a safe trajectory. The first stage will fall 100 miles (160 kilometres) from land (in the Philippines), and the second stage 120 miles from land," he said.

But in case of any problem with the trajectory, the official said that the rocket was "capable of self-destruction" from ground control.

Impoverished but nuclear-armed North Korea says the rocket will propel the 100-kilogram (220-pound) Kwangmyongsong-3 (Shining Star) satellite into orbit to collect data on forests and natural resources within its territory.

However, the United States and other nations say the rocket launch is a pretext for a ballistic missile test, in defiance of United Nations resolutions and a US-North Korean deal concluded just in February.

Russia joined the international condemnation on Tuesday, saying the rocket launch showed disregard for UN Security Council resolutions on North Korea's nuclear and weapons programmes.
