NAVY

Moog Inc., Space and Defense Group, East Aurora, New York, is being awarded a $30,662,608 indefinite-delivery/indefinite-quantity contract for aircraft-mounted gun actuation systems and related engineering and repair services.  This acquisition will procure the motion-control solution for aircraft-mounted guns via actuators, actuator controllers, and related components.  Also required are repair services for fielded systems; engineering and technical support services for design changes/improvements; platform interoperability evaluation and engineering; and installation- and testing-related travel.  Work will be performed in East Aurora, New York, and is expected to be completed by September 2020.  Fiscal 2015 procurement (defense agencies) funding in the amount of $3,966,159 will be obligated at time of award.  Contract funds will not expire at the end of the current fiscal year.  This contract was not competitively procured, 10 U.S. Code 2304(c)(1) - only one responsible source and no other supplies or services will satisfy agency requirements.  The Naval Surface Warfare Center, Dahlgren Division, Virginia, is the contracting activity (N00178-15-D-1011).

Bristol Engineering Service Corp.,* Anchorage, Alaska, is being awarded a $14,982,443 firm-fixed-price contract for construction of a Type A high bay corrosion control hanger at Marine Corps Air Station Cherry Point.  The hangar will have an access apron to support local implementation of the integrated maintenance concept/plan for H-1 and MV-22 series aircraft.  Construction includes augured pile supported foundation and a passive vapor barrier system; steel framing; combination concrete masonry unit and metal siding on the hangar exterior walls; exterior and interior walls for the attached support spaces; energy efficient windows and doors; leaf type swinging hangar doors; Energy Star cool roofing system over rigid insulation supported by a steel deck, joist and trusses; and augured pile and grade beam deep foundation.  The hangar bay floor shall be slab on grade with embedded grounding grid and embedded evacuation trench system.  The facility provides two "dirty" high bays dedicated to aircraft paint preparation, support spaces, hazardous material storage space, non-hazardous material storage, locker rooms and head facilities, administrative areas, and equipment storage areas.  Work will be performed in Havelock, North Carolina, and is expected to be completed by March 2017.  Fiscal 2011 and 2014 military construction (Navy) contract funds in the amount of $14,982,443 are being obligated on this award and will not expire at the end of the current fiscal year.  This contract was competitively procured via the Navy Electronic Commerce Online website,with five proposals received.  The Naval Facilities Engineering Command, Mid-Atlantic, Norfolk, Virginia, is the contracting activity (N40085-15-C-0320).

Camber Corp., Huntsville, Alabama, is being awarded an $8,362,254 cost-plus-fixed-fee contract for an effort titled Integration Training Solutions for Anti-Access/Area Denial Threat Environment.  The objective of this contract is to advance, through the conduct of a series of advanced technical demonstrations utilizing Fleet Integrated Synthetic Training and Testing Facility, anti-access/area denial simulation solutions for the Navy Continuous Training Environment (NCTE) with a specific focus on:  Defense against Fast Attack Craft – Fast Inshore Attack Craft swarm threats, countering maritime mines, cyber/electronic warfare, and denial or disruption of the electromagnetic spectrum.  This includes, but not limited to:  the development of new or enhanced sensors models, the advancement of NCTE standards, and the identification and institutionalization of objective-based metrics and de-brief collection into existing Navy training programs.  Work will be performed in Tampa, Florida (34 percent); San Diego, California (14 percent); Honolulu, Hawaii (14 percent); Orlando, Florida (13 percent); Virginia Beach, Virginia (13 percent); and Huntsville, Alabama (12  percent), and is expected to be completed by April 30, 2019.  Fiscal 2015 research, development, test and evaluation funds in the amount of $370,000 are being obligated at the time of award.  No funds will expire at the end of the current fiscal year.  The contract was competitively procured under the Office of Naval Research long range broad agency announcement (BAA) 15-001, dated Sept. 29, 2014.  Since proposals will be received throughout the year under the long range BAA, the number of proposals received in response to the solicitation is unknown.  The Office of Naval Research, Arlington, Virginia, is the contracting activity (N00014-15-C-5017).

