Aiming to achieve the highest speed ever recorded for a helicopter, the X2 Technology demonstrator combines an integrated suite of technologies intended to advance the state-of-the-art, counter-rotating coaxial rotor helicopter. It is designed to demonstrate a helicopter can cruise comfortably at 250 knots while retaining such desirable attributes as excellent low speed handling, efficient hovering, and a seamless and simple transition to high speed.
The X2 Technology program, based at the Sikorsky Development Flight Center in Florida, to date has achieved a maximum test flight speed of 106 knots.
The X2 Technology program began in 2005 when Sikorsky first committed resources and full funding for the program's development.

MINNEAPOLIS, Oct. 9 /PRNewswire-FirstCall/ -- Alliant Techsystems (NYSE: ATK - News) played a key role in the successful launch of a United Launch Alliance Delta II rocket for The Boeing Company today from Space Launch Complex 2W at Vandenberg Air Force Base, Calif., carrying DigitalGlobe's WorldView-2 commercial satellite.
Nine ATK GEM-40 solid propulsion strap-on boosters provided augmented thrust for the launch. Six of the boosters ignited at lift-off with the first-stage main engine and provided over 824,000 pounds maximum thrust for the launch vehicle. Just over one minute later, the remaining three boosters ignited to provide an additional 427,000 pounds maximum thrust. The spent motors were then jettisoned from the rocket as it continued its ascent.
ATK manufactured the GEM-40 motors at its facility in Magna, Utah, continuing a tradition of flight support for Delta II missions that began in 1990. The composite cases for the GEM-40 boosters were produced at ATK's Clearfield, Utah, facility and are made of graphite epoxy material using an automated filament winding process the company developed and refined through its 50-year heritage in composite manufacturing.
The 10-foot diameter composite payload fairing, encapsulating the payload, was fabricated by ATK's Iuka, Mississippi facility. The fairing was produced using advanced composite hand layup manufacturing, machining, and inspection techniques. This was the 18th ATK-built fairing flown on a Delta II mission.
In addition to hardware on the launch vehicle, ATK provided hardware for the satellite. ATK's facility in Commerce, Calif., supplied an off-the-shelf 40-inch diameter propellant tank to Ball Aerospace for the WorldView-2 program. The propellant tank contains an elastomeric diaphragm which will provide active propellant management throughout the mission.
WorldView-2 is the first high-resolution, 8-band multispectral satellite commercially available. Along with the four typical multispectral bands - blue, green, red and near infrared - WorldView-2 is introducing the following new color bands for enhanced multispectral analysis: red edge, coastal, yellow and near infrared 2. Operating at an altitude of 770 kilometers, WorldView-2 will provide half-meter panchromatic resolution and 1.8-meter multispectral resolution. WorldView-2 will have an average revisit time of 1.1 days and will be capable of collection up to 975,000 square kilometers (376,000 square miles) per day, doubling the DigitalGlobe collection capacity.

Northrop Grumman-built LCROSS Satellite Impacts Moon

Aerojet's Engine Powers Delta II Second Stage for DigitalGlobe's WorldView-2 Satellite Mission Launch

Under contract to the United Launch Alliance, Aerojet provides the Delta II rocket's liquid second stage engine. BAE Systems Receives $13 Million U.S. Army AMCOM Contract For Up-Armored HIMARS Cabs

HOUSTON--(BUSINESS WIRE)--BAE Systems announced today the award of a $13.97 million contract from the Army Aviation and Missile Life Cycle Management Command (AMCOM), to manufacture 64 Increased Crew Protection (ICP) cab upgrade kits for the High Mobility Artillery Rocket System (HIMARS). The contract also includes 65 cab up-armor appliqué kits and spares.
The ICP cabs and appliqué kits will replace unarmored cabs on Army and U.S. Marine Corps HIMARS vehicles, and they will be produced and completed in Sealy, Texas by October 2010. It is based on the combat proven Family of Medium Tactical Vehicles (FMTV) built by BAE Systems. Serving as the common manufacturer for the FMTV and HIMARS system chassis, BAE Systems offers the Army and Marine Corps the ability to apply technology, parts commonality and lessons learned across the two platforms.

