AIR FORCE

Raytheon Co., Missile Systems, Tucson, Ariz., was awarded a $450,827,357 contract to provide engineering and manufacturing development phase of the Small Diameter Bomb Increment II (SDB II) program (nomenclature, Guided Bomb Unit-53/B). SDB II is a joint Air Force and Navy program. The SDB II will initially be integrated on the F-15E, F-35B and F-35C aircraft. At this time, $23,500,000 has been obligated. Miniature Munitions, AAC/EBMK, Eglin Air Force Base, Fla., is the contracting activity (FA8672-10-C-0002).

United Paradyne Corp., Santa Maria, Calif., was awarded a $44,429,836 contract to provide aerospace support services contract for the following services: unconventional propellants; cryogenics and fuels accountability; personal protective equipment operations; hazardous operation support; fleet management; systems and safety engineering; training, and transient aircraft maintenance/aerospace ground equipment support services. Precision measurement equipment laboratory includes test, calibration, and repair of test measurement diagnostic equipment. At this time, no money has been obligated. 30 CONS/LGCZG, Vandenberg, Calif., is the contracting activity (FA4610-10-C-0008).

Boeing Co., St Louis, Mo., was awarded a $20,327,974 contract modification to provide eight Massive Ordnance Penetrator (MOP) extended user evaluation assets: eight MOP warheads and eight MOP toolkits. The modification will also provide various support items: eight MOP loading adapters; eight carriage and release equipment; 16 separation nuts; 16 fuzes; and four separation nut simulators, with associated proposal preparation charges. At this time, $10,000,000 has been obligated. AAC/EDBK, Eglin Air Force Base, Fla., is the contracting activity (FA8681-09-C-0280; P00009).

DEFENSE LOGISTICS AGENCY

General Electric, Cincinnati, Ohio, is being awarded a maximum $12,481,700 firm-fixed-price sole-source contract for turbine controls. There are no other locations of performance. Using service is Air Force. There was originally one proposal solicited with one response. The date of performance completion is Feb. 28, 2013. The Defense Logistics Agency Aviation, Tinker Air Force Base, Okla., is the contracting activity (FA812209G0001-UN55).

ARMY

Willis Mechanical, Inc., Norcross, Ga., was awarded on Aug. 6 a $12,240,200 firm-fixed-price contract to construct and renovate the second hangar addition at Eastover Army Aviation Support Facility at McEntire Joint National Guard Base, to include base award and six options. Work is to be performed in Eastover, S.C., with an estimated completion date of Dec. 13, 2011. Bids were solicited on the World Wide Web with 12 bids received. USPFO for South Carolina, Columbia, S.C., is the contracting activity (W912QG-10-C-0005).

BAE Systems Information and Electronic Systems Integration, Austin, Texas, was awarded on Aug. 6 an $11,014,052 firm-fixed-price contract. This contract is for the acquisition of 390 L-Rod aluminum bar armor kits, associated bracketry required for kit installation, and field service representative support outside the contiguous United States, for the RG-31 Mine Resistant Ambush Protected vehicle on the base obligation for this undefinitized modification. Work is to be performed in Austin, Texas, with an estimated completion date of Nov. 26, 2010. One bid was solicted with one bid received. Hunter Contracting Co., Gilbert, Ariz., was awarded on Aug. 6 a $10,972,945 firm-fixed-price contract. This project is to construct three inline basins and modifying the inlet on High School Wash at Park Avenue. Work is to be performed in Tucson, Ariz., with an estimated completion date of May 30, 2011. Bids were solicited on the World Wide Web with eight bids received. Tarlton Corp., Inc., St Louis, Mo., was awarded on Aug. 6 a $9,675,825 firm-fixed-price contract to install pre-stress rock anchors on east and west wall lock monoliths at Lock and Dam 27 located in Granite City, Ill. Work is to be performed in Granite City, Ill., with an estimated completion date of Oct. 15, 2011. Bids were solicited on the World Wide Web with three bids received. U.S Army Corps of Engineers, St. Louis District, St. Louis, Mo., is the contracting activity (W912P9-10-C-0429)

