Oshkosh Defense Named Wisconsin Manufacturer of the Year

Defense News ~OSHKOSH, Wis.--(BUSINESS WIRE)--Oshkosh Defense, a division of Oshkosh Corporation (NYSE:OSK - News), received the 2009 Wisconsin Manufacturer of the Year (MOTY), winning the Grand Award in the “Mega” category for companies with more than 750 employees. Oshkosh was selected as the top company in this annual state-wide competition among Wisconsin-based manufacturers.

Oshkosh Defense was recognized for its operations and business excellence during the past year, and was judged on criteria, including financial growth, environmental solutions, technological advancement, operational excellence, commitment to employees and community support.

“The award acknowledges the progress and growth at Oshkosh Defense, as well the hard work and experience of our employees,” said Andy Hove, Oshkosh Corporation executive vice president and president, Defense. “This award is a tribute to the dedication of our workforce in building the finest military tactical wheeled vehicles to help supply our Armed Forces and help protect the lives of someone’s son, daughter, mother or father.”

For Oshkosh Defense, 2009 was a remarkable year. The Defense division won two major contracts and hired hundreds of new employees. The division first received an award on June 30, 2009 for the MRAP All-Terrain Vehicle (M-ATV) program, resulting in a $4.74 billion contract for 8.079 vehicles to be used in Afghanistan’s harsh rugged terrain. The contract award brought an immediate ramp up in production for this brand-new vehicle. This was an “urgent” needs project for the U.S. Army, and Oshkosh and its employees were able to design, test, build and begin delivering these life-saving vehicles to Afghanistan in less than a year -- a truly remarkable accomplishment.

The next significant award came on Aug. 26, 2009 for the Army’s Family of Medium Tactical Vehicles (FMTV).These two momentous programs are in addition to the existing programs and vehicles that Oshkosh provides for medium tactical wheeled vehicles for the Marine Corps and the Family of Heavy Tactical Vehicles (FHTV) for the Army.

“Our success is the direct result of attention to detail from our management, the skill and determination of our employees and a companywide commitment to continuous improvement. Each day we come to work with a purpose and leave with a great sense of pride,” said Hove.

Nominees for the Wisconsin MOTY awards must have major manufacturing operations in the state. Winning companies are also recognized for having made Wisconsin a better place to live and work through their operations and business excellence.

MOTY winners were announced at an awards program on Thursday, Feb. 25 at The Pfister Hotel in Milwaukee. The MOTY Awards Program is co-sponsored by Michael Best and Friedrich LLP, Baker Tilly Virchow Krause LLP, and Wisconsin Manufacturers & Commerce.

Orbit International Corp.'s TDL Subsidiary Announces Exclusive Supplier Partnering Agreement with Synexxus, Inc.for the Oberon V4 Electronic Keel Sys.

Orbit International Corp.'s TDL Subsidiary Announces Exclusive Supplier Partnering Agreement with Synexxus, Inc. for the Oberon V4 Electronic Keel System Deployable in a Family of MRAP Vehicles
Potential for Significant Orders and Revenues Over Five Year Term

