(NASDAQ:ORBT - News), a defense and industrial electronics manufacturer, systems integrator and software solution provider, today announced that its Tulip Development Laboratory (“TDL”) subsidiary, located in Quakertown, PA, has signed a Supplier Partnering Agreement (“SPA”) with Synexxus Inc., (“Synexxus”), located in Arlington, VA for the exclusive right to manufacture and supply its color display in support of the Oberon V4 Electronic Keel System (“Oberon”) or any display derivative configuration, for a period of five (5) years. As previously announced, TDL will be demonstrating the Oberon V4 system at the AUSA Symposium and Exhibition, Fort Lauderdale, FL., from February 25 to 27. Oberon will also be on display and incorporated in another MRAP vehicle manufactured by a leading global defense contractor.
Synexxus, Inc. has successfully designed an open architecture data distribution and information system that has been designated as the Command, Control, Communication, Computers, Intelligence, Surveillance and Reconnaissance (“C4ISR”) system to be deployed in a number of MRAP vehicle configurations. Most recently, Oberon was selected for deployment in the Mine Resistant Ambush Protected-All Terrain Vehicle (MRAP-ATV) manufactured by the Oshkosh Corporation. For this particular system, TDL will provide two of its 15inch color displays for each MRAP-ATV vehicle that will be integrated with Oberon.

UNDT's 5-agent bioterrorism detection kits have been used extensively by first responders and private industry throughout the United States. LORD Corporation Awarded Contract for MR Suspension Installation and Test on U.S. Army LMTV

Defense News ~ CARY, N.C., Feb. 23 /PRNewswire/ -- LORD Corporation – a leader in the management of vibration, motion and noise – has teamed with World Technical Services, Inc. (WTSI) for the integration, test and evaluation of a suspension upgrade including their Magneto-Rheological (MR) semi-active damping system for a US Army M1078 Light Medium Tactical Vehicle (LMTV).
The contract is part of a larger effort by the prime contractor, WTSI, to improve mobility performance of the Family of Medium Tactical Vehicles (FMTV). LORD is one of several suppliers of suspension enhancements being evaluated in this effort. Â The Government does not endorse or support one supplier over the others and will be evaluating all equally. Â LORD has not to date been chosen for production product. The purpose of the 12-month LORD contract is to install and test the MR Damping system as well as to fully optimize the system control algorithms, while determining optimal leaf spring and torsion-bar configurations. On- and off-road as well as durability testing will be conducted by third-parties including half-rounds, various profiled Root Means Square (RMS) courses, and North Atlantic Treaty Organization (NATO) lane change maneuvers. Â These tests are designed to determine actual performance improvements compared to the baseline configuration and will include up to 10,000 miles of endurance and durability testing.
LORD is the technical lead on the MR Suspension project, with responsibility to perform modeling and simulation analyses, hardware build, design integration, installation and testing oversight. Suspension optimization support also will be provided by MillenWorks, a privately-owned small business serving the defense, automotive OEM, and entertainment industries. Further, LORD will provide maintenance support during the vehicle testing of the MR suspension system hardware, which will be subjected to endurance tests per the vehicle mission profile and as defined in the vehicle specification.
According to Steve Hildebrand, LORD Engineering Manager for MR Suspension systems, the system will incorporate LORD Corporation's latest refinements with respect to the magneto-rheological controllable damping system. The system includes a controller, dampers, sensors, and software that is customized for a vehicle's characteristics and customer's performance requirements.
The MR controllable damping systems have been demonstrated as original and retrofit equipment for various military and commercial utility vehicles. Current vehicle applications for the Department of Defense (DOD) and OEMs include several Mine Resistant Ambush Protected vehicles (MRAPs), the HMMWV and other confidential customer platforms.
"LORD MR Active Damping Systems are well-suited for a broad range of military applications, from lightweight tactical vehicles to line-haul tractors and heavy MRAP vehicles," said Hildebrand. Unlike traditional passive dampers with fixed characteristics, LORD Corporation's MR Dampers with patented self-adapting control algorithms are fully adaptive and react nearly instantaneously to changes in terrain, vehicle maneuvers and payload. Further, MR Controllable Damping Systems enable simplified suspension geometries with weight reduction and increased payload without reducing mobility. In fact, according to Hildebrand, one recent application demonstrated doubling of the payload.

