Tampa Microwave Delivers Advanced SHF Satellite Emulation System with Link Effects

TAMPA, Fla.--(BUSINESS WIRE)--Tampa Microwave announced today that they have delivered two new products to a major DOD Prime Contractor in the form of a Satellite Emulation System (SES) for SHF communication link simulation. Integral to the SES, a weatherized, modular Radio Frequency (RF) head supports communication via individual L, C, X, Ku and Ka modules. A separate Channel Effects Processor (CEP) emulates SHF satellite link effects, including propagation time delay, frequency variation and time-varying attenuation.

Building on Tampa Microwave’s widely utilized legacy line of C, X, Ku and Ka band simulators, the SES creates end-to-end communication links without the need of scarce and expensive satellite space assets. The SES also adds real-world effects such as multi-hop, base band and TDMA network delay, signal strength and fading, and frequency variations including Doppler offset and rate-of-change. The system operator can modify all satellite link parameters including signal strength, delay, frequency, beacons and Doppler shift through a laptop-based user interface. Users connect to the RF Head and CEP via wired or wireless Ethernet from the system’s user control panel application or through a web interface. Ideally suited for test range applications, the SES transmits and receives terminal signals at ranges up to 12 km from the RF head. User adjustable signal gain and wide beam width antennae facilitate SES operations with a variety of fixed and mobile satellite terminal types over a large volume test range.

A complete SES configuration consists of a three subsystems: a weatherized, tower-mounted RF Head that houses the antennas, up/down converters, and amplifiers; a CEP consisting of a 19 inch, 1 Rack Unit (RU) Digital Signal Processor capable of simultaneously operating on two 70MHz signals; and a second 1RU assembly that provides L-Band to 70 MHz up/down conversion and signal switching. The RF assembly can be populated with L, C, X, Ku and Ka band modules that are individually packaged. Customers may specify any combination of these 5 frequency bands at the time an order is placed or purchase additional frequency bands at any time and add/replace them in the field to meet evolving simulation scenario requirements.

MDA to provide further advanced technology solutions for continued use of the International Space Station

WASHINGTON, May 13 (Reuters) - Two U.S. House Armed Services subcommittees voted on Thursday to preserve an alternate engine being developed by General Electric Co (GE.N) and Rolls-Royce Group Plc (RR.L) for the multinational F-35 fighter aircraft program.

The Defense Department has tried to kill the interchangeable engine for four years on the ground it can ill-afford to finish building it.

Congress has sought to prevent a monopoly in the projected $100 billion F-35 engine market by Pratt & Whitney, a United Technologies Corp (UTX.N) unit that builds the engine now powering the fighter in early stages of production.

Defense Secretary Robert Gates repeated on Saturday he would strongly recommend a presidential veto of any measure that funded the second engine. He has described it as a waste that would undercut Lockheed Martin Corp's (LMT.N) F-35, the backbone of future U.S. tactical aviation and the world's costliest military acquisition at more than $300 billion.

The Air-Land and Seapower subcommittees, defying the veto threat, voted to add $485 million for the second engine in the fiscal year starting Oct. 1.

The Pentagon, in response, said it would carefully examine the panels' recommendations, which are subject to a scheduled May 19 vote by the full committee, and explain why it deems them "not in the interest of our military and the taxpayers."

"Ultimately, Secretary Gates stands ready to recommend a veto should the final legislation contain any money for the extra engine," Geoff Morrell, the Pentagon press secretary, said in an email.

Rick Kennedy, a GE spokesman, said the $485 million in question would let the development proceed "full bore" toward a first flight sometime next year. He said the second engine was about 75 percent through its development. (Reporting by Jim Wolf; editing by Andre Grenon)

Two U.S. House Armed Services Subcommittees Vote to Preserve JSF Engine Competition

WASHINGTON--(BUSINESS WIRE)--The U.S. House Armed Services Seapower and Air-Land Forces subcommittees today each marked up the National Defense Authorization Bill for Fiscal Year 2011 (H.R. 5136). Recognizing that the competition created by dual-sourced engines for the Joint Strike Fighter (JSF) drives cost savings and reduces operational risk, both subcommittees voted to authorize $485 million in continued funding of the GE/Rolls-Royce F136 engine for the JSF.

