CONTRACTS

MISSILE DEFENSE AGENCY

The Missile Defense Agency (MDA) is pleased to announce the award of advisory and assistance services contracts to Booz Allen Hamilton, McLean, Va. (HQ0147-11-D-0001); MacAulay-Brown, Inc., Dayton, Ohio (HQ0147-11-D-0002); Science Applications International Corp., Arlington, Va. (HQ0147-11-D-0003); and TASC, Andover, Mass. (HQ0147-11-D-0004). Each firm will receive an indefinite-delivery/indefinite-quantity contract to provide advisory and assistance services throughout MDA. The contractors will assist the acquisition directorate in providing agency advisory analytical support for subject matter expertise throughout the agency for engineering, test, finance, acquisition, readiness and strategic activities in support of the Ballistic Missile Defense System. This procurement is managed by the MDA Engineering and Support Services Program Office. This directorate is responsible for centrally managing the acquisition of advisory and assistance services for the agency. These contracts are being competitively awarded under the full and open, unrestricted, Request for Proposal HQ0147-09-R-0002. Each contract has a not-to-exceed ordering ceiling of $281,700,000. The companies will have the opportunity to bid on each individual task order. Work under these contracts will be performed in Huntsville, Ala.; Courtland, Ala.; Chandler, Ariz.; Denver, Colo.; Orlando, Fla.; Cambridge, Mass.; Albuquerque, N.M.; Kirtland Air Force Base, N.M.; and Arlington, Va. The performance period is through February 2016. Obligations will be made by task orders using research, development, test and evaluation funds.

ARMY

Raytheon, Dallas, Texas, was awarded on Feb. 11 a $68,680,036 firm-fixed-price indefinite-delivery/indefinite-quality contract. The award will provide for the purchase of 9,001 thermal weapon systems. Work will be performed in Dallas, Texas, with an estimated completion date of June 30, 2012. Three bids were solicited with three bids received. The U.S. Army Contracting Command, Aberdeen Proving Ground, Md., is the contracting activity (W91CRB-07-D-0029).

DRS, Palm Bay, Fla., was awarded on Feb. 11 a $68,225,668 firm-fixed-price indefinite-delivery/indefinite-quality contract. The award will provide for the purchase of 6,876 thermal weapon systems. Work will be performed in Palm Bay, Fla., with an estimated completion date of June 30, 2012. Three bids were solicited with three bids received. The U.S. Army Contracting Command, Aberdeen Proving Ground, Md., is the contracting activity (W91CRB-07-D-0031).

BAE, Belcamp, Md., was awarded on Feb. 11 a $58,023,455 firm-fixed-price indefinite delivery / indefinite quality contract. The award will provide for the purchase of 6,000 thermal weapon systems. Work will be performed in Belcamp, Md., with an estimated completion date of June 30, 2012. Three bids were solicited with three bids received. The U.S. Army Contracting Command, Aberdeen Proving Ground, Md., is the contracting activity (W91CRB-07-D-0030).

National Electric Coil, Columbus, Ohio, was awarded on Feb. 11 a $14,583,852 firm-fixed-price contract. The award will provide for the maintenance of three generators, including removing old stator windings and stator cores; restacking new stator cores; installing and testing the new stator windings; and testing the rotor field poles, at the Big Bend Powerhouse at Fort Thompson, S.D. Work will be performed in Fort Thompson, S.D., with an estimated completion date of Feb. 25, 2014. Eighteen bids were solicited with four bids received. The U.S. Army Corps of Engineers, Omaha District, Omaha, Neb., is the contracting activity (W9128F-11-C-0005).

AIR FORCE

Oasis Systems, Inc., Lexington, Mass., was awarded an estimated $51,351,954 contract modification for the Technical and Acquisition Management Support Program, which provides for a wide range of diverse non-engineering, technical and acquisition management support required in the acquisition, development, production, and support of various equipment and weapon systems within the Air Armament Center and other organizations at Eglin Air Force Base, Fla. This is an option exercise for one of the three multi-award TAMS indefinite-delivery/indefinite-quantity contracts. At this time, zero dollars have been obligated. AAC/PKES, Eglin Air Force Base, Fla., is the contracting activity (FA9200-10-D-00173; P00005).

2020 Company, LLC, Falls Church, Va., was awarded an estimated $51,351,954 contract modification for the Technical and Acquisition Management Support Program, which provides for a wide range of diverse non-engineering, technical and acquisition management support required in the acquisition, development, production, and support of various equipment and weapon systems within the Air Armament Center and other organizations at Eglin Air Force Base, Fla. This is an option exercise for one of the three multi-award TAMS 4 indefinite-delivery/indefinite-quantity contracts. At this time, zero dollars have been obligated. AAC/PKES, Eglin Air Force Base, Fla., is the contracting activity (FA9200-10-D-0018; P00003).