DEFENSE ADVANCED RESEARCH PROJECTS AGENCY

Battelle Memorial Institute, Columbus, Ohio, has been awarded a $7,930,827 cost-plus-fixed-fee modification (P00022) to exercise the third option of previously awarded HR0011-13-C-0023. The third option serves as Phase 4 of the Dialysis-Like Therapeutics - Integration program. The modification brings the total cumulative face value of the contract to $23,451,842 from $15,521,015. Work will be performed in Columbus, Ohio, with an expected completion date of February 2017. Fiscal 2015 research, development, test and evaluation funds in the amount of $7,930,827 are being obligated at time of award. (NSI News Source Info) TORONTO, Canada - August 18, 2015: The United States said Tuesday it has launched the biggest allied airborne drills in Europe since the Cold War ended, as fighting involving pro-Russian separatists escalated in eastern Ukraine.

Nearly 5,000 soldiers from 11 NATO allies are taking part in four weeks of "simultaneous multinational airborne operations" across Germany, Italy, Bulgaria and Romania that began in Saturday, the US Army said in a statement.

"Swift Response 15 is the largest Allied airborne training event on the continent since the end of the Cold War," according to the statement from the US Army in Grafenwohr in southern Germany.

It is designed to help allied "high-readiness forces" act as one and "demonstrate the alliance's capacity to rapidly deploy and operate in support of maintaining a strong and secure Europe," it said.

The statement made no reference to the crisis in Ukraine where government troops have been fighting pro-Russian separatists since April last year, which has claimed the lives of nearly 7,000 people.

While the conflict eased after a truce in February, fighting has escalated in recent days.

The fighting has stirred the highest tensions since the Cold War ended more than two decades ago as the West accuses Russia of not only arming the rebels but sending in troops to support them. Moscow denies the charges.

NATO, a 28-country alliance led by the United States, last week defended the number of military exercises it has staged as a response to "growing Russian aggression" and refuted suggestions that they were helping make war in Europe more likely.

The US Army said the highlight of the drills will take place on Aug. 26 when allied warplanes will drop more than 1,000 paratroopers and equipment the to Hohenfels training area in Germany.

A similar drill will also take place the same day at the Novo Selo training area in Bulgaria, a former Soviet ally.

Participating in the exercises until Sept. 13 are more than 4,800 soldiers from Bulgaria, France, Germany, Greece, Italy, the Netherlands, Poland, Portugal, Spain, Britain and the United States.

It said the exercise marks the first time the US 82nd Airborne Division has operated in Europe since supporting NATO operations in Kosovo in 1999.

Harper Construction Company Inc., San Diego, California, is being awarded $18,106,594 for firm-fixed-price task order 0006 under a previously awarded multiple award construction contract (N62473-10-D-5406) for construction of the Special Operations Forces Tactical Ground Mobility Training and Maintenance Facility at Naval Air Station, Fallon.  The project includes infrastructure and facility improvement to support on-going military training.  The project also includes development within the existing naval air station’s uninhabited areas.  Infrastructure improvements would consist of construction activities and utility upgrades.  Functional spaces will include training classrooms, vehicle training bays, vehicle maintenance bays, shops, exam, administration, weapons cleaning, gear lockers, fitness center, break area, and armory.  The task order also contains 10 unexercised options and one planned modification, which if exercised would increase cumulative task order value to $21,724,344.  Work will be performed in Fallon, Nevada, and is expected to be completed by February 2017.  Fiscal 2015 military construction (Defense) contract funds in the amount of $18,106,594 are obligated on this award and will not expire at the end of the current fiscal year.  Six proposals were received for this task order.  The Naval Facilities Engineering Command, Southwest, San Diego, California, is the contracting activity.

The Whiting-Turner Contracting Co., Baltimore, Maryland, is being awarded $16,837,876 for firm-fixed-price task order 0013 under a previously awarded multiple award construction contract (N40085-10-D-5330) for Gate 6 Entry Control Point (ECP) relocation at Naval Station Norfolk.   The work to be performed relocates the Gate 6 ECP facilities and adjacent roadways including utilities and infrastructure.  This is necessary to reconfigure gate access in preparation of the re-routing of Interstate 564.  This will also incorporate tying the existing roadway signals and infrastructure into the new ECP.  The task order also contains two unexercised options, which if exercised would increase cumulative task order value to $19,154,846.  Work will be performed in Norfolk, Virginia, and is expected to be completed by January 2017.  Fiscal 2013 military construction (Navy) contract funds in the amount of $16,837,876 are being obligated on this award and will not expire at the end of the current fiscal year.  Two proposals were received for this task order.  The Naval Facilities Engineering Command, Mid-Atlantic, Norfolk, Virginia, is the contracting activity.

