General Dynamics Awarded $387 Million Training Support Contract by the U.S. Army

Defense News ~ FAIRFAX, Va., Feb. 12 /PRNewswire-FirstCall/ -- General Dynamics Information Technology, a business unit of General Dynamics (NYSE:GD - News), has been awarded a contract for Constructive Training Systems support by the U.S. Army's Program Executive Office for Simulation, Training and Instrumentation (PEO STRI). The total potential value of this single-award, five-year Indefinite Delivery/Indefinite Quantity (ID/IQ) contract is $387 million if all options are exercised. The initial award value is $56 million for the base year.
Under the contract, General Dynamics will provide technical, management and professional engineering support services for the procurement and fielding of Constructive Training Systems (CTS). Services to be performed consist of engineering, integration, exercise and experimentation support, gaming, materiel purchases, maintenance, supply support and post-fielding support to PEO STRI and the Project Manager for Constructive Simulations (PM ConSim). The work will be managed in the Orlando, Fla., area.

ILS Proton Successfully Launches the Intelsat 16 Satellite for Intelsat; First ILS Proton Launch of 2010

BAIKONUR COSMODROME, Kazakhstan--(BUSINESS WIRE)--International Launch Services (ILS), a world leader in providing mission and launch services to the commercial space industry, successfully carried the Intelsat 16 satellite to orbit for Intelsat S.A., the world’s leading provider of fixed satellite services, on an ILS Proton. The ILS Proton vehicle lifted off from the Baikonur Cosmodrome at 6:39 a.m. local time (7:39 p.m. EST, 00:39 GMT). This was the 19th consecutive successful Proton mission in 18 months.
After a 9 hour 34 minute mission, the Breeze M successfully released the Intelsat 16 satellite into a near geostationary orbit. The spacecraft then utilized its on board fuel to maneuver to its geostationary orbit location at 58 degrees West Longitude.
The launch of the Intelsat 16 satellite marks the 1st ILS Proton launch of the year and the 57th commercial launch overall for ILS. It is the second Proton launch in just over two weeks, with the launch of a Federal mission on January 28, 2010. Raytheon says bidding for India tank upgrade

Defense News ~ NEW DELHI, Feb 12 (Reuters) - Raytheon Co (RTN.N), the world's biggest missile maker, said on Friday it and partner Larsen & Toubro (LART.BO) have bid for the contract to upgrade 1,000 T-72 battle tanks in India.
Defence ministry officials said India was looking to spend at least $100 million in upgrading the tanks, which India bought from Russia three decades ago.
"The upgrade will increase the lethality of the T-72 tanks," Fritz Treyz, vice president, Raytheon (India operations), told Reuters.
Ratheon has a tie-up with engineering and construction firm Larsen & Toubro in India.
The upgrades will include weapons and computer systems and enhance its operation by night.
India, one of the world's biggest arms importers, wants to spend $50 billion buying and upgrading weapons over the next five years.
Treyz said Raytheon will also launch the "fish hawk", an anti-submarine warfare weapon system next week in India.

New Sat Will Boost India's Surveillance, EW Plans

Defense News ~ NEW DELHI, 12 Feb 2010 - India is developing an advanced military surveillance satellite capable of picking up a conversation between two telephones as well as taking high-resolution pictures.
The Communication-Centric Intelligence Satellite (CCI-Sat) will be launched into orbit in 2014, said a senior scientist at the state-owned Defence Electronics and Research Laboratory, Hyderabad, which is developing the $25 million satellite.
The CCI-Sat is part of a high-priority plan to develop electronic warfare (EW) systems for India's Army, Navy and Air Force, the scientist said.
Meanwhile, India is ready to put into orbit another homemade satellite, Cartosat-2B, in the next two months. That satellite also will be used for military purposes, Defence Electronics and Research Laboratory sources said.
Last year, India launched its made-in-India RISAT-2 military satellite, which is keeping a high-resolution eye on the country's borders and coastline in case of terrorist infiltrations.
Cartosat-2, like the U.S. satellite Ikonos, delivers 1-meter-resolution imagery, second only to the Quickbird, which offers an incredibly close 60-centimeter resolution - all from a distance of 800 kilometers to 900 kilometers above the Earth, said a scientist from the Indian Space Research Organisation (ISRO).
The ISRO and Defence Research and Development Organisation are collaborating on a dedicated naval satellite that will have a 1,000-nautical-mile footprint over the Indian Ocean. India also plans to launch that satellite this year.

