(NSI News Source Info) TORONTO, Canada - February 14, 2013: We have heard mostly seniors are targeted by scammers, but I never realised as soon I turned 65 years old that Rogers, a reputable Canadian company behaves in an abnormal fashion to extract funds from seniors in any formation related to the services provided by the company  and to back up their ludicrous billing and statement would cook up a despicable cock and bull story.

I had Rogers Flex Rate Plan as 3G for my iPad2 paying $25 monthly since the conception of the Apple darling toll iPad2 early March, 2011. Rogers Flex Rate Plan covers from Coast-to-Coast in Canada only. 

Prior March 2011 and to-date, I had with my family several trips abroad visiting dear, near and friends in the East & West. It is understandable Rogers Flex Rate Plan for iPad2 is and was not compatible in Asian and European countries, the regional WiFi  is required for exerting iPad2 respectively.

Beginning of the episode - my nightmare and Rogers harassment;  Mid January, 2013., I received a call from Rogers and an entity identify himself as Jamal claims outstanding of $1182.34 on G3 account relating to my iPad2, which was a shocker.  Rogers - Canada claims my iPad2 ~ 3G occur roaming charges.  This hideous episode is related to my last trip to Singapore, as I had a knee replacement surgery at Glen Eagle Hospital on November 8, 2012. Rogers claims my iPad2 ~ 3G occur enormous roaming charges. 

Second day of the episode - my nightmare enlarged and added Rogers harassment; The very next day another guy Vaden called from Rogers relating the outstanding account explaining, which turn out to be an astonishment atrocious act, deflecting a heavy jolt to my understanding and claiming that in fact the actual amount I owe was $11,285.40, but Rogers was kind enough to allow a DISCOUNT of $10,000 bringing to current amount of $1182.34 and if I settle account immediately, Vaden claims that he has the authority to allow a further discount of $50.00 on the outstanding of $1182.34 and mentioned that my iPad2 usage of the internet between November 7 to 12, 2012 (period of 6 days) for downloading was 31849 MB, whereas the iPad2 was switched off for safe keeping with my wife while I was in post surgery for a week till I was able to function my laptop / iPad2. Vaden gave a reference number to the conversation, which is I575363632 (the first letter is I for Ice cream).

Besides, there were several entities namely Serena and others from Rogers calling in conjunction with the outstanding account. I would like to repeat and reemphasize that Glen Eagle Hospital Singapore issued me an User ID and Password to activate my iPad2, without their consent it was not possible to operate the internet. Our trip commenced on November 6, 2012 to Singapore and returned home to Toronto on December 17, 2012. 

It seems utility companies like Rogers has enormous authority and power to charge consumer at will unquestionably. It is time for the authorities to protect seniors from such fraudulent scams. Technology should be used as a boon and not as a curse.

I browsed through the internet and noticed umpteen articles on this aspect in pattern and self-explanatory.

(NSI News Source Info) TORONTO, Canada - January 9, 2013: China’s new Z-10 helicopter gunship is apparently in mass production. In the last year the Z-10 has been photographed serving with four of the five aviation brigades in the army. There is a squadron (12 helicopters) of Z-10s in each brigade. The move to mass production of the Z-10 was a surprise because this aircraft has been in development for over 14 years and the several prototypes encountered numerous problems. This led to failed attempts to buy or steal helicopter gunship technology from Russia and South Africa.

Two years ago some of the Z-10 prototypes were sent to Chinese Army aviation units for field testing. While not a failure, the newer and lighter Z-19 was apparently seen as a better candidate for mass production. Work continued on the Z-10 because the Z-19 is basically an armed scout helicopter. China always wanted something more like the American AH-64 Apache. That would be the Z-10, at least once all the development problems were overcome. The seven ton Z-10 is smaller than the 10 ton AH-64 and also has a crew of two. The Z-10 is armed with 30mm autocannon and can carry up to a ton of rockets or missiles.

For three years now the Z-19 armed scout helicopter has been spotted in the air, most recently painted in military colors. The Z-19 was earlier known as the Z-9W. The Z-19 is yet another Chinese helicopter based on the Eurocopter Dauphin (which has been built under license in China for two decades). The Z-19 is a 4.5 ton, two seat armed helicopter. It can carry a 23mm autocannon and up to half a ton of munitions (missiles, usually). Cruising speed is 245 kilometers an hour and range is 700 kilometers. The Z-19 is basically an upgraded Z-9W.

