(NSI News Source Info) TORONTO, Canada - February 10, 2012: U.S. Department of Defense, Office of the Assistant Secretary of Defense (Public Affairs) Contracts issued  February  10, 2012 are undermentioned;

CONTRACTS
NAVY
            AT&T, Vienna, Va. (N00189-12-D-0004); EWA, Herndon, Va. (N00189-12-D-0005); Macaulay Brown, Dayton, Ohio (N00189-12-D-0006); Northrop Grumman, Chantilly, Va. (N00189-12-D-0007); SAIC, McLean, Va. (N00189-12-D-0008); SRC, Inc., Chantilly, Va. (N00189-12-D-0009); Scientific Research Co., Atlanta, Ga. (N00189-12-D-0010); and URS, Germantown, Md. (00189-12-D-0011), are being awarded a firm-fixed-price multiple award contract for professional, technical, and analytical support in the mission areas of information assurance and information operations (IO).  Support services include the core capabilities of IO:  electronic warfare, computer network operations, psychological operations, military deception, and operations security.  The contract includes support for missions, functions, and tasks related to signal intelligence; strategic, operational and tactical planning; operational support and reachback; database/library management, fleet IO requirements; experimentation, tactics evaluation, and doctrine development; systems assessment; information technology management and administration; engineering and technical services; and management and professional support services.  The aggregate not-to-exceed amount, including the base period and four option years, for all eight contracts combined is $99,926,183.  Each contractor will be awarded the minimum guarantee of $50,000 at the time of award.  These companies will have the opportunity to bid on individual task orders.  Work will be performed at Norfolk, Va. (77 percent); Fort Meade, Md. (22 percent); and Whidbey Island, Wash. (1 percent).  Work is expected to be completed March 1, 2017.  Funding is fiscal 2012 Operations and Maintenance, Navy and will expire at the end of the current fiscal year.  The requirement was issued under a full and open competition and solicited via the Navy Electronic Commerce Online and Federal Business Opportunities websites, with eight offers received.  The Fleet Logistics Center Norfolk, Va., is the contracting activity.

            Raytheon Co., Goleta, Calif., is being awarded an $11,611,000 cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract to procure up to 56,488 hours of sensor system software and hardware support in order to update, improve, and enhance tactical capabilities of the F/A-18 A-F/EA-18G aircraft.  Work will be performed in Goleta, Calif. (59 percent), and El Segundo, Calif. (41 percent), and is expected to be completed in February 2015.  This contract combines purchases for the U.S. Navy ($7,431,040; 64 percent); and, under the Foreign Military Sales Program, the governments of Malaysia ($1,337,587; 12 percent), Finland ($961,391; 8 percent), Switzerland ($877,792; 8 percent), Australia ($501,595; 4 percent), and Kuwait ($501,595; 4 percent).  Contract funds will not expire at the end of the current fiscal year.  This contract was not competitively procured pursuant to FAR 6.302-1.  The Naval Air Warfare Center, Weapons Division, China Lake, Calif., is the contracting activity (N68936-12-D-0001).

            BAE Systems, Land & Armaments, L.P., U.S. Combat Systems, Minneapolis, Minn., is being awarded an $8,747,878 modification to previously awarded contract (N00024-09-C-5394) for technical and engineering services in support of the MK 41 Vertical Launching System.  Work will be performed in Minneapolis, Minn. (82 percent), Brea, Calif. (17 percent), and Aberdeen, S.D. (1 percent), and is expected to be completed by December 2012.  Contract funds will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

            Washington Patriot Construction, L.L.C.*, Gig Harbor, Wash., is being awarded $6,994,601 for firm-fixed-price task order 0012 under a previously awarded multiple award construction contract (N44255-10-D-5008) for design and construction of a passive vehicle barrier system at Naval Base Kitsap - Bangor.  The passive vehicle barrier system will provide a continuous passive barrier along a fence perimeter that is approximately two miles in length.  Work will be performed in Silverdale, Wash., and is expected to be completed by December 2013.  Contract funds will not expire at the end of the current fiscal year.  Five proposals were received for this task order.  The Naval Facilities Engineering Command, Northwest, Silverdale, Wash., is the contracting activity.

DEFENSE LOGISTICS AGENCY
            Hutchinson Industries, Inc., Trenton, N.J., was awarded a firm-fixed-price, sole-source contract with a maximum $10,806,545 for emergency acquisition of wheel and tire assemblies.  There are no other locations of performance.  Using service is Army.  Type of appropriation is fiscal 2012 Army Working Capital Funds.  The date of performance completion is Sept. 24, 2012.  The Defense Logistics Agency Land, Warren, Mich. (SPRDL1-12-C-0078).