DEFENSE LOGISTICS AGENCY

Delta Fuel Co. Inc,* Ferriday, Louisiana, has been awarded a maximum $9,980,568 modification (P00001) for a four-year base contract (SP0600-15-D-0358) adding additional points of delivery for marine gas oil. This is a fixed-price with economic-price-adjustment contract. Locations of performance are Louisiana, Mississippi and Tennessee, with an April 30, 2019, performance completion date. DEFENSE ADVANCED RESEARCH PROJECTS AGENCY

Sikorsky Aircraft Corp., Stratford, Connecticut, has been awarded a $9,787,539 agreement modification (P00002) to exercise the Phase II option of previously awarded other transaction HR0011-15-9-0004 for the Aircrew Labor In-Cockpit Automation System (ALIAS) program. Phase II will involve ALIAS requirements update and concept evolution, ALIAS ACES V2.0 technology development and verification, ALIAS system integration, and Phase II capability demonstrations. During Phase II, Sikorsky will conduct UH-60L based flight demonstration of the Autonomous Crew Enhancement System (ACES) cargo-resupply mission and full demonstration of ACES system on a representative fixed-wing aircraft. The primary objectives of the Phase II option effort are to enhance and mature the Phase I system to support flight tests, enhance the usability and robustness of the human interface, and demonstrate system portability on the ground, including demonstration of the knowledge acquisition approach. The addition of the ALIAS Phase II program brings the total cumulative face value of the agreement from $8,066,058 to $22,746,633. Total Sikorsky cost share is $7,581,453 and the total estimated government funding of the agreement is $15,165,180. Fiscal 2015 research, development, test and evaluation funds in the amount of $9,787,539 are being obligated at time of award. Work will be performed in Stratford, Connecticut (61 percent); Pittsburgh, Pennsylvania (10 percent); East Hartford, Connecticut (18 percent); and Alpharetta, Georgia (11 percent), with an estimated completion date of January 2017. Methuen Construction Co., Inc., Salem, New Hampshire, is being awarded a $29,443,899 firm-fixed-price contract for structural shops consolidation at Portsmouth Naval Shipyard.  The work to be performed provides for a new addition in the center of Building 76 and will include shop space, personnel support areas, and storage.  Facility and infrastructure renovations for buildings 75 and 76 will meet industrial shop equipment requirements and bring facilities up to current building codes.  Renovations will include upgrades to the following systems: electrical (e.g., power, grounding, etc.); mechanical (e.g., ventilation, dust collection, etc.); plumbing (e.g., compressed air, gases, water, etc.); and fire protection and life safety (e.g., fire separation, sprinklers, and storage and venting of hazardous materials, etc.).  Work will be performed in Kittery Maine, and is expected to be completed by January 2018.  Fiscal 2011 and 2014 military construction (Navy), and fiscal 2015 direct site contract funds in the amount of $29,443,899 are being obligated on this award and will not expire at the end of the current fiscal year.  This contract was competitively procured via the Navy Electronic Commerce Online website with four proposals received.  The Naval Facilities Engineering Command, Mid-Atlantic, Norfolk, Virginia, is the contracting activity (N40085-15-C-8746).

GE Aviation, Cincinnati, Ohio, is being awarded a $13,085,000 firm-fixed-price contract for three LM2500 engine overhauls.  The engine overhaul services are for up to six LM2500 engines. Three engines will be included in the basic award, and the remaining three engines will be three options, one of which will be exercised concurrent with award. All overhaul work performed shall be in accordance with Navy LM2500 depot-level technical manuals.  This contract includes options which, if exercised, would bring the cumulative value of this contract to $19,705,000.  Work will be completed in Brindisi, Italy, and is expected to be completed by August 2016.  Fiscal 2015 operations and maintenance (Navy) funding in the amount of $13,085,000 will be obligated at time of award. Contract funds will expire at the end of the current fiscal year.  This contract was competitively procured amongst limited sources in accordance with Federal Acquisition Regulation 6.302-2 and 10 U.S. Code 2304 (C)(2);  three proposals were solicited and three offers were received via U.S. mail.  The Naval Surface Warfare Center, Carderock Division, Ship System Engineering Station, Philadelphia, Pennsylvania, is the contracting activity (N65540-15-C-5015).