Defense News ~ HAUPPAUGE, N.Y.--February 25, 2010, (BUSINESS WIRE)--Orbit International Corp. (NASDAQ:ORBT - News), a defense and industrial electronics manufacturer, systems integrator and software solution provider, today announced that its Tulip Development Laboratory (“TDL”) subsidiary, located in Quakertown, PA, has signed a Supplier Partnering Agreement (“SPA”) with Synexxus Inc., (“Synexxus”), located in Arlington, VA for the exclusive right to manufacture and supply its color display in support of the Oberon V4 Electronic Keel System (“Oberon”) or any display derivative configuration, for a period of five (5) years. As previously announced, TDL will be demonstrating the Oberon V4 system at the AUSA Symposium and Exhibition, Fort Lauderdale, FL., from February 25 to 27. Oberon will also be on display and incorporated in another MRAP vehicle manufactured by a leading global defense contractor.
Synexxus, Inc. has successfully designed an open architecture data distribution and information system that has been designated as the Command, Control, Communication, Computers, Intelligence, Surveillance and Reconnaissance (“C4ISR”) system to be deployed in a number of MRAP vehicle configurations. Most recently, Oberon was selected for deployment in the Mine Resistant Ambush Protected-All Terrain Vehicle (MRAP-ATV) manufactured by the Oshkosh Corporation. For this particular system, TDL will provide two of its 15inch color displays for each MRAP-ATV vehicle that will be integrated with Oberon.
David Gutman, President of TDL indicated, “We have been working with the Synexxus team for quite some time, in an effort to design and develop a quality, cost competitive display, that will support open architecture networking systems for a number of mission critical programs. Greg Glaros, President of Synexxus, indicated that Oberon was initially designed and developed for soldiers who wanted to control their vehicle-based technologies-sensors, blue force tracking and weapons, from a single interface, similar to people who want to access multiple programs from their desktop computer. With that objective, the Synexxus team had successfully designed a cockpit-like technology that could turn armored vehicles into multimedia hubs, and allow soldiers to control sensors and weapons from the safety of their armored vehicles. Given the success of their vision, Synexxus has now deployed a number of Oberon systems specifically designed for rapid deployment, reconfigured for changing missions that support ground vehicle, shipboard, and avionic defense electronic programs.”
Gutman commented, “As the exclusive source of supply to Synexxus for all Oberon V4 display requirements, we understand and appreciate the significance of potential upcoming opportunities, as well as the demanding responsibilities that will be required to assure the ongoing success of Oberon. In consideration for the exclusive rights to provide displays to Synexxus for Oberon, TDL has established a number of internal benchmark commitments designed to demonstrate continued manufacturing improvements for design, quality, and delivery. Additionally, TDL has provided a highly competitive pricing structure for the term of the Agreement.”
Dennis Sunshine, President and Chief Executive Officer of Orbit International Corp. commented, “All of the business, operational and logistical issues required to support Oberon are now in place, included in the SPA. It is our understanding that the government is still determining the number of MRAP-ATVs coming off the assembly line that will be equipped with Oberon. In light of the number of MRAP-ATVs, as well all other vehicles in the MRAP family currently in production, we believe that the impact on future display orders needed for Oberon could have a significant impact on our revenues and profitability over the life of the five year agreement. Through its larger Quakertown, PA facility, TDL it is well positioned to meet potential high quantity production requirements for Oberon supporting time-sensitive deployment schedules. As part of the SPA, TDL is working with the Synexxus team to develop a time-line to manufacture and store displays for quick turnaround requirements. There will be a number of displays on our manufacturing floor, as work in progress units, available for normal scheduled releases.”
Sunshine concluded, “Synexxus has successfully deployed a reliable, versatile, unique open architecture Oberon networking system that can be easily integrated in a number of MRAP vehicles. Oberon has gained the confidence of a number of vehicle personnel that constantly operate under mission deployments in the harsh terrain of Iraq and Afghanistan. The number of positive comments coming directly from MRAP-ATV operators, together with its ease of installation, mission versatility and significant life cycle program cost savings, may have contributed to the selection of the Oberon solution. Again, we are committed to provide quality displays, pursuant to accelerated delivery dates and quantities, at a cost competitive price, that will be reliable in Oberon battlefield conditions. We are extremely proud to be a part of the Oberon Team.”
Orbit International Corp. is involved in the manufacture of customized electronic components and subsystems for military and nonmilitary government applications through its production facilities in Hauppauge, New York, and Quakertown, Pennsylvania; and designs and manufactures combat systems and gun weapons systems, provides system integration and integrated logistics support and documentation control at its facilities in Louisville, Kentucky. Its Behlman Electronics, Inc. subsidiary manufactures and sells high quality commercial power units, AC power sources, frequency converters, uninterruptible power supplies and COTS power solutions.
Certain matters discussed in this news release and oral statements made from time to time by representatives of the Company including, but not limited to, statements regarding any acquisition proposal and whether such proposal or a strategic alternative thereto may be considered or consummated; statements regarding our expectations of Orbit’s operating plans, deliveries under contracts and strategies generally; statements regarding our expectations of the performance of our business; expectations regarding costs and revenues, future operating results, additional orders, future business opportunities and continued growth, may constitute forward-looking statements within the meaning of the Private Securities Litigation Reform Act of 1995 and the Federal securities laws. LORD Corporation Awarded Contract for MR Suspension Installation and Test on U.S. Army LMTV