General Tactical Vehicles, Sterling Heights, Mich., was awarded on Aug. 5 a $8,985,020 cost-share contract. This effort is for the design and development of three Joint Tactical Vehicle (JLTV) subconfigurations for Australia in the right hand drive, and the delivery of two JLTV subconfiguration vehicles and one companion trailer for government testing. Work is to be performed in Livonia, Mich. (47 percent); Sterling Heights, Mich. (41 percent); Muskegon, Mich. (9 percent); and South Bend, Ind. (3 percent), with an estimated completion date of May 19, 2011. Bids were solicited on the World Wide Web with seven bids received. NAVY

Seaward Marine Services, Inc., Norfolk, Va., is being awarded a $12,648,498 fixed-price, indefinite-delivery/indefinite-quantity contract for waterborne hull cleaning and associated work to support the director of ocean engineering, supervisor of salvage and diving. The primary purpose of this contract is to provide hull cleaning, hull inspection, and other related ship husbandry services on the underwater portion of Navy, Coast Guard, Army, and Military Sealift Command ships and craft. This contract includes options which, if exercised, would bring the cumulative value of this contract to $51,175,930. Work will be performed in Norfolk, Va. (54 percent); Mayport, Fla. (24 percent); Ingleside, Texas (17 percent); and New London, Conn. (5 percent). Work is expected to be completed by August 2011. Contract funds in the amount of $50,000 will expire at the end of the current fiscal year. This contract was not competitively procured. The Naval Sea Systems Command, Washington, D.C., is the contracting activity (N00024-10-D-4170).

AT&T Wireless Services, Hanover, Md. (N00244-05-D-0010); Sprint-Nextel, Lone Tree, Colo. (N00244-05-D-0011); and Verizon Wireless, Laurel, Md. (N00244-05-D-0012), are each being awarded an indefinite-delivery/indefinite-quantity contract extension to provide nationwide wireless cellular phone service to the Navy. For AT&T, the estimated amount of the extension is $10,000,000. For Sprint-Nextel, the estimated amount of the extension is $10,000,000. For Verizon Wireless, the estimated amount of the extension is $10,000,000. Work is to be performed in various locations in and outside the United States, and is expected to be complete December 2010. Contract funds will not expire at the end of the fiscal year. This requirement was not awarded through full and open competition. The Fleet and Industrial Supply Center, San Diego, Calif., is the contracting activity.

W.G. Yates & Sons Construction Co., Biloxi, Miss., is being awarded $6,826,767 for firm-fixed-price task order #0003 under a previously awarded multiple award construction contract (N62467-05-D-0183) for the construction of an Aerial Port Facility at Keesler Air Force Base. Project includes parking, security fencing, exterior lighting and parking for aerial port material handling vehicles. Project includes all site work, utilities, and fire protection. This facility shall be constructed in accordance with current anti-terrorism/force protection standards. Work will be performed in Biloxi, Miss., and is expected to be completed by December 2011. Contract funds will not expire at the end of the current fiscal year. Three proposals were received for this task order. The Naval Facilities Engineering Command, Southeast, Jacksonville, Fla., is the contracting activity.

CORRECTION: Defense Logistics Agency contract number SPM500-05-D-BP07, published in news release 679-10 on July 30, 2010, announced an award amount of $180,000,000 in error. The correct award amount is $36,000,000.

    (NSI News Source Info) TEHRAN, Iran - August 9, 2010: Iran's navy on Sunday took delivery of four new mini submarines of the home-produced Ghadir class, media reports said.
    The navy already owns seven submarines of this type which weigh 120 tonnes and were first launched in 2007.
    Iran has described the Ghadir as stealth submarines, hardly detectable by sonar and aimed at coastal operations in shallow waters, notably in the Gulf.
    The vessel is based on North Korean models of the Yono class and can shoot torpedoes, but their main tasks appear to be moving commandos, laying mines and reconnaissance missions, experts say.
    Iran's inventory of submarines patrolling Gulf waters also includes up to three Russian-built Kilo class diesel submarines bought in 1990s and a Nahang, an Iranian-built light sub weighing 500 tonnes that was first launched in 2006.
    In 2008 Iran started building a new submarine named Qaem which is due to be launched within days, Iran's army chief Ataollah Salehi said last week, describing it as "semi-heavy" and capable of operating in the high seas such as the Indian Ocean or the Gulf of Aden.
    Little information has been released about this home-produced vessel, which is said to be capable of firing missiles and torpedoes.