The Whiting-Turner Contracting Co., Baltimore, Maryland, is being awarded $9,128,684 for firm-fixed-price task order 0012 under a previously awarded multiple award construction contract (N40085-10-D-5330) for construction of an intelligence operations expansion complex at Marine Corps Base, Camp Lejeune.  The work to be performed provides for the construction of an administration facility and miscellaneous supporting structures, utilities, and infrastructure.  The facility will be divided into two connected areas: headquarters and intelligence/operations (Intel/Ops).  The headquarters portion of the building consists of a single-story steel framed building with brick veneer over metal studs, and standing seam metal roof.  The Intel/Ops portion will be a one-story pre-engineered metal building.  Work will be performed in Jacksonville, North Carolina, and is expected to be completed by March 2017.  Fiscal 2015 military construction (Defense) contract funds in the amount of $9,128,684 are being obligated on this award and will not expire at the end of the current fiscal year.  This contract was competitively procured via the Navy Electronic Commerce Online website, with four proposals received.  The Naval Facilities Engineering Command, Mid-Atlantic, Norfolk, Virginia, is the contracting activity. 

SRI International, Menlo Park, California, is being awarded an $8,520,257 cost-plus-fixed-fee contract to provide research and development services for the Defense Advanced Research Projects Agency.  Support includes innovative research proposals in the areas of data privacy and privacy science to provide tools to capture, test and evaluate technologies.  Work will be performed in Menlo Park, California, and is expected to be completed Feb. 16, 2020.  Fiscal 2015 research, development, test and evaluation funds in the amount of $959,000 will be obligated at the time of award.  Contract funds will not expire at the end of the current fiscal year.  This contract was competitively procured via the Federal Business Opportunities website, with 89 proposals received.  The Space and Naval Warfare Systems Center Pacific, San Diego, California, is the contracting activity (N66001-15-C-4071).

ARMY

Northrop Grumman Systems Corp., McLean, Virginia, was awarded a $13,586,965 modification (0002) to contract W91RUS-14-D-0002 for non-personal information technology for the Army Regional Cyber Center-Europe, 5th Signal Command (Theater), with an estimated completion date of July 18, 2016.  Fiscal 2015 operations and maintenance (Army) funds in the amount of $6,508,863 were obligated at the time of the award.  Army Contracting Command, Ft. Huachuca, Arizona, is the contracting activity.

AIR FORCE

Thales-Raytheon Systems Co. LLC, Fullerton, California, has been awarded a $12,481,823 modification (P00031) to the previous award (FA8722-10-C-0001) for Battle Control System Sustainment. Contractor will provide for the replacement and integration of the Technical Data Link Interface Device within the Battle Control System. Work will be performed at Fullerton, California, and is expected to be complete by May 17, 2018. Fiscal 2013 and 2014 Air Force other procurement funds in the amount of $12,481,823 are being obligated at the time of award. Air Force Lifecycle Management Center, Hanscom Air Force Base, Massachusetts, is the contracting activity.

(NSI News Source Info) TORONTO, Canada - June 4, 2015: Prime Minister Narendra Modi's image featured in top 10 criminals of the world in Google search engine on Wednesday. Though the internet giant issued a statement, apologising for 'any confusion or misunderstanding', but the image continued to appear in the search till late in the night.

"These results trouble us and are not reflective of the opinions of Google. Sometimes, the way images are described on the internet can yield surprising results to specific queries. We apologise for any confusion or misunderstanding this has caused. We're continually working to improve our algorithms to prevent unexpected results like this," a Google spokesperson said in a statement.

Google said that results to the query "top 10 criminals in india" was due to a British daily which had an image of Modi and erroneous metadata.

It said that in this case, the image search results were drawn from multiple news articles with images of Modi, covering the prime minister's statements with regard to politicians with criminal backgrounds, but added that the news articles do not link Modi to criminal activity, and the words just appeared in close proximity to each other.

PM Modi's image appeared along with those of underworld don Dawood Ibrahim, slain al-Qaeda chief Osama bin Laden, Hafiz Sayeed, and Ayman al-Zawahiri among others.