Defense News ~ CARY, N.C., Feb. 23 /PRNewswire/ -- LORD Corporation – a leader in the management of vibration, motion and noise – has teamed with World Technical Services, Inc. (WTSI) for the integration, test and evaluation of a suspension upgrade including their Magneto-Rheological (MR) semi-active damping system for a US Army M1078 Light Medium Tactical Vehicle (LMTV).
The contract is part of a larger effort by the prime contractor, WTSI, to improve mobility performance of the Family of Medium Tactical Vehicles (FMTV). LORD is one of several suppliers of suspension enhancements being evaluated in this effort. Â The Government does not endorse or support one supplier over the others and will be evaluating all equally. Â LORD has not to date been chosen for production product. The purpose of the 12-month LORD contract is to install and test the MR Damping system as well as to fully optimize the system control algorithms, while determining optimal leaf spring and torsion-bar configurations. On- and off-road as well as durability testing will be conducted by third-parties including half-rounds, various profiled Root Means Square (RMS) courses, and North Atlantic Treaty Organization (NATO) lane change maneuvers. Â These tests are designed to determine actual performance improvements compared to the baseline configuration and will include up to 10,000 miles of endurance and durability testing.
LORD is the technical lead on the MR Suspension project, with responsibility to perform modeling and simulation analyses, hardware build, design integration, installation and testing oversight. Suspension optimization support also will be provided by MillenWorks, a privately-owned small business serving the defense, automotive OEM, and entertainment industries. Further, LORD will provide maintenance support during the vehicle testing of the MR suspension system hardware, which will be subjected to endurance tests per the vehicle mission profile and as defined in the vehicle specification.
According to Steve Hildebrand, LORD Engineering Manager for MR Suspension systems, the system will incorporate LORD Corporation's latest refinements with respect to the magneto-rheological controllable damping system. The system includes a controller, dampers, sensors, and software that is customized for a vehicle's characteristics and customer's performance requirements.
The MR controllable damping systems have been demonstrated as original and retrofit equipment for various military and commercial utility vehicles. Current vehicle applications for the Department of Defense (DOD) and OEMs include several Mine Resistant Ambush Protected vehicles (MRAPs), the HMMWV and other confidential customer platforms.
"LORD MR Active Damping Systems are well-suited for a broad range of military applications, from lightweight tactical vehicles to line-haul tractors and heavy MRAP vehicles," said Hildebrand. "These systems have already been demonstrated on a wide variety of military vehicles and the results are positive. Vehicles outfitted with our system experience less wear and tear, leading to longer vehicle life without reducing fuel efficiency. Our product enables greater stability and vehicle body control, allowing increased safety for the driver and occupants, and significantly improved ride quality."
Unlike traditional passive dampers with fixed characteristics, LORD Corporation's MR Dampers with patented self-adapting control algorithms are fully adaptive and react nearly instantaneously to changes in terrain, vehicle maneuvers and payload. Further, MR Controllable Damping Systems enable simplified suspension geometries with weight reduction and increased payload without reducing mobility. In fact, according to Hildebrand, one recent application demonstrated doubling of the payload.
"The resulting improved dynamic stability and ride quality have demonstrated significant benefits to our warfighters," said Jesse DePriest, LORD Business Development Manager.
Proven Technology
LORD Corporation's MR technology has been proven through the licensing and broad intellectual property portfolio used in developing Delphi's MagneRideâ„¢ suspension system. First introduced on the 2002 Corvette, the system now appears on more than 500,000 devices in more than a dozen models from multiple OEMs including Audi, Acura, Ferrari, GM, Holden and Honda. The rapid acceptance of the technology by a wide range of manufacturers, from high-performance sports cars to SUVs, demonstrates the confidence the automotive industry has in the performance, reliability and durability of LORD MR technology.
In recent lab tests conducted by LORD, MR dampers for the HMMWV and other military vehicles surpassed 5-million cycles of durability testing, greatly exceeding the U.S. government's requirement with no degradation of the MR fluid. Â In addition, up to 30,000 miles of off-road durability testing has been demonstrated through the full vehicle temperature range, also without degradation of the MR fluid.
In a related effort, LORD has completed qualification testing of the MR Damper System Controller. The full MIL-Spec rated controller is designed to accommodate any vehicle, wheeled or tracked, 4x4 up to 8x8 wheel-ends with one standardized box. The controller is ruggedized to meet harsh environmental conditions for both military and demanding commercial applications including MIL-STD-1275 Power Quality, MIL-STD-461 EMC/EMI and MIL-STD-810 Environmental Factors. Further, the controller is capable of a 60-inch vehicle fording depth, the connectors are MIL-DTL-38999 compliant, and the system is J1939 data bus compatible. Â
LORD has been designing and testing production-intent MR damper systems built for the needs of military and heavy commercial vehicles for several years. Â According to DePriest, support from the Michigan and North Carolina Congressional Delegations as well as the U.S. Army's Tank and Automotive Command (TACOM) and the Tank Automotive Research, Development and Engineering Center (TARDEC) organizations has been critical in transitioning this commercial dual-use, strategic technology to address the military's ground vehicle mobility needs. Further, in response to market interest for their MR suspension system, LORD recently completed the expansion of a 1,000-square-foot production cell within their Cambridge Springs, Pa. plant. The cell is believed to be the first of its kind related to heavy-duty MR dampers for military and heavy trucks in the world.
LORD is currently completing initial performance testing with excellent results and will enter durability testing next month. Lord expects to complete up to 15,000 miles of durability testing before the end of the summer.

