Defense Engineering Inc.,* Alexandria, Virginia, was awarded a $13,311,844 modification (P00006) to firm-fixed-price contract W52P1J-14-F-3003 for enterprise data storage services in support of the U.S. Army Information Technology Agency.  Fiscal 2015 operations and maintenance (Army) funds in the amount of $13,311,844 were obligated at the time of the award.  Estimated completion date is Feb. 29, 2016.  Work will be performed in Washington, District of Columbia. Manson Construction Co., Seattle, Washington, was awarded a $10,925,000 firm-fixed-price contract, with options, for hopper dredging of Grays Harbor, Washington State; main ship channel, San Francisco, California, and the mouth of the Columbia River and the Columbia River in Oregon and Washington, with an estimated completion date of Oct. 15, 2015.  Bids were solicited via the Internet with two received.  Fiscal 2015 operations and maintenance (Army) funds in the amount of $10,925,000 are being obligated at the time of the award.  U.S. Army Corps of Engineers, Portland District, Portland, Oregon, is the contracting activity (W9127N-15-C-0006). Great Lakes Dredge & Dock Co., Oak Brook, Illinois was awarded a $7,428,600 firm-fixed-price contract with options for Southwest Pass maintenance dredging, non-continuous Mile 6.0 AHP to Mile19.5 BHP, on the Mississippi River from Baton Rouge to the Gulf of Mexico.  Work will be performed on the Mississippi River SWP Area and possibly in other areas of the New Orleans District with an estimated completion date of Aug. 20, 2015.  Bids were solicited via the internet with two received.  Fiscal 2015 other procurement funds in the amount of $7,428,600 are being obligated at the time of the award.  Army Corps of Engineers, New Orleans, Louisiana, is the contracting activity (W912P8-15-C-0012).
LimnoTech,* Ann Arbor, Michigan, was awarded a $7,400,000 cost-plus-fixed-fee contract for the development and application of predictive mathematical models to solve complex environmental challenges through multidisciplinary integration of science and engineering. Outcomes of this research are to help explain the ecological process issues that reduce the contamination of waterways and ground water to protect the environment, fish and wildlife.  Funding and work location will be determined with each order, with an estimated completion date of Feb. 17, 2020.  Bids were solicited via the Internet with three received.  U.S. Army Corps of Engineers, Vicksburg Consolidated Contracting Office, Vicksburg, Mississippi, is the contracting activity (W912HZ-15-D-0002).