TSA Awards ID/IQ Contract for L-3 ProVision Checkpoint Screening System

Airbus A400M partners reach financing deal -source

Defense News ~ PARIS, Feb 23 (Reuters) - European governments have struck an outline deal with Airbus parent EADS (EAD.PA) over a rescue package worth 3.5 billion euros ($4.76 billion) to save the A400M military transporter, a source familiar with the matter said on Tuesday.
The agreement will result in a political declaration of support expected to be issued by the seven countries, including non-EU Turkey, on the sidelines of a meeting of European Union defence ministers in Spain on Thursday, the source said.
"The basis of an agreement has been reached," the source told Reuters following lengthy talks to save a project threatened by overspending and employing 10,000 staff.
Under the deal, the group of purchasing nations -- which also include Britain, France, Germany, Belgium, Luxembourg and Spain -- have agreed to a roughly 10 percent increase in the price of each plane for a total boost of 2 billion euros.
A further 1.5 billion will be made available in such a way that EADS can set this sum, as well as the core aid of 2 billion, against A400M losses and thus reduce the amount of provisions it needs to take in 2009 results, the source said.
New charges are expected to be less than 2 billion euros.
The two sides have also agreed to hold further discussions later on a disputed price inflation clause, the source said.
The source declined to be identified because the discussions remain confidential ahead of any public announcement.
A spokesman for aerospace group EADS declined to comment. ($1=.7361 Euro)

All incoming orders so far in 2010 have been fleet orders of two to four helicopters each for flight training, patrol, agricultural and wildlife work, and other diverse operations in the United States and around the world.

In the United States, Sikorsky has seen colleges expanding their current rotary fleet or diversifying their aviation programs to include rotary training. Many of these institutions are choosing Sikorsky light helicopters to meet their needs.
The University of North Dakota's John D. Odegard School of Aerospace Sciences, for example, currently operates six Sikorsky light helicopters in its flight training program and has four S-300C helicopters on order for delivery in 2010. UND Aerospace has operated S-300 series helicopters in its training program since 1983.
Emerging international markets also have been a source of growth for a variety of missions. Shanghai Sikorsky has 10 civil helicopters on order: eight S-300C helicopters and two S-300CBi helicopters. These aircraft will be used for training, agriculture, and other missions. Shanghai Sikorsky is the distributor for Sikorsky light helicopters in China.
After delivering the first Sikorsky light helicopter into Kenya, North East Helicopters of South Africa has placed orders for two more helicopters, which are currently scheduled for delivery in the first half of 2010. There are more than 50 S-300 series helicopters now operating in southern Africa, where North East Helicopters is the distributor for Sikorsky light helicopters.
EDRA Aeronautica of Brazil has two S-300CBi helicopters on order for law enforcement in Brazil. EDRA is another distributor for Sikorsky light helicopters. Seven state police agencies in Brazil operate a total of 11 S-300CBi and S-300C helicopters. EDRA has trained about 75 percent of the police pilots in Brazil and is pursuing future sales to support upcoming international sporting events in Brazil over the next few years.

A Congressional compilation of US aid to Pakistan says Islamabad has received $6 billion in civilian aid after the September 11 terrorist attack in New York.
The Obama Administration in its latest annual budget has proposed $1.6 billion in military assistance and about $1.4 billion as civilian assistance to Pakistan.
This takes the total US aid to Pakistan to more than $20.7 billion post 9/11, according to the data compiled from information received from the Departments of Defence, State and Agriculture and US Agency for International Development.
Of the military assistance, the maximum amount $7. 345 billion has gone to Pakistan as Coalition Support Fund (CSF), which many do not consider as foreign assistance as this is reimbursement that Pakistan receives for its support of the US military operations in Afghanistan.
This is followed by $2.164 billion as foreign military assistance.
After coming to power, the Obama Administration has so far provided $1.1 billion ($400 million in 2009 and $700 million in 2010) for Pakistan Counterinsurgency Fund/ Counterinsurgency Capability Fund.
For the year 2011, Obama has proposed to the US Congress $1.2 billion for Pakistan under this category.
Non-military assistance to Pakistan has increased considerably to Pakistan under the Obama Administration, which is mainly attributable to the Kerry-Lugar-Berman bill which grants $7.5 billion to Pakistan in five years beginning 2009.
Post 9 /11, Pakistan has received $6 billion as civilian assistance, most of which -- $4.7 billion - is under the category of Economic Support Fund.
In the year 2011, Obama has proposed to the Congress to give $1.322 billion to Pakistan.