TSA Awards ID/IQ Contract for L-3 ProVision Checkpoint Screening System

Defense News ~ NEW YORK--(BUSINESS WIRE)--L-3 Communications (NYSE: LLL - News) announced today that it recently was awarded a $164.7 million indefinite delivery/indefinite quantity (ID/IQ) contract by the Transportation Security Administration (TSA) to supply the agency with millimeter wave (MMW) advanced imaging technology (AIT) systems to screen for explosives and other threats at security checkpoints. This contract vehicle makes L-3 eligible for future delivery orders for its ProVision™ MMW system.
“TSA’s award of this contract follows the recent designation of ProVision as a qualified checkpoint screening system,” said Thomas M. Ripp, president of L-3 Security & Detection Systems. “In use at U.S. airports since 2007, our ProVision millimeter wave system offers an effective, efficient and safe screening technology.”
The technology used in the ProVision system utilizes safe, harmless radio waves to detect threats which may be hidden under a passenger’s clothing. Threat substances made from a wide variety of materials can be found with the ProVision, including both metallic and non-metallic threat items.
Mr. Ripp continued, “L-3 is currently testing software upgrades and continues to enhance L-3’s checkpoint screening technology to detect an even broader range of potential aviation threats.”
L-3’s ProVision offers multiple levels of privacy protection that can be customized to support customer-specific operational procedures. Security analysts see a 3-D black and white silhouette that makes it virtually impossible to determine the identity of the scanned individual. Also, images are viewed in remote locations separate from the checkpoint, so that analysts cannot see the passenger being scanned. Privacy is further ensured with options that allow for blurring of facial features.
More than 200 ProVision systems are deployed worldwide to protect critical airports and other facilities, including federal and state courthouses, correctional institutions, embassies and border crossings.
With a broad range of systems and technology and an installed base of more than 20,000 systems worldwide, L-3 Security & Detection Systems offers screening technologies for numerous security applications that include aviation systems for hold-baggage explosives detection and checkpoint screening, cargo and air freight screening, port and border inspection, and facility protection. L-3 Security & Detection Systems’ customer base includes the U.S. military and numerous government agencies, major airports and airlines, national and local authorities, and high-risk commercial enterprises throughout the world. To learn more about L-3 Security & Detection Systems.
Headquartered in New York City, L-3 Communications employs over 66,000 people worldwide and is a prime contractor in aircraft modernization and maintenance, C3ISR (Command, Control, Communications, Intelligence, Surveillance and Reconnaissance) systems and government services. L-3 is also a leading provider of high technology products, subsystems and systems. The company reported 2009 sales of $15.6 billion.