AIR FORCE
Strategic Professional Resources, Inc., Papillion, Nebraska, has been awarded a $75,220,169 firm-fixed price contract for non-personal advisory and assistance services. Contractor will provide USSTRATCOM with program management, engineering and acquisition support. Work will be performed at Offutt Air Force Base, Nebraska, and is expected to be completed by Feb. 17, 2020. This award is the result of a small business set aside competitive acquisition; two proposals were received. Fiscal 2015 operations and maintenance funds in the amount of $412,192 are being obligated at the time of award. Bering Straits Logistics Services, Anchorage, Alaska, has been awarded a $73,299,893 firm-fixed-price type contract for material support integrator services. Contractor will maintain comprehensive inventory management systems to include common use items. Work will be performed at Tinker Air Force Base, Oklahoma, and is expected to be completed by Feb. 18, 2020.  This award is the result of a competitive acquisition; three offers were received but only two were eligible for award. Fiscal 2015 depot maintenance activity group funds in the amount of $12,909,786 are being obligated at the time of award. Air Force Sustainment Center, Tinker Air Force Base, Oklahoma, is the contracting activity (FA8125-15 -C-0010).
NAVY
Raytheon Missile Systems, Tucson, Arizona, is being awarded a $64,537,920 firm-fixed-price modification to a previously awarded contract (N00024-14-C-5417) to exercise an option for the fiscal 2015 U.S. Navy Rolling Airframe Missile (RAM) Guided Missile Round Pack (GMRP) requirements.   The RAM Guided Missile Weapon System is co-developed and co-produced under an international cooperative program between the governments of the United States and Federal Republic of Germany.  RAM is a missile system designed to provide anti-ship missile defense for multiple ship platforms.  Work will be performed in Tucson, Arizona (49.7 percent); Ottobrunn, Germany (42.7 percent); Rocket Center, West Virginia (4.5 percent); and Andover, Massachusetts (3.1 percent), and is expected to be completed by July 2017.  Fiscal 2015 weapons procurement (Navy) funds in the amount of $64,537,920 will be obligated at the time of award.  Contract funds will not expire at the end of the current fiscal year. BAE Systems Norfolk Ship Repair, Norfolk, Virginia, is being awarded a $38,295,822 modification to a previously awarded contract (N00024-10-C-4308) for USS Mahan (DDG-72) fiscal 2015 docking selected restricted availability.  A docking selected restricted availability includes the planning and execution of depot-level maintenance, alterations, and modifications that will update and improve the ship's military and technical capabilities.  Work will be performed in Norfolk, Virginia, and is expected to be completed by August 2015.  Fiscal 2015 operations and maintenance (Navy) and fiscal 2015 other procurement (Navy) contract funds in the amount of $36,945,719 will be obligated at time of award.  Contract funds in the amount of $32,835,071 will expire at the end of the current fiscal year.  Mid Atlantic Regional Maintenance Center, Norfolk, Virginia, is the administrative contracting activity.
Nexagen Networks, Inc.,* Marlboro, New Jersey, is being awarded a $15,915,782 indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee contract to provide engineering support services for information assurance and security engineering-related services to the Department of Defense and Department of Homeland Security.  This three-year contract includes one two-year option period, which, if exercised, would bring the potential value of this contract to $27,305,949.  Work will be performed at the government facilities in Philadelphia, Pennsylvania (75 percent) and contractor’s facilities in Marlboro, New Jersey (25 percent); work is expected to be completed Feb. 17, 2018.  No funds will be obligated at the time of award.  Contract funds will not expire at the end of the current fiscal year.  Funding will be obligated via task orders as they are issued using operations and maintenance (Navy) funds; operations and maintenance (Army) funds; other procurement (Navy) funds; research and development (Air Force) funds; research, development, test and evaluation (Navy) funds and Coast Guard multi-year appropriation acquisition, contracts and improvements funds.  This contract was competitively procured via 100 percent Small Business Set-Aside solicitation via publication on the Federal Business Opportunities website and the SPAWAR e-Commerce Central website; two proposals were received and one was selected for award.  The Space and Naval Warfare Systems Center Pacific, San Diego, California, is the contracting activity (N66001-15-D-0083).
VSolvit LLC,* Ventura, California, is being awarded a $10,624,059 firm-fixed-price modification under a previously awarded indefinite-delivery/indefinite-quantity contract (N39430-13-D-1231) to exercise option period two for information technology enterprise business systems support at Naval Facilities Information Technology Center, Naval Base Ventura County.  The total contract amount after exercise of this option will be $31,726,530.  Work will be performed primarily in Port Hueneme, California, and is expected to be completed February 2016.  No funds will be obligated at time of award; funds will be obligated on individual task orders as they are issued.  No task orders are being issued at this time.  The Naval Facilities Engineering and Expeditionary Warfare Center, Port Hueneme, California, is the contracting activity.

DNO, Inc.,* Columbus, Ohio, has been awarded a maximum $61,200,000 fixed-price with economic-price-adjustment, indefinite-quantity contract for fresh fruit and vegetable support.  This contract was a competitive acquisition and two offers were received.  This is an 18-month base contract, with two 18-month option periods.  Location of performance is Ohio, with an Aug. 16, 2019, performance completion date.  Using services are non-Department of Defense customers.  Type of appropriation is fiscal 2015 defense working capital funds.  The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE300-15-D-S643).

(NSI News Source Info) TORONTO, Canada (ALBUQUERQUE, N.M.,) - February 18, 2015:  – Boeing [NYSE: BA] has been awarded a $29.5 million contract to design and develop a beam control system that could provide exceptional accuracy for laser weapons on U.S. Navy warships. 