Oshkosh gets $640 mln truck order from US Army

Defense News ~ WASHINGTON, Feb 23 (Reuters) - Oshkosh Corp (OSK.N) said on Tuesday it had received an additional $640 million order from the U.S. Army for 1,460 more all-terrain armored vehicles for use in Afghanistan.
The contract follows a decision in late January by the Pentagon's chief weapons buyer, Ashton Carter, to approve the purchase of more than 2,800 additional armored vehicles.
To date, Oshkosh said it has received awards valued at $4.74 billion for 8,079 Mine Resistant Ambush Protected All-Terrain Vehicles, as well as spare-parts kits and in-theater support.
Oshkosh said the newly developed MRAP-ATV was specifically designed to operate on Afghanistan's harsh mountainous terrain and unimproved roads while providing protection levels equal to or better than those of legacy MRAPs.
Oshkosh has also provided kits to retrofit more than 2,400 existing MRAPs with its patented TAK-4 independent suspension system.

Jacobs Renews 5-year Master Site Agreement Contract with BP in The Netherlands

Agreement to support BP's Rotterdam Refinery which has the largest annual production capacity in Europe

(NYSE:JEC - News) announced today that BP Raffinaderij Rotterdam has renewed their 5-year Master Site Agreement (MSA) to support small projects work at BP's Rotterdam refinery in The Netherlands. The refinery has the largest annual production capacity in Europe – around 400,000 barrels of crude oil a day – and produces a wide range of finished and intermediate products.
Officials did not disclose the contract or investment values.
Under the agreement, Jacobs will provide various engineering, procurement, and construction management (EPCM) services. Jacobs has been providing EPCM services to BP at the Rotterdam site since 2004 under the initial MSA. The work will continue to be performed by Jacobs' office in Leiden, The Netherlands, supported by a site-based team.

CAE launches CAE 3000 Series helicopter mission simulators

Heli-Expo attendees receive advance preview of new immersive simulator experience which will be available for civil helicopter training this summer
Defense News ~ HOUSTON, TEXAS--(Marketwire - 02/20/1Add Image0) - (NYSE:CAE - News)(TSX:CAE - News) - CAE today announced at the Helicopter Association International (HAI) Heli-Expo conference that the company is launching a family of new, affordable helicopter mission simulators for the previously underserved civil helicopter market. The first CAE 3000 Series simulator will be available for training by the summer of 2010.
CAE is demonstrating a fixed-based version of the new CAE 3000 Series at Heli-Expo (booth #2045).
"This new CAE simulation capability offers unprecedented realism for helicopter-specific mission training, including offshore, emergency medical services, law enforcement, long line, high-altitude, corporate, and other operations," said Jeff Roberts, CAE's Group President, Civil Simulation Products, Training and Services. "The CAE 3000 Series solution is designed for a market which currently conducts most training in the aircraft and has been seeking new ways to improve safety and efficiency. We have developed the product family with extensive input from our Helicopter Advisory Board, which includes pilots, operators, manufacturers, and insurers."
The CAE 3000 Series is designed to address emerging global standards for helicopter flight simulation training devices (FSTD) in development by an international working group sponsored by the International Civil Aviation Organization (ICAO). The new CAE helicopter mission simulators will meet or exceed current regulatory requirements, including U.S. Federal Aviation Administration (FAA) and European Joint Aviation Authorities (JAA) Level D or other levels according to customer training needs. The CAE 3000 Series simulators are part of a comprehensive suite of simulation-based training solutions for the civil helicopter market. The portfolio includes full-flight simulators, flight training devices, integrated procedures trainers, desktop virtual flight and maintenance trainers, and self-paced computer-based training and e-learning courses.
The CAE 3000 Series features CAE's industry-leading three-degree-of-freedom vibration platform, as well as a CAE Tropos-6000 visual system with direct projection dome, high-definition commercial off-the-shelf projectors, and up to a 220-degree horizontal by 80-degree vertical field of view display system with chin window coverage.
CAE is the first to incorporate artificially intelligent human form and moving vehicle dynamic simulation for civil helicopter training tasks and mission scenarios.
List prices for the CAE 3000 Series will depend on the helicopter configuration and customer training requirements and will range from less than US$4 million to approximately $10 million.
