URS Awarded U.S. Army Environmental Remediation Services Contract

Defense News ~ SAN FRANCISCO- January 13, 2010,- (BUSINESS WIRE)--URS Corporation (NYSE:URS - News) today announced that the Company is one of seven firms that has been awarded an indefinite delivery/indefinite quantity contract by the U.S. Army Engineering and Support Center to provide worldwide environmental remediation services. The contract, which has a two-year base period, followed by three one-year options, has a maximum aggregate value to all seven awardees of approximately $945 million over the full five-year term.
Under the terms of the contract, URS can compete for, or be assigned, task orders to provide a variety of services for projects at Department of Defense installations worldwide. Potential services include the elimination of conventional munitions and chemical warfare material; environmental compliance and remediation services; and other munitions-related services.

Harris Corporation Successfully Completes Preliminary Implementation Review of U.S. Army's MET Program

Contract's Anticipated Value is $600 Million Over 10 Years
Defense News ~ MELBOURNE, Fla., Jan. 13 /PRNewswire-FirstCall/ -- Harris Corporation (NYSE: HRS), has successfully completed the Preliminary Implementation Review for the U.S. Army's Modernization of Enterprise Terminals (MET) program -- next-generation military satellite communications terminals that will provide the worldwide backbone for high-priority military communications and missile defense systems. Completion of the review enables the project to move into the important design phase.
In partnership with the Project Manager, Defense Communications and Army Transmission Systems (PM DCATS or "Team DCATS"), Harris conducted an intensive review of all aspects of the preliminary design and life cycle support. DCATS is an organization under the Program Executive Office for Enterprise Information Systems, which is focused on enterprise-wide network solutions that help to ensure information dominance for the Army.

ViaSat Wins MIDS-LVT Data Link Terminal FMS Award

Elbit Systems of America Awarded $8.2M Contract for Helmet Display and Tracker System (HDTS) for U.S. Marine Corps AH-1W

(NASDAQ: ESLT) announced receipt of contracts from the United States Marine Corps (USMC) for Elbit Systems of America Helmet Display and Tracker System (HDTS) for the USMC AH-1W Attack Helicopter. The contract effort covers the development of retrofit kits to incorporate HDTS into the AH-1W helicopter. The program is valued at $8.2 million and is to be performed through 2010. Award of a contract for HDTS production kits and installation is expected in September 2010.
The HDTS system provides significant increases in situational awareness and safety by allowing pilots to fly "head out of the cockpit" during day and night operations and combines it with Other Pilot Line of Sight (OPLOS) information. This information further increases crew situational awareness and effectiveness, while reducing workload. The system is based on the proven Elbit Systems ANVIS/HUD(R) which has been in use by U.S. Army, U.S. Navy, U.S. Marines and U.S. Air Force rotary wing pilots since the mid- 1990's. The system is installed on most of the U.S. utility and cargo helicopter fleet platforms, including the UH-60L, CH-53E, CH-47D, CH-46E, UH-1N, V-22 and others, and has seen extensive operational use in Iraq and Afghanistan.

Lockheed says second LCS ship on budget, on schedule

* 30 pct cut in production hours for 2nd ship
* Lockheed aims for more cuts in production time

Defense News ~ WASHINGTON, Jan 12 (Reuters) - Lockheed Martin Corp (LMT.N) said on Tuesday that work on its second littoral combat ship for the U.S. Navy was on budget and on schedule and that it would take 30 percent less time to build than the first ship.
Lockheed is in a fierce competition with General Dynamics Corp (GD.N) that will determine whether the Navy proceeds with Lockheed's steel single hull design or GD's aluminum three-hull design for the new class of ships.
The Navy plans to buy 55 of the shallow-water ships.
Lockheed is aiming to cut production hours and costs more if it wins the contract, Paul Lemmo, vice president of business development for Lockheed's mission systems and sensors unit, told reporters at a Surface Navy Association meeting.
He said the 30 percent cut in production hours for the USS Fort Worth was being realized as work on the ship progressed.
Lockheed, building the second LCS ship on a fixed price contract, is responsible for any missed deadlines or cost overruns.
Because both the Lockheed and General Dynamics ships meet the Navy's requirements, the decision will largely be determined by price.
The Navy is expected to issue a final request for proposals for 10 LCS ships, possibly as early as Jan. 22, industry executives and Navy officials said.
Lemmo said Lockheed's second LCS ship would be 85 percent complete when launched in December 2010. The USS Freedom was 60 percent complete when it was launched in 2006.
The Freedom will be deployed for the first time later this year, two years ahead of schedule.
The USS Independence, the first LCS ship built by General Dynamics, is due to be commissioned on Saturday in Mobile, Alabama, where the U.S. unit of Austal (ASB.AX) built it.
STEEL VERSUS ALUMINUM
Lockheed's steel hull construction makes it affordable and easy to build or to repair anywhere in the world, Lemmo said.
One industry executive familiar with the General Dynamics ship said that company's aluminum trimarin hull could also be serviced or repaired anywhere, but hull damage was far less likely to be needed than work on its engines or other systems.
Industry executives are anxiously awaiting details on how the Navy will structure the competition, particularly its plans to open the competition to a second source in the future.
General Dynamics is considering ending its teaming agreement with Austal to allow its own shipyards to bid for the work in the future, but will not make any decisions until it has seen the request for proposals, industry executives said.
Asked if Lockheed could also end its relationship with Bollinger (BOLL.PK), Lemmo said the company remained part of the team at this point and any discussion of their role on the program was "competition sensitive at this point."
Lockheed's second ship will cost $549 million. The first one cost $637 million.
The Navy will spend a total of $548 million on the second General Dynamics ship, down from $704 million for its first.