Colsa Corp., Huntsville, Ala., was awarded an estimated $51,351,954 contract modification for the Technical and Acquisition Management Support Program, which provides for a wide range of diverse non-engineering, technical and acquisition management support required in the acquisition, development, production, and support of various equipment and weapon systems within the Air Armament Center and other organizations at Eglin Air Force Base, Fla. This is an option exercise for one of the three multi-award TAMS 4 indefinite-delivery/indefinite-quantity contracts. At this time, zero dollars have been obligated. AAC/PKES, Eglin Air Force Base, Fla. is the contracting activity (FA9200-10-D-0166; P00003).

Lockheed Martin Corp., Lockheed Martin Aeronautics Co., Marietta, Ga., was awarded an $8,881,386 contract modification for the C-5 Reliability Enhancement and Re-Engineering Program Lot 4 readiness spares package, part two, for Dover and Travis Air Force Bases. At this time, $8,881,386 has been obligated. ASC/WLSK, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8625-07-C-6471; P00076).

NAVY

ITT Corp., Electronic Systems, Electronic Warfare Systems, Clifton, N.J., is being awarded a $14,866,314 firm-fixed-price contract for the manufacture and delivery of six full rate production Lot 8 AN/ALQ-214(V)3 onboard jammer systems for installation on the F/A-18E/F aircraft. The AN/AQ-214 onboard jammer is a major subsystem of the Integrated Defensive Electronic Countermeasures (IDECM) Radio Frequency Countermeasures (RFCM) Program. The IDEMC RFCM system is a radio frequency (RF) self-protection electronic countermeasures suite that improves the survivability of tactical combat Navy aircraft against RF guided surface-to-air and air-to-air missiles. Work will be performed in Clifton, N.J., and is expected to be completed in November 2013. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity (N00019-11-C-0002).

General Electric Engine Services, Inc., Cincinnati, Ohio, is being awarded a $13,783,020 modification to a previously awarded firm-fixed-price, indefinite-delivery/indefinite-quantity contract (N00421-09-D-0008) for the repair of 15 T700-GE-401 engines and 36 T700-GE-401C engines for the AH-1Z and UH-1Y H-1 helicopters. Work will be performed in Winfield, Kan., and is expected to be completed in February 2012. Contract funds in the amount of $4,349,904 will expire at the end of the current fiscal year. The Naval Air Warfare Center Aircraft Division, Patuxent River, Md., is the contracting activity.

Meggitt Defense Systems, Inc., Irvine, Calif., is being awarded an $11,859,330 delivery order against a previously awarded firm-fixed-price, indefinite-delivery/indefinite-quantity contract (N00019-07-D-0011) to procure 83 H-1 Linkless Feed Systems and 51 H-1 linkless feed systems loaders. Work will be performed in Irvine, Calif., and is expected to be completed in August 2012. Contract funds in the amount of $1,302,880 will expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

Bell-Boeing Joint Project Office, Amarillo, Texas, is being awarded a $9,819,124 modification to a delivery order placed against a previously issued basic ordering agreement (N00019-07-G-0008) for the procurement of 38 central de-ice distributor and nacelle ice protection controller unit retrofit kits for the V-22 ice protection system. Work will be performed in Fort Worth, Texas, and is expected to be completed in December 2012. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

Lockheed Martin Space Systems Co., Sunnyvale, Calif., is being awarded a $7,606,178 modification (P00003) to previously awarded cost-plus-fixed-fee contract (N00030-10-C-0026) to the United Kingdom technical services contract in support of the TRIDENT Strategic Weapons System, providing for the Collaborative Replacement Material Experiment Two. Work will be performed primarily in Sunnyvale, Calif., and is expected to be completed March 31, 2014. Contract funds will not expire at the end of the current fiscal year. Navy Strategic Systems Programs, Arlington, Va., is the contracting activity.

DEFENSE ADVANCED RESEARCH PROJECTS AGENCY

The University of Southern California, Information Sciences Institute, Marina del Rey, Calif., is being awarded a $6,574,912 cost, no-fee contract (HR0011-11-C-0041). This award is for the Integrity and Reliability in Integrated Circuits (IRIS) Program. The contractor will perform research by supplying benchmark test articles to better focus and drive the results of the IRIS program. Work will be performed in Marina del Rey, Calif. The work is expected to be completed May 31, 2014. The Defense Advanced Research Projects Agency is the contracting activity.