    (NSI News Source Info) JERUSALEM, Israel - August 9, 2010: Prime Minister Benjamin Netanyahu insisted Monday that Israel acted lawfully in a commando raid on a Gaza-bound aid flotilla which killed nine activists, in testimony before an Israeli panel.
    "I am convinced that at the end of your investigation, it will become clear that the state of Israel and the IDF (Israeli Defence Forces) acted in accordance with international law," Netanyahu told members of the Tirkel Commission as he began testifying about the raid.
    "I am the first one to appear before this honorable commission. Many others will appear after me, and I believe that all the details will become clear and you will get to the root of the truth," he said.
    The Israeli leader looked at ease as he entered the room shortly after 9:00 am (0600 GMT), smiling at the hoards of journalists and members of the public waiting to hear his sworn testimony.
    After he took his seat, facing the panel bench with his back to the audience, the committee members made their way into the auditorium.
    Opening the session, which was expected to last into the afternoon, committee chairman Yaakov Tirkel said some of Netanyahu's testimony would be given verbally and some would be delivered in written form.
    "As much as possible, the committee will try to let the prime minister give his testimony verbally or in written form," he said.
    Some of the session was expected to take place behind closed doors.
    Netanyahu is the first of three top officials to give sworn testimony about the May 31 incident in which naval commandos stormed six aid ships trying to run the blockade on Gaza, killing nine activists and wounding scores of others.
    The bloody raid caused a diplomatic crisis between Israel and Turkey and sparked global calls for an inquiry -- prompting Netanyahu's government to set up the Tirkel Commission to look into the legality of the operation.
    Israel says its commandos resorted to force only after they were attacked when they rappelled onto the deck of the Turkish passenger ferry Mavi Marmara. But the activists on board say troops opened fire as soon as they landed.
    Netanyahu was not likely to face any awkward questions on Monday as he testified before the five panel members, two foreign observers and hundreds of members of the press and public.
    When the committee was created in June, Netanyahu's office said its mandate was to examine the international legality of Israel's naval blockade and of actions taken to enforce it, as well as the actions of those who organised and took part in the flotilla.
    Panel members are not authorised probe the decision-making process which led up to the operation, nor do they have the authority to question troops involved in storming the boats.
    Defence Minister Ehud Barak will take the stand on Tuesday, followed by Chief of Staff Gabi Ashkenazi on Wednesday, with both likely to be quizzed over the operational aspects of boarding the ships.
    Ashkenazi will be the only serving member of the military to testify before the committee.
    The five-man panel, headed by Tirkel, a retired judge, began investigating the raid at the end of June, and its deliberations are being monitored by two international observers.
    The creation of the panel, its members and its mandate were all backed by Israel's cabinet. Its findings will be presented to the government, which has already blamed the bloodshed on the activists.
    The Israeli military has already completed its own inquiry into the pre-dawn raid and concluded that although mistakes were made at a "relatively senior" level, the use of live fire was justified.
    Israel has repeatedly said it has the right to stop vessels from reaching the Gaza Strip since they could be carrying weapons for the Islamist Hamas rulers of the enclave. Hamas is sworn to the destruction of the Jewish state.
    Last week UN Secretary General Ban Ki-moon named his own panel to look into the botched raid, which is set to begin work on Tuesday and includes representatives from Israel and Turkey.
    The UN Human Rights Council is also carrying out an inquiry, as is Turkey which is reportedly looking to make a criminal case against Netanyahu, Barak and Ashkenazi, charging them with piracy and murder.