The helicopter adopts a standard gunship configuration with a narrow fuselage and stepped tandem cockpit with the gunner in the front seat and the pilot in the backseat. The fuselage appears to have a stealthy diamond shaped cross section to reduce RCS. It also have a 5-blade main rotor made of composite material and an AH-64 style 4-blade tail rotor. All the vital areas of the fuselage including the cockpit and fuel tanks are believed to be protected by the armor plates. 

It weighs about 5.5 tons and was powered initially by two P&W PT6C-76C turboshaft engines (rated @ 1,250kW each) on the prototypes. However domestic developed engines (upgraded WZ-9) are being used in production batches due to the embargo imposed by the west. Its rotor and transmission systems may have been designed with extensive technical assistance from Eurocopter France and Agusta. 

Its main weapon are 8 newly developed KD-10 ATGMs in the same class of American AGM-114 Hellfire. A 23mm cannon is mounted under the chin, aimed via gunner's helmet mounted display. Also up to 8 PL-90 AAMs can be carried against enemy helicopters and slow-moving fixed wing aircraft. Its range can be further extended by external fuel tanks. Similar to AH-64, Z-10 features nose mounted PNVS and TVDS housing FLIR, TV camera, laser range finder and designator. RWR and radar jammer antennas are installed on both sides of the forward and aft fuselage. In addition, two laser warning receivers was installed on top of the pylon tips. The helicopter may have been fitted with an integrated communication/navigation system, a comprehensive ECM suite, IFF, chaff/flare launchers, 1553B data bus, HOTAS and a glass cockpit

The development started in 1998. 2 prototypes were built in 2003 and 6 more were built in 2004. The first flight of 02 prototype took place on April 29, 2003. Several Z-10 prototypes powered by PT6C-76C engine were evaluated by the Army in 2007. However the production was halted due to the embargo of PT6C-76C engine imposed by the Canadian government. 

In 2009 it was reported that an "optimized" version (Z-10A?) was under development and expected to enter the mass production. This version is powered by the less powerful WZ-9 engines (~1,000kW) thus was forced to have its weight reduced by eliminating certain less-critical parts such as less armor protection, smaller PNVS/TVDS on the nose similar to that of Z-9WA and a smaller weapon load. 

The first batch of 12 Z-10s entered the service with PLA Army Aviation (S/N LH951xx) in late 2010. More Z-10s are entering the service with the Army (S/N LH981xx,961xx941xx991xx) since late 2011. However some still carry the original PNVS/TVDS installed on the prototypes but are powered by WZ-9 turboshafts. This version also features additional equipment such as anIR jammer (?) installed on the cockpit roof. It has been speculated that Z-10 could be powered by the new WZ-16 turboshaft engine (~1,500kw) in the future.

 (NSI News Source Info) TORONTO, Canada - January 30, 2012: The Navy's new drone being tested near Chesapeake Bay stretches the boundaries of technology: It's designed to land on the deck of an aircraft carrier, one of aviation's most difficult maneuvers.

What's even more remarkable is that it will do that not only without a pilot in the cockpit, but without a pilot at all.

The X-47B marks a paradigm shift in warfare, one that is likely to have far-reaching consequences. With the drone's ability to be flown autonomously by onboard computers, it could usher in an era when death and destruction can be dealt by machines operating semi-independently.

Although humans would program an autonomous drone's flight plan and could override its decisions, the prospect of heavily armed aircraft screaming through the skies without direct human control is unnerving to many.

"Lethal actions should have a clear chain of accountability," said Noel Sharkey, a computer scientist and robotics expert. "This is difficult with a robot weapon. The robot cannot be held accountable. So is it the commander who used it? The politician who authorized it? The military's acquisition process? The manufacturer, for faulty equipment?"

Sharkey and others believe that autonomous armed robots should force the kind of dialogue that followed the introduction of mustard gas in World War I and the development of atomic weapons in World War IIThe International Committee of the Red Cross, the group tasked by the Geneva Conventions to protect victims in armed conflict, is already examining the issue.

"The deployment of such systems would reflect … a major qualitative change in the conduct of hostilities," committee President Jakob Kellenberger said at a recent conference. "The capacity to discriminate, as required by [international humanitarian law], will depend entirely on the quality and variety of sensors and programming employed within the system."