Turkey's Long-Delayed Israeli UAVs Pass Hurdle

Defense News ~ By BURAK EGE BEKDIL and UMIT ENGINSOY 12 Feb 2010: ANKARA - A batch of Heron UAVs produced for Turkey by Israel Aerospace Industries (IAI) and Elbit Systems have passed critical performance tests in Israel, and Ankara is ready to accept the delivery of the drones, Turkey's top procurement official said Feb. 12.

"Six of the aircraft have successfully passed the tests inspected by a delegation of Turkish officials," said Murad Bayar, head of the government's defense procurement agency, the Undersecretariat for Defense Industries. "We are expecting their deliveries in the weeks ahead. And this closes the deal from our point of view."
The remaining four UAVs in the program will undergo similar performance tests in the next few months.
Turkey and the Israeli team had been at odds over delays of more than two years in the delivery of the Herons. The dispute regarding the technical fulfillment of contract specifications was resolved after revisions in the original terms and conditions, Bayar said.
IAI and Elbit won the Turkish UAV contract in 2005 against U.S. rivals. But the program was dogged from the start by technical difficulties.
The contract was worth $183 million, of which about $50 million would go to Turkish subcontrators Turkish Aerospace Industries and Aselsan.
The Heron dispute in recent months contributed to a major deterioration in relations between Turkey and Israel. But a critical meeting between Turkish and Israeli defense ministers in late January paved the way for a degree of reconciliation.
Turkish Prime Minister Recep Tayyip Erdogan's government has been particularly critical of Israel's military offensive in Gaza in late 2008 and early 2009.

U.S. Army Upholds Oshkosh's FMTV Award

Defense News ~ By KATE BRANNEN 12 Feb 2010: The U.S. Army has decided that Oshkosh will keep its $3 billion contract for the Family of Medium Tactical Vehicles (FMTV), the company announced today.
The U.S. Army has upheld its award of FMTV (Family of Medium Tactical Trucks) to Oshkosh. (OSHKOSH DEFENSE)
BAE Systems and Navistar both filed protests after the contract was awarded last August. The selection of Oshkosh unseated BAE Systems as the provider of the armored trucks.
After the protests were filed, the bids of all three competitors for the FMTV program were reviewed by the by the Government Accountability Office, which recommended the Army re-evaluate the bids using new scoring.
The Army reviewed the bids and made the decision to uphold its contract with Oshkosh. It also canceled the Sept. 4 stop-work order it had issued, Oshkosh said.
"We are very pleased the Army affirmed its original decision that Oshkosh Corporation's FMTV bid clearly represents the best overall value for the Army, the taxpayers and the Warfighter," said Robert G. Bohn, Oshkosh chairman and chief executive officer, in a written statement.
The FMTV re-buy program is a five-year, firm fixed-price requirements contract for the production of up to 23,000 vehicles and trailers, as well as support services and engineering, the company said.