Boeing will begin to design a prototype High Power Beam Control Subsystem (HP BCSS) that’s compatible with High Energy Lasers (HEL) based on solid-state laser (SSL) technology. Boeing’s solution will be compatible with systems other companies are designing for the Office of Naval Research’s (ONR) Solid State Laser Technology Maturation (SSL-TM) program.

The resulting beam control system will focus and hold a laser on a moving aimpoint long enough to disable the target. Doing that with a ship-based laser is particularly challenging, given the maritime environment and constant movement of an at-sea vessel.

“Boeing innovations in beam control and directed energy technologies are keys to understanding laser weapon system configurations that could yield a capability for the Navy in their maritime environment,” said Peggy Morse, vice president, Boeing Directed Energy & Strategic Systems (DESS).

The Boeing beam control system capitalizes on the company’s work with the U.S. Army’s High Energy Laser Mobile Demonstrator (HEL MD). In demonstrations at Eglin Air Force Base in Florida in 2014, in which Navy program team members participated, HEL MD acquired, tracked and destroyed targets in windy and foggy conditions. Important technical data was collected on energy systems within a maritime environment, which ONR shared with the Army and Boeing. HEL MD has disabled mortars and Unmanned Aerial Vehicles (UAVs) during recent testing.

(NSI News Source Info) TORONTO, Canada - February 15, 2015French defence company Dassault Aviation on Friday said it was "very confident" that three years of talks with India on the sale of 126 Rafales worth 12 billion euros would result in a deal.

Eric Trappier, chief executive of Dassault Aviation which manufactures Rafale, in an interview with BFM television, said talks were slow as India wanted some of the jets manufactured at home in a bid to boost defence manufacturing, meaning the details of every nut and bolt had to be agreed upon.


The negotiations have got into trouble recently, leading to delay in finalisation of the contract for supply of 126 fighter planes.

In addition to recent visit to New Delhi of French Foreign Minister Laurent Fabius said  he was confident about the outcome of talks to sell 126 Rafale fighter jets to India in a multi-billion-dollar deal that has been stalled for months.

Fabius is the first of a string of Western politicians due in New Delhi over the next few weeks for talks with the new government of Prime Minister Narendra Modi. They are drawn in part by the prospect of defence deals, as the new administration considers opening the industry to foreign investment.

"The discussion is developing in a very positive way and ... we are very confident in the final outcome," Fabius told reporters in the Indian capital.

An Indian defence ministry official, who declined to be named because of the sensitivity of the matter, was more cautious.

"I don't think the deal will be signed very soon. There are many intractable issues to be resolved," he told Reuters, while declining to elaborate.

Modi, in office for just over a month, has vowed to get India's economy out of the doldrums by cutting red tape to revive infrastructure projects - including in the defence industry.

The previous government was widely derided for failing to follow through on promises and for letting major projects become bogged down.

India chose French company Dassault Aviation's Rafale in 2012 over other international jet manufacturers, but disagreements over cost and work-sharing have slowed talks, while India's weak economy has stretched government finances.

No final contract has been signed and rivals including Britain still hold out hope the deal will fall through.

"It is fair that for complex matters it takes some time, but there is a difference between some time and too long," Fabius said, talking about deals in general.

"The notion of efficiency - which is very important if I understand correctly, in the new government approach - is completely shared by us," he added before talks with minister Arun Jaitley, who holds both the finance and defence portfolios.

(NSI News Source Info) TORONTO, Canada - February 14, 2015Fears for Ukraine’s ceasefire as clashes with Russia-backed rebels intensify. Neither side seems to expect an end to the conflict, and both were trying to shore up their positions before the deadline.

Fighting between government and rebel forces in eastern Ukraine trailed off in the first hours after a midnight ceasefire began – but steady shelling resumed later in the morning near the besieged city of Debaltseve.

Kiev and the breakaway republics in the east said fighting had quietened and the ceasefire was mostly being observed.

But the Guardian heard mortar fire to the east of Luhanske on the highway to Debaltseve, where up to 8,000 Ukrainian troops have been under rebel attack for weeks.

The UN security council was convening an emergency session on Sunday to hear a Russian resolution on the conflict in eastern Ukraine.