Weapons specialists in the military and Congress acknowledge that policymakers must deal with these ethical questions long before these lethal autonomous drones go into active service, which may be a decade or more away.

Rep. Henry Cuellar (D-Texas) said policy probably will first be discussed with the bipartisan drone caucus that he co-chairs with Rep. Howard P. "Buck" McKeon (R-Santa Clarita). Officially known as the Congressional Unmanned Systems Caucus, the panel was formed in 2009 to inform members of Congress on the far-reaching applications of drone technology.

"It's a different world from just a few years ago — we've entered the realm of science fiction in a lot of ways," Cuellar said. "New rules have to be developed as new technology comes about, and this is a big step forward."

Aerial drones now piloted remotely have become a central weapon for the CIA and U.S. military in their campaign against terrorists in the Middle East. The Pentagon has gone from an inventory of a handful of drones before Sept. 11, 2001, to about 7,500 drones, about one-third of all military aircraft.

Despite looming military spending cuts, expenditures on drones are expected to take less of a hit, if any, because they are cheaper to build and operate than piloted aircraft.

All military services are moving toward greater automation with their robotic systems. Robotic armed submarines could one day stalk enemy waters, and automated tanks could engage soldiers on the battlefield.

"More aggressive robotry development could lead to deploying far fewer U.S. military personnel to other countries, achieving greater national security at a much lower cost and most importantly, greatly reduced casualties," aerospace pioneer Simon Ramo, who helped develop the intercontinental ballistic missile, wrote in his new book, "Let Robots Do the Dying."

The Air Force wrote in an 82-page report that outlines the future usage of drones, titled "Unmanned Aircraft Systems Flight Plan 2009-2047," that autonomous drone aircraft are key "to increasing effects while potentially reducing cost, forward footprint and risk." Much like a chess master can outperform proficient chess players, future drones will be able to react faster than human pilots ever could, the report said.

And with that potential comes new concerns about how much control of the battlefield the U.S. is willing to turn over to computers.

There is no plan by the U.S. military — at least in the near term — to turn over the killing of enemy combatants to the X-47B or any other autonomous flying machine. But the Air Force said in the "Flight Plan" that it's only a matter of time before drones have the capability to make life-or-death decisions as they circle the battlefield. Even so, the report notes that officials will still monitor how these drones are being used.

"Increasingly humans will no longer be 'in the loop' but rather 'on the loop' — monitoring the execution of certain decisions," the report said. "Authorizing a machine to make lethal combat decisions is contingent upon political and military leaders resolving legal and ethical questions."

Peter W. Singer, author of "Wired for War," a book about robotic warfare, said automated military targeting systems are under development. But before autonomous aerial drones are sent on seek-and-destroy missions, he said, the military must first prove that it can pull off simpler tasks, such as refueling and reconnaissance missions.

That's where the X-47B comes in.

"Like it or not, autonomy is the future," Singer said. "The X-47 is one of many programs that aim to perfect the technology."

The X-47B is an experimental jet — that's what the X stands for — and is designed to demonstrate new technology, such as automated takeoffs, landings and refueling. The drone also has a fully capable weapons bay with a payload capacity of 4,500 pounds, but the Navy said it has no plans to arm it.

The Navy is now testing two of the aircraft, which were built behind razor-wire fences at Northrop Grumman Corp.'s expansive complex in Palmdale, where the company manufactured the B-2 stealth bomber.

Funded under a $635.8-million contract awarded by the Navy in 2007, the X-47B Unmanned Combat Air System Carrier Demonstration program has grown in cost to an estimated $813 million.

Last February, the first X-47B had its maiden flight from Edwards Air Force Base, where it continued testing until last month when it was carried from the Mojave Desert to Naval Air Station Patuxent River in southern Maryland. It is there that the next stage of the demonstration program begins.

The drone is slated to first land on a carrier by 2013, relying on pinpoint GPS coordinates and advanced avionics. The carrier's computers digitally transmit the carrier's speed, cross-winds and other data to the drone as it approaches from miles away.

The X-47B will not only land itself, but will also know what kind of weapons it is carrying, when and where it needs to refuel with an aerial tanker, and whether there's a nearby threat, said Carl Johnson, Northrop's X-47B program manager. "It will do its own math and decide what it should do next."