Component Orders Jump in January, Says ECA

ECA’s monthly report consolidates order information collected in confidence from leading electronic component manufacturers. The upward trend in electronic component orders goes back seven months, but January showed perhaps the biggest jump during that time. The contract value is approximately $16 million and was awarded after a competitive contracting process.
The Itemiser DX is the latest trace-based desktop explosive trace detection system to be approved as meeting the demanding detection standards recently established by TSA. The Itemiser DX is the first trace system to simultaneously detect positive and negative ions using a single detector. Defense News ~ BANGALORE, Feb 11 (Reuters) - FLIR Systems Inc (FLIR.O), which makes thermal-imaging products and infrared cameras, posted a lower quarterly profit and forecast 2010 earnings below analysts' expectations, sending its shares down as much as 8 percent.
The company said it sees slower growth in revenue from government systems in 2010 due to an anticipated decrease in deliveries under the base expeditionary targeting and surveillance sensors-combined (BETTS-C) and related programs.
"The BETTS-C surveillance system was built for Iraq, and right now at least there is not much expectations for a big similar system for Afghanistan. The Iraq system was a meaningful contributor to revenue," Stephens Inc analyst Timothy Quillin told Reuters.
FLIR's government systems segment, which makes imaging products for the military, accounts for more than half of its overall revenue.
FLIR, which competes with defense contractors such as L-3 Communications Holdings (LLL.N), Raytheon Co (RTN.N) and Lockheed Martin Corp (LMT.N), however, said it expects growth from the newly formed commercial vision systems.
"The commercial business will continue to grow nicely and they just need to book new business to replace the drop-off in the defense program," Quillin said.
Revenue from government systems fell 1 percent to $169.7 million in the latest fourth quarter, while the commercial vision systems division revenue rose 34 percent to $57 million. Total revenue rose 3 percent to $311.6 million.
For the fourth quarter, the company reported net earnings of $60.3 million, or 38 cents a share, compared with $65 million, or 41 cents a share, in the year-ago period.
Analysts on average were expecting earnings of 38 cents a share, before items, on revenue of $303.7 million, according to Thomson Reuters I/B/E/S.
For 2010, the company forecast earnings of $1.48 to $1.53 a share, on revenue of $1.2 billion to $1.3 billion. Analysts were expecting earnings of $1.55 a share, on revenue of $1.22 billion.
The company also said Chief Financial Officer Stephen Bailey will retire at the end of May. Bailey will be succeeded by senior vice-president Anthony Trunzo.
Shares of the company were trading down 7 percent at $27.52 late morning Thursday on Nasdaq.

Iraq seeks return of $900 mln paid for French jets

Defense News ~ BAGHDAD, Feb 11 (Reuters) - Iraq is seeking the return of 651 million euros ($898 million) paid by Saddam Hussein's government for French Mirage fighters that were never delivered because of sanctions, a government spokesman said on Thursday.
Ali al-Dabbagh said talks with France's Dassault Aviation (AVMD.PA) and the French defence ministry for the return of the funds were positive, and Iraq was separately eyeing a possible purchase of an unspecified number of Mirage jets from Dassault.
"We want these funds returned. Simultaneously, we are in negotiations with the French for (the purchase of) Mirage F1s," Dabbagh said, adding that Iraq had not yet decided whether to buy jets from France or the United States.
An Iraqi committee was formed two months ago to negotiate the return of the deposit for jets ordered under Saddam, and Iraq expects the issue to be resolved this year, Dabbagh said.
Sanctions imposed on Iraq shortly after its invasion of Kuwait in 1990 prohibited arms sales to Baghdad, forcing the abandonment of its deal with Dassault for the fighter jets.

Lockheed Martin Delivers 50th Fully Missionized MH-60R Multimission Helicopter to the U.S. Navy

Defense News ~ OWEGO, N.Y., Feb. 9 /PRNewswire/ -- Lockheed Martin (NYSE: LMT) has formally delivered the 50th MH-60R helicopter, fully equipped for its mission to protect the U.S. Navy fleet from hostile submarines and surface ships.
The newest member of the SEAHAWK® family of maritime helicopters is designed and manufactured by Sikorsky, with advanced mission systems integration by Lockheed Martin. "I am extremely proud of the MH-60R team, which has enabled this important milestone in the Romeo's continued introduction to the fleet," said Rear Adm. This week, an aircrew from Helicopter Maritime Strike Squadron Seven Zero (HSM-70) will fly the 50th aircraft from the Owego, NY, facility to its new home at the Naval Air Station in Jacksonville, Fla. The aircraft is the 10th MH-60R delivered to HSM-70, which was established in February 2009.
HSM-70 will deploy with 11 MH-60R aircraft aboard the USS George H.W. Bush carrier strike group (CVN 77) in 2011. To date, the U.S. Navy has established and equipped four MH-60R squadrons, with plans to fill out 16 more through the purchase of 300 aircraft.
"The 50th delivery is a great opportunity to reflect on the success of the MH-60R within the fleet, to look forward to the expansion of the MH-60R throughout the helicopter community and to recognize the organizations that have brought this tremendous capability to the Navy," said Captain Dean Peters, the U.S. Navy's MH-60 program manager. As mission systems integrator for the Sikorsky-built MH-60R, Lockheed Martin is responsible for integrating the helicopter's digital cockpit, a multi-mode radar, acoustic sonar suite, long-range infrared camera and other advanced sensors to detect, identify, track and engage surface and subsurface targets. Lockheed Martin also integrates a self defense system to protect the aircraft from missile threats.