European groups fear derivatives clampdown-FT

LONDON, Oct 7 (Reuters) - Some of Europe's biggest industrial companies may need to raise tens of billions of euros because of a proposed regulatory crackdown on "over-the-counter" derivatives, The Financial Times reported on Wednesday.
E.ON (EONGn.DE), Europe's largest utility group, said it could have to raise about 7.5 billion euros ($11.05 billion) in new credit lines or extra cash reserves if proposals from the European Commission were passed, the FT reported.
"It will have a big impact ... We were very surprised by the proposals, as using derivatives is just a normal part of hedging business risk," Verena Volpert, head of finance at Eon, told the FT.
The FT also said Siemens (SIEGn.DE) would need more than 1 billion euros in new credit lines or cash.
Regulators in the United States and Brussels are insisting that OTC derivatives be shifted to formal exchanges and processed through clearing houses. Non-financial companies fear this would oblige them to set aside extra cash to guarantee those trades, the FT said.

Boeing eyes defense, commercial uses for trailers

WASHINGTON, Oct 6 (Reuters) - Boeing Co (BA.N), looking to win more business as the U.S. Defense Department seeks to bolster support to soldiers, said on Tuesday that it sees many applications for a family of advanced trailers it has developed that can be used to retrieve damaged military vehicles from hostile environments.
The trailers, which are in the testing phase, can evacuate and recover hard-to-move vehicles that weigh as much as 80,000 pounds, and will roll on rough terrain. The system uses hydraulic lifts and winches to pull vehicles onto a trailer bed so they can be taken to a safe location for repairs.
The trailers, which can be tilted, lowered or raised, can also be used to transport military cargo.
Boeing said the trailers can curb the amount of equipment, number of people and time it takes to recover a damaged armored truck.
The aerospace and defense company said it has been awarded a contract to build two of the trailers under the Joint Capability Technology Demonstration (JCTD) program, a U.S. initiative that speeds the development and delivery of certain military capabilities. The contract is expected to be announced this week.
"Once it gets through the testing, we think there's literally a market for thousands of these types of vehicles," Daniel Afflick, director of ground forces support solutions for Boeing, told a briefing at the Association of the U.S. Army conference in Washington.
"I don't have to tell you that the ground customers especially are skeptical of a solution has not been proven," he added.
In June, Boeing said it won a $5.2 million contract to cover testing and certification from the U.S. Marine Corps to build four of these trailer systems that can retrieve Mine Resistant Ambush Protected (MRAP) vehicles, armored trucks that are being used by troops in Iraq and Afghanistan.
Afflick said the trailers also had commercial uses, in industries such as logging and mining.
"We're looking at customer applications in a lot of different areas," he said.

US Navy vows focus on quality ships, affordability

WASHINGTON, Oct 6 (Reuters) - The Navy, buffeted by years of cost overruns and delays in shipbuilding, on Tuesday said it was implementing a host of measures to address past problems and deliver quality ships at affordable prices going forward.
"Our job is to drive the cost of these ships down as much as possible," Rear Admiral William Landay, the Navy's program executive officer for ships, told reporters.
Navy Secretary Ray Mabus and Chief of Naval Operations Gary Roughead had been "very adamant" about the need to make ships and everything else the Navy does more affordable, he said.
Landay outlined a series of measures aimed at getting a grip on costs, including keeping tighter control of military requirements, and evaluating early on whether moves to scale back requirements slightly could lead to big cost benefits.
Landay is managing construction of 20 major surface ships and more than 190 small boats and other watercraft for U.S. agencies and allied nations, and projects for work on 25 to 30 additional major ships over the next five years.
The bulk of the work is done at a few large shipyards, but about 25 shipyards work with the Navy in total. The biggest Navy partners are General Dynamics Corp (GD.N), Northrop Grumman Corp (NOC.N) and Lockheed Martin Corp (LMT.N).
Landay said the changes had emerged over the past year, and were less the result of one key trigger than the growing realization of many officials that management of Navy shipbuilding programs needed better oversight.
In addition to boosting his staff by 25 percent or 67 people, the Navy was also using more fixed price deals which shifted responsibility for any cost overruns to contractors.
The Navy was also putting more emphasis on reducing technological risk in programs and ensuring that its ship designs were more mature before construction began, he said.
"We have drawn a line in the sand with ourselves and said we are not going to start ship construction until the designs are very mature," Landay told reporters.
The Navy was also getting more active in its management of contractors, focusing more on the efficiency of production, work flows at the shipyards, increased automation, reduced manning, efficient energy usage and other factors.
"In the past, we've often times been too passive. Now we're trying to be far more aggressive," he said, noting that the emphasis was shifting to managing and evaluating the performance of the companies, not their individual programs.
Landay said the Navy revamped its acquisition plans for Littoral Combat Ships built by Lockheed and General Dynamics after realizing that proceeding with two different designs would not allow the Navy to meet a congressional cost cap of $460 million in fiscal 2010, as required.
He said the first Lockheed LCS ship cost about $637 million and the first General Dynamics ship would likely come in around $704 million when it was delivered by the end of the year.
Landay said the Navy expected to release the cost of the third and fourth ships, which are on fixed-rate contracts, within two to three weeks, now that it had switched plans on how to proceed with the next ships in the class.