SAIC Awarded $49 Million Contract to Continue Supporting U.S. Navy Marine Mammal Systems Program

The follow-on contract has a one year base period of performance, four one-year options, and a total value of more than $49 million if all options are exercised.
The Navy's Marine Mammal Systems (MMS) use dolphins and sea lions to find and mark the location of underwater objects. Dolphins use their technologically-unmatched sonar, and sea lions use their sensitive underwater directional hearing and low-light vision, to detect objects in the water and on the sea floor. The animals are trained to provide security by patrolling areas, and to identify and mark objects for retrieval, including those presenting a danger to personnel. Boeing: EADS A400 problems bring opportunities for C-17

Defense News ~ WASHINGTON, Jan 11 (Reuters) - Problems with Europe's A400
military transport could result in some additional sales opportunities for Boeing's C-17 cargo plane, a senior Boeing (BA.N) executive said on Monday. Dennis Muilenburg, president and chief executive of Boeing's recently reorganized Defense, Space and Security unit, cited demand for the C-17 from India and the United Arab Emirates.
Muilenburg, who spoke at a meeting of the National Aeronautic Association, said he expected international demand to continue to grow.
Boeing was investing to ensure it can keep unit costs for the C-17 steady even if production rates decline, he said.

Northrop Grumman Makes Early Delivery of Mine Detection System

Defense News ~ BETHPAGE, N.Y., Jan. 11, 2010 (GLOBE NEWSWIRE) -- Northrop Grumman Corporation (NYSE:NOC - News) delivered the first Low-Rate Initial Production (LRIP) Phase 2 Airborne Laser Mine Detection System (ALMDS) to the U.S. Navy more than six weeks ahead of schedule.
Mounted on a helicopter, ALMDS rapidly detects and locates surface and near-surface moored mines so they can be neutralized before they can damage U.S. and allied military and commercial ships.
Northrop Grumman is delivering three ALMDS systems under the LRIP Phase 2 contract awarded in March 2008. The first system, accepted by the Navy on Dec. 16, 2009, had been scheduled for delivery on Jan. 31, 2010. The Navy already has two ALMDS systems produced under LRIP Phase 1.
"Mines are an inexpensive threat, deployable by terrorists and rogue states, to international shipping and access assurance by our military vessels. Both our customer and industry team saw the need to counter that threat as rapidly as possible," said Bob Klein, vice president, Northrop Grumman Maritime and Tactical Systems. "Mines are also a threat to the sailors who must neutralize them. Northrop Grumman's ALMDS, particularly when coupled with our mine clearance system, will not only address the threat but keep the sailor out of the minefield."
ALMDS, mounted on the port side of an MH-60 helicopter, uses pulsed laser light and streak tube receivers housed in an external equipment pod to image the entire near-surface volume area of the sea in 3-D. The ALMDS is capable of day or night operations.
Eventually, ALMDS will be coupled with Northrop Grumman's Rapid Airborne Mine Clearance System (RAMICS), which is in development. RAMICS will take the mine location information from ALMDS, relocate and then neutralize the mine with its 30 mm gun. It also operates from a helicopter.

Lockheed Martin to Integrate Legacy Waveforms Into the Airborne, Maritime/Fixed Station Joint Tactical Radio System

Five Existing Radio Waveforms to be Added to Tactical Communications Network
Defense News ~ SAN DIEGO, Jan. 11 /PRNewswire/ -- True tactical communications interoperability for joint forces is becoming a reality, as more radio waveforms are slated to be integrated into the revolutionary Airborne, Maritime/Fixed Station Joint Tactical Radio System (AMF JTRS). The Lockheed Martin (NYSE: LMT) team recently received a modification to their existing contract for the porting, integration and test of five additional waveforms. This exercised contract option is valued at $29 million.

U.S. Army Uses Messaging System by Qwest and TechRadium to Keep Soldiers and Families Connected

Defense News ~ ARLINGTON, Va.--January 11, 2010, (BUSINESS WIRE)--Qwest Government Services, a division of Qwest Communications International Inc. (NYSE: Q - News), has completed the implementation of the eArmy Family Messaging System, a new program by the U.S. Army Family and Morale, Welfare, and Recreation Command, which provides information to soldiers’ families during all stages of their deployment.
Qwest teamed with TechRadium of Sugar Land, Texas, developers of the Immediate Response Information System (IRIS), for the program. IRIS is a patented, high-speed electronic notification and response system for priority and routine messages. The Army is using IRIS to contact family members instantly through almost any communications device, including wireless phones, pagers, computers and faxes.