South of Luhanske is a 10-mile stretch of road that is often shelled by rebels and is reportedly mined, largely cutting off Debaltseve from the rest of the Ukrainian forces. Further north on the highway a destroyed troop transport truck was still smoking on Sunday morning.

Soldiers at the last checkpoint in Luhanske said the guns had gone quiet after the midnight ceasefire, but shelling of Ukrainian positions in the area had resumed around 6am – a report confirmed by the press service of Kiev’s “anti-terrorist operation”.

“There’s no ceasefire here,” said a Ukrainian soldier who would give only his first name, Andrei.

“It’s a present from Putin,” joked another soldier, gesturing in the direction of the shelling.

The soldiers said Ukrainian forces were not shooting back, but some of the shelling to the east of Luhanske sounded like outgoing fire. Ukrainian army command said its forces were observing the ceasefire but would return fire if attacked or if the rebels shelled residential areas.

Decypher, San Antonio, Texas (FA8650-15-D-4052); Peerless Technologies Corp., Fairborn, Ohio (FA8650-15-D-4051); P3S, San Antonio, Texas (FA8650-15-D-4053); Prairie Quest Consulting, Fort Wayne, Indiana (FA8650-15-D-4054); Solutions Through Innovative Technologies Inc., Dayton, Ohio (FA8650-15-D-4055); SpecPro Technical Services, San Antonio, Texas (FA8650-15-D-4056), have been awarded a combined $20,000,000 indefinite-delivery/indefinite-quantity, firm-fixed-price contract for services to units of the 711th Human Performance Wing. Contractor will provide advisory and assistance services, non- advisory and assistance services and personal services. They include administrative and functional support, medical and biomedical research assistance, clinical and clinical hyperbaric medicine services, environmental bio-terrorism support, technology evaluation and research studies support. Work will be performed at Wright-Patterson Air Force Base, Ohio; San Antonio, Texas; Cincinnati, Ohio; Baltimore, Maryland; St. Louis, Missouri, and other geographically separated units and is expected to be complete no later than Dec. 13, 2015. This award is the result of a limited competitive acquisition with six offers received. Fiscal year 2015 and 2016 defense health program, operations and maintenance and research, development, test and evaluation funds in the total amount of $800,309 are being obligated at the time of award. United Technologies Corp. doing business as Pratt & Whitney, East Hartford, Connecticut, has been awarded an estimated $16,663,785 for the second option to previously awarded requirements for firm-fixed-price contract FA8121-10-D-0008. Contractor will provide remanufacture of FI00-PW-I 00/200/220/220E/229 engine modules. Work will be performed at Columbus, Georgia, and is expected to be complete by April 22, 2015. This contract is 100 percent foreign military sales for Chile, Egypt, Jordan, Thailand, Taiwan, Greece and Indonesia. This award is the result of a sole source acquisition and one offer was received. Gulfstream Aerospace Corp., Savannah, Georgia, has been awarded $13,006,223 in modifications to task orders 0015 and 0016 on previously awarded contract FA8106-13-D-0002. Contractor will provide seven additional months of services for logistics support for the Navy C-20 and C-37 fleet. Work will be performed at Savannah, Georgia; Naval Air Station Sigonella, Italy; Andrews Air Force Base, Maryland; Hickam Air Force Base, Hawaii; and Marine Corps Base, Hawaii, and is expected to be complete by Jan. 31, 2016. Northrop Grumman Space Mission Systems Corp., San Diego, California, has been awarded a $6,926,501 modification (P00094) to previously awarded contract FA8726-09-C-0010 for risk management framework. Contractor will meet cybersecurity requirements using the new Risk Management Framework. Work will be performed at San Diego, California, and is expected to be complete by June 22, 2015. Lockheed Martin Corp., Lockheed Martin Aeronautics Co., Fort Worth, Texas, is being awarded a $39,608,596 modification to a previously awarded firm-fixed-price contract (N00019-13-C-0008) for procurement of electronic components in support of F-35 Lightning II Joint Strike Fighter aircraft for the U.S. Air Force, U.S. Marine Corps, U.S. Navy, International Partners and the Governments of Israel and Japan. These components are in support of production, sustainment and operations and maintenance requirements resulting from diminishing manufacturing sources. Work will be performed in Fort Worth, Texas, and is