WASHINGTON, Oct 6 (Reuters) - U.S. House and Senate negotiators defied a White House veto threat and agreed on Tuesday to include $560 million in the fiscal 2010 defense authorization bill for an alternate F-35 engine, several sources familiar with the talks told Reuters.
President Barack Obama and Defense Secretary Robert Gates have repeatedly said they oppose funding for the second F-35 engine, which is being built by General Electric Co (GE.N) and Britain's Rolls-Royce Group Plc (RR.L) given mounting pressures on the U.S. defense budget. But administration officials issued more cautious statements on Tuesday, which several sources said signalled that the White House was easing off its veto threat.
"If the final bill this year once again calls for further investment in a second engine, the department will carefully evaluate the impact of that before making a recommendation to the president about whether or not to veto the legislation," said Pentagon spokesman Geoff Morrell. "We need to see the whole bill," said Kenneth Baer, press secretary for the White House budget office. The White House had said Obama's advisers would recommend a veto if the final bill would "seriously disrupt" the F-35
program, but that phrase left officials some "wiggle room," said one congressional aide, who asked not to be identified. Morrell's response to the move was "pretty qualified," said a second congressional aide, noting that this case clearly differed from the F-22 fighter, which lawmakers agreed to halt after a direct and forceful veto threat from the president.
"People just weren't willing to fall on their swords for this one," said the second aide. Congress has funded work on the second engine for 13 years, eager to support high-paying jobs and maintain competition in a weapons program that is valued at over $100 billion over time. If Congress prevails in funding the engine this year, it would be the fourth straight year that it has overriddenefforts by the Pentagon to scrap the program.
Funding for the second engine was in addition to the program budget, and did not reduce the Pentagon's $6 billion request to buy 30 F-35 fighters, said two sources, who were not authorized to speak on the record. The conferees were due to meet again on Wednesday to finalize the compromise bill, which authorizes Pentagon programs, followed by a vote in the full House on Thursday.
Separately, the Senate approved a separate measure that actually funds Pentagon programs. The Senate's fiscal 2010 appropriations bill included no funding for the second engine program, but Senator Daniel Inouye, who heads the Senate Appropriations Committee, favors
funding the engine, which means the compromise version of that bill is likely to include some money for it as well.
Lockheed Martin Corp (LMT.N) builds the F-35 fighter. Pratt & Whitney, a unit of United Technologies Corp (UTX.N), which builds the airplane's main engine, has lobbied hard to shore up support for proceeding with just one engine for the fighter. Pratt spokesman Jay DeFrank said the bill was not yet done,and the administration's reaction could still affect its final outcome. GE spokesman Rick Kennedy said the GE-Rolls team had not been formally notified of what the congressional negotiators decided, but funding for the competing F-35 engine would be "a victory for acquisition reform."
Proponents of the second engine, which Congress first began more than a decade ago, argue that competition is imperative in a program involving over 3,000 engines. They say the Pentagon's own studies conclude it would save $2.2 billion over time by keeping both engine teams on their toes. The initial House version of the fiscal 2010 defense authorization bill included $603 million in funding for the alternate engine, while the Senate included none.
Morrell last week said the department was also concerned about ensuring that Congress did not cut the number of airplanes in the program or shift development funds, whichcould increase the cost of the program in the longer term.
