CONTRACTS

MISSILE DEFENSE AGENCY

Raytheon Missile Systems Co., Tucson, Ariz., is being awarded a cost-plus-award-fee modification under contract HQ0276-10-C-0005, P00011. The total award value of this action is $110,678,886, resulting in a new cumulative contract value of $275,967,245. The modification will extend contract line item number 0001 period of performance to continue engineering and development for Standard Missile-3 Block IIA missiles. The work will be performed in Tucson, Ariz. The period of performance is May 1, 2011 through Sept. 30, 2011. Fiscal 2011 research, development, test and evaluation funds will be used for this effort with $20,000,000 provided at time of award. The Missile Defense Agency is the contracting activity.

AIR FORCE

The Cessna Aircraft Co., Wichita, Kan., is being awarded an $88,499,909 firm-fixed price, single award contract for items being procured for the Afghanistan Basic Trainer/Light Lift Family of Systems: six Cessna T-182T aircraft; 26 Cessna 208B aircraft; six aircrew training devices; and interim contractor support for the aircraft and training devices in Afghanistan and advisor training. This effort supports foreign military sales to Afghanistan. 877 AESG/SYI, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8617-11-C-6209).

EDO Corp., North Amityville, N.Y., is being awarded a $20,180,992 contract modification for the repair of AN/ALG-161A Radio Frequency Surveillance/Electronic Countermeasures System components; 225 repair contract line items; one contract line item for material; and one contract line item for travel. Work will be performed at North Amityville, N.Y. 638 SCMG/PKBB, Robins Air Force Base, Ga., is the contracting activity (FA8522-09-D-0006, PO0007, exercise option two).

Cobham Defense Electronic Systems, Lowell, Mass., is being awarded a $13,263,252 cost-plus-fixed-fee contract for the Advanced Wireless Networks for the soldier radio platform. Work will be performed at Lowell, Mass. The Air Force Research Laboratory/RIKD, Rome N.Y., is the contracting activity (FA8750-11-C-0200).

Textron Systems Corp., Wilmington, Mass., is being awarded a $9,890,927 contract modification for the Sensor Fuzed Weapon India Foreign Military Sales case integration phase one eight-month effort. This effort supports foreign military sales to India. AAC/EBJI, Eglin Air Force Base, Fla., is the contracting activity (FA8682-11-C-0044 PO0001).

NAVY

Insitu, Inc., Bingen, Wash., is being awarded an $83,700,000 indefinite-delivery/indefinite- quantity contract for operations and maintenance services in support government-owned ScanEagle unmanned aerial systems (UAS), including: multiple training courses ranging from system pilot training, maintenance and operations, mission coordinator and payload operator; multiple kits for sustainment, payload and engine module kits; and multiple spare parts for ScanEagle UAS. Work will be performed in Bingen, Wash., and is expected to be completed in May 2012. Contract funds in the amount of $62,700,000 will expire at the end of the current fiscal year. This contract was not competitively procured pursuant to FAR 6.302-2. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity (N00019-11-C-0012).

BAE Systems U.S. Combat Systems, Minneapolis, Minn., is being awarded a $26,599,904 modification to previously awarded contract (N00024-09-C-4137) for manufacture and delivery of propulsor systems in support of the Virginia-class submarine propulsor system requirements, long lead time material, and the purchase of required spare parts in support of the propulsor program. Work will be performed in Louisville, Ky., and is expected to be completed by March 2014. Contract funds will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

D&S Consultants, Inc., Eatontown, N.J., is being awarded a $7,314,236 cost-plus-fixed-fee contract for perceptual training systems and tools. D&S Consultants, Inc., will conduct applied research and advanced technology development based on requirements and design recommendations for adapting or developing technologies to create a prototype for users that can improve the training of combat hunter-like knowledge, skills and abilities. Specifically these tools will be evaluated for use as performance assessment and training tools to support enhanced observation, combat trafficking (i.e., observing the physical terrain), and tactical profiling (i.e., observing the human terrain). The result will enhance the warfighter’s ability to perceive, observe, collect, and share critical information on people, places and insurgent activity to improve situational awareness, and to facilitate collaboration and information analysis among quad level trains. Work will be performed in Eatontown, N.J., and is expected to be completed in December 2015. The action will be incrementally funded with an initial obligation of $350,030. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured via the internet under an Office of Naval Research Broad Agency Announcement (10-001), with one award made. The Office of Naval Research, Arlington, Va., is the contracting activity (N00014-11-C-0193).

DEFENSE LOGISTICS AGENCY

L-3 Communications Westwood Corp., Tulsa, Okla., was awarded a firm-fixed-price contract with a maximum $45,120,000 for generator cylinder engines. There are no other locations of performance. Using service is Army. The date of performance completion is May 31, 2017. The Defense Logistics Agency Land, Warren, Mich., is the contracting activity (SPRBL1-11-D-0014).