expected to be completed in September 2015. Fiscal 2014 aircraft procurement, Navy and Air Force, international partner and foreign military sales funds in the amount of $28,894,731 are being obligated at time of award, none of which will expire at the end of the current fiscal year. This modification combines purchases for the U.S. Air Force ($16,843,735; 43 percent), the U.S. Marine Corps ($5,996,093; 15 percent), U.S. Navy ($3,710,236; 9.4 percent), international partners ($10,485,085; 26.5 percent) and the governments of Israel ($1,362,337; 3.1 percent) and Japan ($1,211,110; 3 percent) under the Foreign Military Sales Program. Alliant Techsystems Operations LLC, Clearwater, Florida, is being awarded a not-to-exceed $30,656,796 ceiling priced contract for the manufacture, upgrade, repair and test assemblies of the AN/AAR-47 (V) Missile Warning Set comprised of electro-optic countermeasure sensors, countermeasure signal processors and countermeasure signal simulators for the U.S. Navy, U.S. Air Force, U.S. Army and Governments of India, Norway, Spain and Australia. Work will be performed in Clearwater, Florida (45 percent); Austin, Texas (20 percent); Quebec, Canada (16 percent); and other various locations within the United States (19 percent), and is expected to be completed in April 2017. Fiscal 2013, 2014, and 2015 aircraft procurement (Navy and Air Force), National Guard reserve, foreign military sales and working capital (Defense) funds in the amount of $29,587,778 will be obligated at time of award, $9,398,286 of which will expire at the end of the current fiscal year. This award combines purchases for the U.S. Navy ($10,474,978; 35 percent), U.S. Air Force ($ 10,432,828; 35 percent), Defense Working Capital funds ($3,318,600; 11 percent), National Guard Reserve ($2,644,580; 10 percent) and the Governments of India ($1,080,884; 3.5 percent), Norway ($985,070; 3.2 percent), Spain ($610,068; 2 percent) and Australia ($40,770; .3 percent). Rolls Royce Naval Marine Inc., Walpole, Massachusetts, is being awarded a $9,891,150 modification to previously awarded contract (N00024-08-C-4203) for additional engineering services to complete development and delivery of one AG916RF gas turbine-generator set for Navy land-based testing. Rolls Royce will provide the engineering services and support for the design, development, fabrication, assembly and test of one Advanced Power Generation Module (APGM), designated as the AG916RF gas turbine-generator set, to be delivered to the Navy land based test site located at the Naval Surface Warfare Center Ship Systems Engineering Station, Philadelphia, Pennsylvania. This APGM set will be based on specifications established by the DDG-1000 shipyard for the lead ship installation and modified to suit the DDG 51 Flight III power requirements. Work will be performed in Indianapolis, Indiana (80 percent) and Walpole, Massachusetts (20 percent), and is expected to be completed by September 2017. Fiscal 2015 research, development, test and evaluation contract funds in the amount of $9,891,150 will be obligated at time of award and will not expire at the end of the current fiscal year. US Foods Lexington, Lexington, South Carolina, has been awarded a maximum $35,500,000 fixed-price with economic-price-adjustment contract for prime vendor food and beverage support in the South Carolina area. This contract was a sole-source acquisition. This is a nine-month bridge contract. Location of performance is South Carolina, with a Nov. 7, 2015 performance completion date. Using military services are Army, Navy, Air Force, Marine Corps and federal civilian agencies. Type of appropriation is fiscal year 2015 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE300-15-D-3146).

Agile Defense Inc.,* Reston, Virginia, has been awarded a competitive $26,191,017 cost-plus-award-fee task order (HR0011-15-F-0002) with options for unclassified information technology services and support for the Defense Advanced Research Projects Agency Mission Services Office Information Technology Directorate. The services and support include office computing, networking, communications services, design and development and technical support services. The task order was competed amongst all holders of the General Services Administration Alliant Small Business Government-wide Acquisition Contract. Seven offers were received. The base-year award has a 10-month period of performance. Fiscal year 2015 research and development funds in the amount of $18,309,770 are being obligated at time of award.
