CONTRACTS

NAVY

The Boeing Co., St. Louis, Mo. (N61340-11-D-1000); CAE USA, Inc., Tampa, Fla. (N61340-11-D-1001); Computer Sciences Corp., Orlando, Fla. (N61340-11-D-1002); Cubic Worldwide Technical Services, Inc., San Diego, Calif. (N61340-11-D-1003); Engineering Support Personnel, Inc.*, Orlando, Fla. (N61340-11-D-1004); Fidelity Technologies Corp., Reading, Pa. (N61340-11-D-1005); L-3 Link Simulation & Training Div., Arlington, Texas (N61340-11-D-1006); and LB&B Associates, Inc., Columbia, Md. (N61340-11-D-1007), are each being awarded indefinite-delivery/ indefinite-quantity multiple award contracts for fielded training systems support services in support of over 900 training simulators for the Navy, Army, Air Force, and the governments of Kuwait and Malaysia under the Foreign Military Sales Program. Services to be provided include operations and maintenance support, instruction, training device modifications, training device relocations, training system management, in-service engineering office support, spares/product support, and other related trainer support services. The aggregate not-to-exceed amount for these multiple award contracts combined is $900,000,000, and each contractor will be provided a fair opportunity to compete for individual task orders. Work will be performed in various locations throughout the United States and various outside the continental United States locations. Work performed under these contracts is expected to be completed in December 2015. Contract funds in the amount of $1,622,164 will expire at the end of the current fiscal year. These contracts were solicited via a multiple award electronic request for proposals on an unrestricted basis; thirteen offers were received. The Naval Air Warfare Center Training Systems Division, Orlando, Fla., is the contracting activity.

Northrop Grumman Systems Corp., Bethpage, N.Y., is being awarded a $19,578,801 firm-fixed-price delivery order against a previously issued basic order agreement (N00019-10-G-0004) to provide integrated logistics support for low rate initial production E-2D aircraft. These efforts will support the transition to an anticipated post-material support date performance based logistics solution. Work will be performed in Bethpage, N.Y., and is expected to be completed in October 2011. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

DEFENSE LOGISTICS AGENCY

U.S. Food Service, Inc. (Salem Division), Salem, Mo. is being awarded a maximum $26,203,388 firm fixed price, indefinite quantity contract for food service distribution in Kansas, Mo., and the surrounding area. The other location of performance is Topeka, Kan. Using services are the Army, Air Force and federal civilian agencies. There were originally 178 proposals solicited with two responses. The date of performance completion is Aug. 13, 2011. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pa. (SPM300-11-D-3431).

ARMY

Caterpillar Inc., Defense and Federal Products., Mossville, Ill., was awarded on December 3, 2010 an $18,031,049 firm-fixed-price contract for 84 each of 924H light loaders with a kit and 26 forklift attachments. Work is to be performed in Clayton, N.C., with an estimated completion date of Dec. 04, 2015. Bids were solicited via FedBizOpps / World Wide Web with five bids received. U.S. Army TACOM, Warren, Mich., is the contracting activity (W56HZV-05-D-L242).

General Dynamics Armament and Technical Products, Inc., Burlington, Vt., was awarded on Dec. 3, 2010 a $17,721,708 firm-fixed-price contract for various Hydra-70 2.75-inch rockets, warheads and rocket motors. Total quantity of rockets: 20,435; rocket motors: 11,044; and warheads: 20,016. Work is to be performed in Burlington, Vt., (71 percent), and Camden, Ark., (29 percent), with an estimated completion date of Apr. 30, 2015. One bid was solicited with one bid received. U.S. Army Contracting Command, AMCOM Contracting Center, Redstone Arsenal, Ala., is the contracting activity (W31P4Q-10-C-0130).

Gilbane Building Company, Providence, R.I., was awarded on Dec. 3, 2010 a $17,693,889 firm-fixed-price contract. This contract is for the design/build construction associated with specialty clinic and mental health additions, and electrical deficiencies upgrade at the VA Medical Center in Providence, R.I. Work is to be performed in Providence, R.I., with an estimated completion date of Feb. 08, 2012. Bids were solicited on the World Wide Web with 18 bids received. Department of the Army, Corps of Engineers, New England District, Concord, Mass., is the contracting activity (W912WJ-11-C-0005).

GM GDLS Defense Group, LLC., Sterling Heights, Mich., was awarded on Dec. 2, 2010 a $11,704,558 cost-plus-fixed-fee contract. This contract action is to acquire the production cut-in non-recurring effort for the 570 amp alternator and mobile gun system air conditioning of Stryker vehicles. Work is to be performed in Sterling Heights, Mich., with an estimated completion date of Feb. 28, 2011. One bid was solicited with one bid received. TACOM, CCTA-AIP, Warren, Mich., is the contracting activity (W56HZV-07-D-M112).

Armacel Armor Corp., Camarillo, Calif., was awarded on Dec. 2, 2010 an $8,685,000 firm-fixed-price contract. This order is for small arms protective inserts for Foreign Military Sales for Afghanistan. Work is to be performed in Camarillo, Calif., with an estimated completion date of May 28, 2011. Bids were solicited via e-mail with four bids received. U.S. Army Research, Development and Engineering Command Contracting Center, CCRD-AP-BD, Aberdeen Proving Ground, Md., is the contracting activity (W91CRB-08-D-0060).

GM GDLS Defense Group, LLS., Sterling Heights, Mich., was awarded on Dec. 2, 2010 a $8,515,020 firm-fixed-price contract. Delivery Order 0049 is for the purchase of Stryker special tools and test equipment, additional authorized items, basic issue items and component end items in support of total package fielding. Work is to be performed in Sterling Heights, Mich., (3.87 percent), London, Ontario, (96.13 percent) with an estimated completion date of Sept. 2011. One bid was solicited with one bid received. TACOM, CCTA-AIP, Warren, Mich., is the contracting activity (W56HZV-07-D-M112).

American Engineering & Manufacturing, Amherst, Ohio, was awarded on Dec. 2, 2010 a $6,610,839 cost-plus-fixed-fee contract. The overall objective of this project is to integrate the atomized magnesium powder production at a beryllium factory using similarly engineered equipment to reduce the cost of production of atomized magnesium to the government. Work is to be performed in Picatinny Arsenal, N.J., (27 percent) and Elmore, Ohio, (73 percent) with an estimated completion date of May 2, 2014. Bids were solicited via Broad Agency Announcement with seven bids received. Army Contracting Command, Joint Munitions and Lethality Contracting Center, Picatinny Arsenal, N.J., is the contracting activity (W15QKN-11-C-0029).

DEFENSE ADVANCED RESEARCH PROJECTS AGENCY

Frontier Systems, Inc., Irvine, Calif., is being awarded a $12,800,000 (NTE) cost plus fixed-fee contract modification (HR0011-07-C-0100). This modification provides for the development of necessary planning, payload integrations, and air vehicle improvements in support of an operational demonstration to further evaluate the military utility of the A160T integrated with a modified ARGUS-IS pod which includes carrying both the ARGUS-IS and SIGINT payloads. Work will be performed in Irvine, CA (100%). The work is expected to be completed by May 31, 2011. The Defense Advanced Research Projects Agency is the contracting activity.