Airbus A400M partners reach financing deal -source

Defense News ~ PARIS, Feb 23 (Reuters) - European governments have struck an outline deal with Airbus parent EADS (EAD.PA) over a rescue package worth 3.5 billion euros ($4.76 billion) to save the A400M military transporter, a source familiar with the matter said on Tuesday.
The agreement will result in a political declaration of support expected to be issued by the seven countries, including non-EU Turkey, on the sidelines of a meeting of European Union defence ministers in Spain on Thursday, the source said.
"The basis of an agreement has been reached," the source told Reuters following lengthy talks to save a project threatened by overspending and employing 10,000 staff.
Under the deal, the group of purchasing nations -- which also include Britain, France, Germany, Belgium, Luxembourg and Spain -- have agreed to a roughly 10 percent increase in the price of each plane for a total boost of 2 billion euros.
A further 1.5 billion will be made available in such a way that EADS can set this sum, as well as the core aid of 2 billion, against A400M losses and thus reduce the amount of provisions it needs to take in 2009 results, the source said.
New charges are expected to be less than 2 billion euros.
The two sides have also agreed to hold further discussions later on a disputed price inflation clause, the source said.
The source declined to be identified because the discussions remain confidential ahead of any public announcement.
A spokesman for aerospace group EADS declined to comment. ($1=.7361 Euro)

DTN News: Pakistan TODAY February 24, 2010 ~ Pakistan Got $18 Billion Aid From US Since 2001

Defense News ~ DTN News: Pakistan TODAY February 24, 2010 ~ Pakistan Got $18 Billion Aid From US Since 2001*Source: TOI(NSI News Source Info) WASHINGTON - February 24, 2010: Post 9/11, Pakistan has received nearly $18 billion as aid from the United States, including $11.5 billion as military assistance, according to Congressional documents.
A Congressional compilation of US aid to Pakistan says Islamabad has received $6 billion in civilian aid after the September 11 terrorist attack in New York.
The Obama Administration in its latest annual budget has proposed $1.6 billion in military assistance and about $1.4 billion as civilian assistance to Pakistan.
This takes the total US aid to Pakistan to more than $20.7 billion post 9/11, according to the data compiled from information received from the Departments of Defence, State and Agriculture and US Agency for International Development.
Of the military assistance, the maximum amount $7. 345 billion has gone to Pakistan as Coalition Support Fund (CSF), which many do not consider as foreign assistance as this is reimbursement that Pakistan receives for its support of the US military operations in Afghanistan.
This is followed by $2.164 billion as foreign military assistance.
After coming to power, the Obama Administration has so far provided $1.1 billion ($400 million in 2009 and $700 million in 2010) for Pakistan Counterinsurgency Fund/ Counterinsurgency Capability Fund.
For the year 2011, Obama has proposed to the US Congress $1.2 billion for Pakistan under this category.
Non-military assistance to Pakistan has increased considerably to Pakistan under the Obama Administration, which is mainly attributable to the Kerry-Lugar-Berman bill which grants $7.5 billion to Pakistan in five years beginning 2009.
Post 9 /11, Pakistan has received $6 billion as civilian assistance, most of which -- $4.7 billion - is under the category of Economic Support Fund.
In the year 2011, Obama has proposed to the Congress to give $1.322 billion to Pakistan.
Is India falling prey to USA's double game with respect to Pakistan?