“The committee has believed that competition in the F-35 engine program helps ensure against the operational risk of up to 95 percent of the entire U.S. tactical fighter fleet being grounded due to an engine problem,” said Air-Land Subcommittee Chairman Adam Smith (D-WA) at today’s markup.

This latest milestone follows a long tradition of bi-partisan Congressional support for the GE/RR F136 engine. Congress has funded the engine for 14 years in order to preserve competition on the largest weapons procurement program in history. Competing engines have been an integral component of the JSF program from its inception, and competitive behavior is proven to control costs: Government Accountability Office estimates have predicted that competition between the two F-35 engine makers could lead to long-term savings of up to 20 percent for the $100 billion engine program.

“Competition has been demonstrated to help limit cost growth in acquisition programs, including as the first alternate engine program did for the F-15, F-16 and F-14. And competition has also been demonstrated to motivate contractor responsiveness, technical innovation, and improve engine maintainability, reliability, and durability,” said Smith.

The F136 development program is more than 70 percent complete and scheduled for flight testing next year.

“Today, the competitive environment created by having dual-sourced engines for the Joint Strike Fighter is estimated to save $1 billion during the next five years, and $20 billion over the life of the program," said David Joyce, president and CEO of GE Aviation. “We are gratified that members of the subcommittees strongly recognize that competition is the best cost control mechanism for the largest defense program in U.S. history.”

Karzai's red-carpet treatment will seal the Obama administration's abandonment of a publicly tough approach to the Afghan leader, widely believed to have backfired and made Karzai more resistant to U.S. pressure.

Talks with Obama, the centerpiece of Karzai's four-day visit, follow meetings with other top U.S. officials to patch over differences at a pivotal time in the nearly nine-year-old war in Afghanistan.

Washington criticized Karzai openly in recent months for tolerating government corruption and the Afghan leader lashed back with a series of anti-Western diatribes.

While U.S. concerns about corruption have not vanished, Obama's administration is now making a concerted effort to handle such matters in private and treat Karzai with more respect in public. Washington is mindful that alienating Karzai would risk the support they need from Afghans to make the U.S. war strategy work.

Karzai's visit comes as the U.S. military gears up to complete a troop buildup in Afghanistan in a bid to beat back a resurgent Taliban, stabilize the country and then fulfill Obama's pledge to start bringing troops home in July 2011.

Seeking to ease Karzai's worries about the withdrawal timetable, Obama will reinforce his aides' promise of a long-term U.S. commitment to Afghanistan.

"As we look toward a responsible, orderly transition in the international combat mission in Afghanistan, we will not abandon the Afghan people," Secretary of State Hillary Clinton told Karzai on Tuesday.

But many Afghans are bound to be skeptical, recalling how the United States turned its back on them following the Soviet pullout from Afghanistan in 1989.

U.S. WARY OF TALIBAN RECONCILIATION

Obama, meanwhile, will be looking for reassurance from Karzai that an emerging effort toward reconciliation with the Taliban will be done in consultation with Washington to avoid compromising the war effort.

The U.S. administration remains wary of overtures to the former Taliban rulers, who were toppled in a U.S.-led invasion after harboring the al Qaeda leadership responsible for the Sept. 11 attacks on the United States in 2001.

As he seeks to rebuild trust with Karzai, Obama's challenge will be to forge a closer personal relationship. He broke with the chummier style of his predecessor, George W. Bush, and opted for an arms-length approach.

The contrast was on full display last May when Karzai had to share the White House spotlight with his Pakistani counterpart, Asif Ali Zardari, and again in March when Obama paid a brief, subdued visit to Kabul to lecture Karzai on corruption.

Karzai's second visit to the Obama White House is expected to be a markedly different story.

Obama will host Karzai for much of the day, including a joint news conference at the White House, an honor reserved for the most trusted U.S. allies.

While there will be public handshakes and smiles, Obama's aides said he would make clear to Karzai behind closed doors that more needs to be done to tackle corruption. Anticipating the pressure, Karzai said on Tuesday his government would do its part to "build its institutions."

Karzai's recent outbursts were seen as calculated in part to show the Afghan public he is no U.S. puppet. He is expected to press Obama on civilian casualties which have undermined public trust in foreign forces in Afghanistan.

Obama will also be playing to a domestic audience, a public weary of what was supposed to be a "good war" compared to the more unpopular conflict in Iraq.

The Democratic president wants to keep Afghanistan from becoming another drag on his party in pivotal congressional elections in November.