U.S. Navy test squadrons concluded 1900 hours of rigorous MH-60R flight and mission systems evaluations in 2005. Since full rate production began in early 2006, Lockheed Martin and Sikorsky have delivered all MH-60R aircraft to the U.S. Navy ahead of schedule.
The companies expect to deliver up to 27 fully-missionized MH-60R aircraft in calendar year 2010 to the U.S. Navy as part of a five-year contract for 139 MH-60R aircraft through 2013. Extra production capacity exists to deliver an additional 20 aircraft each year for sale by the U.S. Government to international navies.
The U.S. Navy deployed with 11 MH-60R aircraft for the first time from January to July 2009 with the USS John C. Stennis (CVN 74) carrier strike group. During exercises in the western Pacific, the MH-60R proved to be an exceptional sub hunter and surface warfare weapons platform, accomplishing a 95 percent sortie completion rate, and showing it can perform utility and search and rescue missions among other secondary missions.

Ball Aerospace Tests NASA's Landsat Operational Land Imager in Stray Light Test Facility

The first of its kind stray light test was conducted at Ball's new Stray Light Test Facility (SLTF) in Boulder, Colorado. Â The OLI instrument will provide 15-meter (49ft.) panchromatic and 30m multi-spectral earth-imaging spatial-resolution capability for the eighth mission in the Landsat satellite series. Control of stray light is critical to the quality of the OLI data product, requiring a level of testing no other earth remote sensing instrument of this caliber has undergone. The test included Point Source Rejection Ratio scans obtained over a wide range of angles and for four telescope configurations: open earth-view port, open and closed solar cal port and aperture shutter closed. Â Demonstrating sensitivity over 10 orders of magnitude, the quality and repeatability of the data proved that the OLI telescope has excellent margin on all on-orbit stray light requirements.
Ball's new SLTF is a Class 5 clean room designed to eliminate undesired sources of background light and to emphasize superior contamination control of the test environment. The double cylindrical chamber reflects the specular light away from the instrument under test. As the facility interior is nearly all black, illumination sources can be either a solar simulator or discrete laser wavelengths collimated into an 18-inch diameter beam. Â The facility is designed to test a wide variety of instruments up to approximately 2 meters per side and weighing up to 1,100 pounds over a wide range of elevation and azimuth angles.

ICOP and DDIT Sign MOU for Joint Venture in Saudi Arabia

Defense News ~ LENEXA, KS--(Marketwire - 02/09/10) - ICOP Digital, Inc. (NASDAQ:ICOP - News), an industry-leading company engaged in advancing digital surveillance technology solutions, today announced that it has entered into a Memorandum of Understanding (MOU) with Developed Dimension Information Technology (DDIT), ICOP's partner in the Kingdom of Saudi Arabia, to establish a joint venture company, to expand the delivery of Homeland Security solutions in Saudi Arabia and other Gulf Cooperation Council (GCC) countries in the Middle East.
President Obama and King Abdullah have placed a high priority on joint ventures between companies in the United States and companies in Saudi Arabia, for greater economic cooperation, transfer of technology, and training as well as the development of new and lasting business ties.
Under the terms of the joint venture, the two parent companies will establish a Saudi-based company that delivers world-class security products and services, with added emphasis on training and high-level local support. The joint venture's objective is to be the preeminent supplier of Homeland Security products and services to the flourishing security markets of the Middle East.
DDIT is owned by Sheik Hamad Bin Mohammed Bin Saedan Group, a prominent business group in Saudi Arabia, who following eighty-five years in business, is one of the largest real estate and investment groups in Saudi Arabia, and their holdings extend to the UAE, Tunisia, Egypt, and Jordan.