    (NSI News Source Info) WASHINGTON, U.S. - August 9, 2010: The United States is considering selling 84 advanced F-15 fighter jets to Saudi Arabia but without long-range weapons systems objected to by Israel, The Wall Street Journal reported.
    Citing unnamed diplomats and officials, the newspaper said the proposed 30-billion-dollar, 10-year package has been under negotiation for months and has generated a lot of tensions.
    Israeli officials have been concerned that the administration of President Barack Obama risked undermining Israel's regional military advantage, the report said.
    But US officials said they had provided "clarifications" about the deal to help address Israel's concern, the paper said.
    Two officials close to the negotiations said Israel still had some reservations, but was not expected to challenge the sale by lobbying Congress, The Journal noted.
    Under the proposed sale, the 84 F-15s for Saudi Arabia will have onboard targeting systems similar to those offered to other foreign governments, the paper said.
    But to assuage Israel's concerns, the Obama administration has decided not to offer Saudi Arabia so-called standoff systems, which are advanced long-range weapons that can be attached to F-15s for use in offensive operations against land- and sea-based targets, The Journal noted.

    (NSI News Source Info) FARNBOROUGH, England - July 23, 2010: The United States is working closely with Saudi Arabia on a possible arms sale worth close to $30 billion that includes 84 Boeing Co (BA.N) F-15 fighter jets, U.S. government officials familiar with the plan said on Thursday.
    The arms sale package, still subject to congressional approval, would include dozens of UH-60 Black Hawk helicopters built by Sikorsky Aircraft, a unit of United Technologies Corp (UTX.N), missile defense equipment and ships.
    "Those are all work in progress," Navy Vice Admiral Jeffrey Wieringa, director of the Pentagon's Defense Security Cooperation Agency, told Reuters in an interview at the Farnborough Airshow. "We'll just continue to move forward."
    Wieringa, who oversees foreign arms sales, said he could not give any timetable for completion of the deal, given recent appointments of new air force and navy chiefs in Saudi Arabia.
    "They may have different defense visions and I need to be respectful of the new leaders," said Wieringa, who is due to retire at the end of the month. "It's important for us to work together."
    Boeing declined comment. No comment was immediately available from United Technologies. The arms sale would also likely include new coastal warships.
    The U.S. Navy is expected to pick the winning designs for the new warships in mid-August. Lockheed Martin Corp (LMT.N) and the U.S. unit of Australia's Austal (ASB.AX) are competing for the deal, valued at well over $5 billion.
    Defense industry executives at the air show outside London have said they saw strong interest in U.S. weapons from cash-rich Gulf nations this week.
    They say the Obama administration has taken strong steps to encourage arms sales to U.S. allies given its interest in promoting security cooperation.
    U.S. officials say Saudi Arabia and other Gulf states are worried about Iran's alleged pursuit of nuclear weapons.
    In the interview with Reuters, conducted on Monday, Wieringa said the phrase "security cooperation" was mentioned 22 times in the U.S. quadrennial defense review completed earlier this year, versus five times in the previous defense review.
    He said he was receiving strong support from senior Pentagon leaders for arms sales around the world, and in this case, from the military services as well.
    Once the United States and Saudi Arabia reach agreement on a deal, the Pentagon will conduct discussions with congressional aides to ensure the support of U.S. lawmakers and address any concerns.
    Then, Wieringa's agency would send a formal notification to Congress, giving lawmakers 30 days to object to the deal. Generally, notifications are not sent unless lawmakers have already generally agreed to the sale.
    Saudi Arabia was the biggest buyer of U.S. weapons during a four-year span of 2005 through 2008, with $11.2 billion in deals, according to the U.S. Congressional Research Service.

    (NSI News Source Info) BAGHDAD, Iraq - August 9, 2010: Two people were killed, including a traffic policeman, in a roadside bomb at a police station in western Baghdad on Monday, an interior ministry official said.
    Ten others including seven traffic policemen were wounded in the attack which occurred in the morning at the traffic police's Ghazaliyah bureau, the official added.
    The attack was the latest in a string of shootings and explosions that have targeted traffic officers in the capital, worsening already severe gridlock during rush-hour.
    Traffic policemen, who typically do not wear bullet-proof vests or carry any weapons but a pistol, have begun wielding Kalashnikov assault rifles in recent days in response to the apparently increased threat.
